As the qualified person, I certify that:

A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. A phase two environmental site assessment of the RSC property, which includes the evaluation of the information gathered from planning and conducting a site investigation, a report, and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. The information represents the site conditions at the sampling points at the time of sampling only and the conditions between and beyond the sampling points may vary. As of 2014/02/13, in my opinion, based on the phase one environmental site assessment and the phase two environmental site assessment, and any confirmatory sampling, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that would interfere with the type of property use to which the RSC property will be put, as specified in the RSC. Ground water sampling has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. I have, within the six months immediately before the submission of this record of site condition, given written notice of intention to apply non-potable ground water site condition standards to the clerk of the local municipality in which the property is located and the clerk of any upper-tier municipality in which the property is located. As of 2014/02/13, in my opinion, based on the phase one and phase two environmental site assessments and any confirmatory sampling, the RSC property meets the applicable full depth generic site condition standards prescribed by section 37 of the regulation for all contaminants prescribed by the regulation in relation to the type of property use for which this RSC is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum Contaminant Concentrations Compared to Standards Specified in a Risk Assessment. As of 2014/02/13, the maximum known concentration of each contaminant in soil, sediment and ground water at the RSC property for which sampling and analysis has been performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to Applicable Site Condition Standards.

I am a qualified person and have the qualifications required by section 5 of the regulation.

I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.

I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. I do not hold and have not held and my employer MMM GROUP LIMITED does not hold and has not held a direct or indirect interest in the RSC property or any property which includes the RSC property and was the subject of a phase one or two environmental site assessment or risk assessment upon which this record of site condition is based To the best of my knowledge, the certifications and statements in this part of the RSC are true as of 2014/02/13. 1.0 PROPOSED STANLEY GREENE DEVELOPMENT – PHASE TWO CONCEPTUAL SITE MODEL

1.1 Background MMM Group Limited (MMM) was retained by Parc Downsview Park Inc. (PDP) to complete a Phase One and Phase Two Environmental Site Assessment (ESA) for 19.47 hectares of land for the proposed Stanley Greene Development in Downsview Park, Toronto, Ontario (the “Subject Property”) to support the filing of a Record of Site Condition (RSC). The Subject Property has been used for residential, parkland, and community (i.e., road allowances) purposes, and is scheduled for redevelopment as a residential subdivision. The location of the Subject Property is presented in Figure 1. 1.2 Potentially Contaminating Activities and Areas of Potential Environmental Concern The Phase One ESA completed by MMM identified potentially contaminating activities (PCAs) on the Subject Property, including:  The presence of former underground storage tanks (USTs), and fill material of unknown origin and quality in the former residential area located in the southern central portion of the Subject Property. Contaminants of potential concern (COPCs) include petroleum hydrocarbon compounds (PHCs), volatile organic compounds (VOCs), polycyclic aromatic compounds (PAHs), and metals and inorganics;  Off-site industrial fuel and chemical storage, and known environmental impacts at off-site industrial/commercial operations including the Sunrise Propane site located at 54-62 Murray Road; and, bulk salt storage at Metro Toronto Roads and Traffic Department sites at 64 Murray Road and 170 Plewes Road located to the east of the Subject Property. COPCs include PHCs, VOCs, PAHs, and metals and inorganics; and  Current and historical operations at the off-site aircraft manufacturing facility (Bombardier Aerospace plant at 123 Garratt Boulevard), airstrip operations (Downsview Airport) to the east of the Subject Property, and an off-site railway along the northeastern boundary of the Subject Property. COPCs include VOCs, PAHs, PHCs, metals and inorganics.

Based on the identification of these PCAs, there were two areas of potential environmental concern (APECs) identified at the Subject Property. Table 1 provides a summary of the APECs for the Subject Property.

Several PCAs were identified on and near the Subject Property that resulted in the potential for impacts in the former residential area identified as APEC-1. These PCAs included former on- site USTs that were removed in the early 1990s; fill of unknown quality placed on-site after building demolition in 2012; and, off-site operations that include municipal salt storage, industrial fuel and chemical storage. Other off-site PCAs were identified to have potentially impacted an area along the northeastern boundary of the Subject Property referred to as APEC-2, including current and historical operations of the aircraft manufacturing facility east of the APEC and an off-site railway along the northeastern boundary of the Subject Property. The locations of the PCAs and APECs are shown in Figure 2. A Phase Two ESA sampling and analysis plan (SAP) was developed to investigate the APECs identified in the Phase One ESA. Figure 3 shows the locations of boreholes advanced as part of the Phase Two ESA. 1.3 Subsurface Utilities Based on the available information, subsurface utilities under the Subject Property may include a shallow storm sewer that collects drainage, capped site services (e.g. hydro, telephone, cable,

etc.) used to service the former residences, and municipal services for a sales presentation centre located at the northwestern corner of the Subject Property. Since no contaminants were identified in groundwater under the Subject Property, there are no known preferential pathways affecting contaminant distribution and transport. 1.4 Physical Setting Topographic mapping available through the Natural Resources of Canada Website (http://atlas.nrcan.gc.ca) revealed that the Subject Property is approximately 190 m above mean sea level. The Subject Property is located in a non-potable groundwater setting. There were no drinking water wells identified within 250 m of the Subject Property. The Subject Property topography slopes to the south and to the west towards Black Creek located approximately 1 km west of the Subject Property. The principle direction of regional groundwater flow is inferred to be to in a southwesterly direction towards Black Creek. Typical deposits found within the study area consist of clayey silt to silty clay. Permeability would be considered low across the Subject Property (Ontario Geological Survey, 2010). The thickness of the overburden within the study area is approximately 50 meters (Gao et al, 2006). Based on the Phase Two ESA investigation, the stratigraphy of the Subject Property is generally consistent throughout and can be characterized as being comprised of an approximate 1.0 m layer of topsoil and/or sand and gravel fill overlying sandy silt/clayey silt. Soil conditions at the Subject Property provide low to medium permeability for contaminant migration. The groundwater elevation measured under the Subject Property during the most recent sampling event in February 2014 ranged from 1.65 to 2.24 mbgs. The principal ground water flow direction is interpreted to be towards the west. Horizontal hydraulic gradients ranged from approximately 0.002 to 0.011. No meteorological conditions were identified that may have influenced the distribution and migration of contaminants. Hydraulic conductivity for fill material was estimated to range from 10-4 to 10-5 m/sec, and 10-7 to 10-8 m/sec for silty clay/clayey silt [Powers et al]. Since nested monitoring wells were not installed, vertical hydraulic gradients could not be determined. The silty clay/clayey silt is expected to act as an aquitard that limits the vertical migration of groundwater. Based on the results of analysis of groundwater sampled from the shallow aquifer under the Subject Property, no contaminants of concern (COCs) are present in the shallow aquifer and further assessment of deeper aquifers and groundwater migration is not required. Figure 4 shows the hydrostatic groundwater contours based on the Phase Two ESA. 1.5 Buildings and Structures Based on the records reviewed, the Subject Property was historically used for agricultural land uses and remained vacant until the 1950’s when it was expropriated by the Department of National Defense (DND). Housing structures on the southeastern portion of Stanley Greene Park were built initially in 1953 and completely demolished by 2012. A sales presentation centre is present at the northwestern corner of the Subject Property and is understood to be municipally serviced for utilities, and is associated with commercial uses only. The proposed future use of the Subject Property will be for residential land use with houses, townhouses and low-rise condominium developments, and associated roads and parks under community and parkland land uses, respectively.

1.6 Environmentally Sensitive Areas No conditions were found on the Subject Properties which would apply to the site under Section 41 (Environmentally Sensitive Areas) and Section 43.1 (Shallow Soil Property or lands within 30 m of a water body) of Ontario Regulation (O. Reg.) 153/04 (as amended). 1.7 Imported Soil The Phase One ESA identified fill placed on the Subject Property during the demolition of the former residences. These materials were assumed to have been imported to backfill the basements to grade. As discussed in Section 1.2, details of the backfill quality were not available prior to the Phase Two ESA investigation and, therefore, was included as a PCA for the Subject Property. As further discussed in Section 1.8, this material did not have COPCs that exceeded the applicable MOE Table 3 standards. 1.8 Distribution and Extent of Soil and Groundwater Impacts Due to the proposed future parkland/residential use, the soil and groundwater quality have been compared to Ontario Ministry of Environment (MOE) Table 3 standards for residential/parkland/institutional (RPI) land use in a non-potable groundwater situation with coarse textured soils, dated April 2011. Figure 3 shows the plan view of borehole locations advanced as part of the Phase Two ESA, and Figures 5 and 6 show the cross-sections for the Subject Property. Comparison of analytical results for soil samples to the applicable MOE Table 3 standards identified zinc and/or SAR values marginally exceeding the standards at shallow sample locations MMM13-MW2-SS1 and MMM13-BH3-SS1 (0 – 1.22 mbgs). Additional shallow boreholes were advanced in July 2013 by hand auger within a 2.0 m radius of MMM13-MW2-SS1 (MMM13-MW2-A, MMM13-MW2-B, MMM13-MW2-C and MMM13-MW2- D) and MMM13-BH3-SS1 (MMM13-BH3-A, MMM13-BH3-B and MMM13-BH3-C). Soil samples collected from the shallow boreholes were submitted for analysis of metals and inorganics. Results of this analysis indicated that no parameters analyzed exceeded the applicable MOE Table 3 standards. The concentrations of all the above-noted surficial soil samples were averaged, as permitted by subsection 48(2) of O. Reg. 153/04, since these samples span the same depths, contain the same geological unit, and are located within a 2.0 m radius. The average concentration of zinc and/or SAR at these two locations are less than the applicable MOE Table 3 standards. In summary, the Subject Property was used for residential, parkland, and community (i.e., road allowances) purposes. After demolition, the basements of the former residences were backfilled with imported fill. Results of analysis of soil samples collected for this investigation indicated that the concentrations of COPCs at the residential area (APEC-1) and northeastern Subject Property area (APEC-2) in soil are less than the applicable MOE Table 3 standards for the Subject Property. Groundwater samples were collected from monitoring wells MMM13-MW2 and MMM13-MW7 to assess the APECs. The analytical results compared to the applicable MOE Table 3 standards identified no exceeding parameters in groundwater samples collected. Monitoring well MMM14- MW11 was installed to comply with O. Reg. 153/04 Schedule E, Part I, 23. (1) that requires the installation of a minimum of three monitoring wells (not placed in a straight line) to interpret groundwater flow. Based on the analytical results, there were no identified contaminants of concern in soil or groundwater samples collected for this investigation. 1.8.1 Human Health Receptors and Exposure Pathways With the intended future residential and parkland use of the Subject Property, the potential human receptors exposed to the COPCs include residents, visitors (adults and children), construction/remediation workers, long-term maintenance workers, and trespassers. Exposure pathways for on-site human receptors include soil ingestion, soil skin contact, and inhalation of particulate matter and vapours in indoor and outdoor air. However, as COPCs were below the applicable MOE Table 3 standards, there were no sources of exposure and no complete exposure pathways were identified for the Subject Property. Figure 7 illustrates the human health exposure pathways for the Subject Property. 1.8.2 Ecological Receptors and Exposure Pathways Under parkland and residential land uses, species that may use or occupy the site would include vegetation (trees, shrubs, grass, and ornamental plants), soil invertebrates, small mammals (such as squirrels) and birds (such as robins and starlings). COPC exposure pathways for vegetation are through root uptake of soil. Soil invertebrates, mammals and birds may encounter COPCs through soil ingestion, soil particle inhalation and dermal contact, and food ingestion. Since COPCs were below the applicable MOE Table 3 standards, there were no sources of exposure and no complete exposure pathways were identified for the Subject Property. Figure 8 illustrates the ecological exposure pathways for the Subject Property.
