Prior to his current position, he was the deputy county administrator from 2000 to 2001 and the county’s special project consultant from 1997 to 2000. As the special project consultant, his primary assignment was coordinating the jointure of the Atlantic Cape Community College and establishing a campus in Cape May County. O’Connor started his public employment with the Cape May County Bridge Commission in 1977, becoming its executive director in 1991. He received his Bachelor of Arts degree from Stockton State College and his Masters of Public Policy degree from Rutgers University.
