1. Introduction and Summary

It was agreed at the February meeting that Paul Fitzpatrick should submit a status report on Public footpaths in Winsley Parish for the April meeting.

An introductory meeting was held in Hartley farm on Friday 2nd February. Attendees were Paul Fitzpatrick, Brian Micklam (Footpath Sec., Ramblers), Bob Williams, Glyn Williams (Cotswold Volunteer Warden), Andrew and Kate Mead (enthusiastic walkers).

A wide ranging discussion took place involving the following:

1. “Bull in Field” signs on footpaths in Hartley Farm 2. Muddy paths - particularly newly fenced paths, special mention being made of the path WINS10 from to Avoncliffe 3. Possible registration of footpath through Murhill Wood to the nature reserve on the definitive map 4. Issue with Stile at junction of WINS31 and MFAR8 5. Electric Fences at end of WINS31 (Haugh Farm end) 6. Keeping footpaths clear 7. Dog Mess 8. Kissing Gates 9. It was suggested that Paul Fitzpatrick should meet Paul Millard who has WCC responsibility for public footpaths – (this has not yet been arranged)

It was also agreed at the February PC meeting that Paul Fitzpatrick would produce a status report on Footpaths and Rights of Way for the April meeting and will produce an exception report monthly thereafter.

Recommendations for actions on Winsley footpaths after some inspection and much help from interested parties can be summarized as follows:

1. Manage activities to maintain optimum footpath condition and accessibility 2. Advertise guidance for dog walkers on Public Footpaths – it is suggested that these guidelines should be drafted and considered at the next PC meeting in May 3. Consider supporting suggested new footpath additions to the definitive map.

1. Manage activities to maintain optimum footpath condition and accessibility a. Clearing obstacles b. Ensuring unfettered access 2. Advertise guidance for dog walkers on Public Footpaths – these guidelines will be drafted and considered at the next PC meeting in May 3. Consider supporting suggested new footpath additions and perhaps variations to the definitive map. a. One proposal has already been made for the well-used paths from Murhill through Murhill woods to the Nature reserve and to Quarry Close to be supported by the Parish Council – See Appendix. Brian Micklam has offered to run with this initiative and it is proposed the PC support this and that Brian Micklam and Paul Fitzpatrick meet with Avonpark Management to discuss this and some other footpath issues concerning Avonpark.
