Major Crime Unit (MCU)

Wellington County Major Crime Unit led, assisted or managed over 29 Benchmark occurrences this month. It was a busy month

These include multiple death investigations, including those involving the use of illicit drugs or opioid related deaths, numerous sexual assaults and a complex Criminal Harassment Investigation. The MCU Unit responded to two child/infant death investigations, which were non- criminal.

Police continue to investigate the March 2019 Harriston missing person as a homicide. Investigators from the OPP and Durham Regional Police Service continue to work together to solve this crime under the direction of the OPP Criminal Investigations Branch (CIB).

A member of the Wellington County Crime Unit continues to work Provincial Asset Forfeiture Team, this has increased the support of investigations within Wellington County related to Asset Forfeiture offences. A number of assets have already been forfeited to the Crown through this local resource.

Wellington MCU is working closely with Crown Attorney on a Dangerous Offender application.

All National and Ontario Sex Offenders, Hate Crime / Extremism Investigations and High Risk to re-offend offenders and High Risk Domestic Violence offenders continue to be managed by the Wellington County Major Crime Unit.

Arrests were also made directly resulting from the Wellington MCU Warrant Project that profiles ten wanted persons within the county each month

Community Street Crime Unit (CSCU)

This month the Wellington County Street Crime Unit concentrated on solving two mini-crime sprees and on June 25th members of the unit executed a Section 487 Criminal Code Search Warrant at an uninhabited property on North Perth/Minto border. The Search Warrant was the result of ongoing investigations regarding thefts of pick-up trucks and diesel fuel; mainly in Mapleton Township in Wellington County. The investigation was carried out by D/C Scott Anderson and members of Wellington County CSCU assisted by Analyst Tory Bond.

As a result of the execution of the Search Warrant, a 37 year old male of NFA has been charged with multiple criminal charges and offence related property valued at approximately $32,000 has been recovered. The investigation is continuing and it is anticipated that several more criminal charges will be laid.

In the early morning hours of May 29th, 2019 several reports of stolen and burnt out vehicles occurred throughout Wellington County and Halton Region. The suspects who appear to be involved in this crime spree, then continued to commit a series of break and enters (including the theft of an ATV), gas drive offs, and a police pursuit across several jurisdictions, including but not limited to, Wellington County, Perth County, Huron County, and Six Nations.

Initial investigation revealed three persons of interest, one of which was located driving a stolen vehicle from Wellington County and engaged police in a pursuit.

D/C Banasik, using evidence gathered, along with collaboration with Haldimond CSCU, Halton Regional Police, Niagara Regional Police, Six Nations Police and Waterloo Regional Police, was able to put together reasonable grounds for one of the three suspects. He was arrested on June 12th, 2019 and held for bail. The male party was charged with 13 offence related Criminal Code charges.

This investigation continues to link the crimes to the two additional persons of interest.

Traffic Management Unit

Speed Spy/ Mobile Speed Signs Speed Spies and Mobile Speed Signs remain deployed throughout the County to obtain traffic data at local complaint locations. Valuable data has been gathered and permitted officers to communicate actual speeds versus perceived speeds to concerned municipalities.

Automated Licence Plate Reader (ALPR) The Automated Licence Plate Reader (ALPR) cruiser continues to be deployed out of Centre Wellington Operations Centre on a daily basis by both TMU and Platoon members. Excellent enforcement results continue to be reported by members trained and utilizing the ALPR system.

During the month of June officers conducted 76.5 hours of patrol in the ALPR Cruiser laying a total of 164 charges under the Highway Traffic Act, six charges under the Compulsory Automobile Insurance Act and two charges under the Criminal Code of Canada. Officers also conducted two roadside tests and impounded six motor vehicles.

Marine Patrol The OPP Marine Unit has been on Belwood, Guelph, Puslinch and Conestogo lakes conducting proactive patrols and safety checks.

Wellington OPP now have six trained marine operators and all have been scheduled for proactive enforcement and patrol throughout the summer and autumn seasons.

The OPP marine unit also led the Canada Day Belwood Lake Boat Parade.

Bicycle Patrol Bicycle patrol has commenced and a bicycle patrol operator course was conducted to train new police riders. Wellington OPP now has 25 trained bicycle patrol operators who are scheduled throughout the summer for proactive enforcement and patrol.

Traffic Complaints An ongoing list is maintained for ongoing/outstanding complaints. They are addressed immediately by platoon and TMU members. Tracking of these complaints allows for review of previous efforts, results and follow-up.

Traffic Initiatives

Operation Corridor From June 13th – 14th, 2019 the Traffic Management Unit completed the Operation Corridor Traffic Safety Campaign that focused on commercial motor vehicle safety related driving offences throughout Wellington County. During the initiative Wellington O.P.P TMU members stopped 17 commercial motor vehicles and charged 12 drivers with various offences.

Canada Day Long Weekend From June 28th – July 1st, 2019 Wellington OPP TMU members participated in the Canada Day Long Weekend Traffic Safety Campaign that focused on the OPP Big Four charges of impaired driving, distracted driving, aggressive driving, and the lack of seatbelt use. Through this campaign members from Wellington County laid 204 charges.

Good News from IMPACT

A young adolescent living with grandparents was cutting their arms and making suicidal statements. Grandparents called police as they were concerned for the youth’s safety. Police arrived and ascertained that the youth did not meet the criteria for apprehension but felt that this situation would benefit from some immediate mental health intervention.

IMPACT arrived and spent approximately an hour with the youth and grandfather. A plan was made for services that would include mental health supports and appropriate assessment to determine the youth’s functioning level, as the youth was observed to behave and talk like a child much younger than their actual age. It was assessed to be important that this young person be connected to developmental services that may be able to help protect and navigate through adolescence, as the lack of awareness made the youth very vulnerable the potential to be used by others was quite high.

Ultimately the youth was able to stay at home with the grandparents with a plan for connections to the most appropriate services. IMPACT passed along their crisis assessment and recommendations to the Manager of Children’s Services at CMHA WW to facilitate appropriate and timely follow through.

30Jun19 PC T. LACARTE On June 30th, 2019 long weekend, we had a sudden influx of people attending the Rockwood Conservation Park. This took the park and OPP by surprise and was not anticipated. The traffic on Highway 7 at major intersections to the west and east were at a high risk for collisions. Drivers passing on shoulders and driving around parked cars added to the mayhem. PC T. LACARTE took it upon herself and arranged a last minute response on the fly using TMU, zone officers, Twitter and the OPP media desk to address the public of the concern.

PC LACARTE also took it upon herself to proactively meet with Dave TOWNSEND of the GRCA to discuss the matter and to formulate a plan moving forward should this happen again. Some key issues have now been identified and it was determined that there were roughly 2,500 people that attended the park this day.

Notable Events Noteworthy Information and Events

Solicitor General of Ontario MPP Mike Harris participated in a ride-along in March 2019 to learn about the Wellington County OPP IMPACT team. Several months later he arranged a private meeting with himself, OPP Command, IMPACT, WRPS and the Province of Ontario’s Solicitor General, Sylvia Jones. The Solicitor General wanted to learn more about police response to mental health in the community and how our local IMPACT model might be expanded across the province.

CSGW Awards 2019 Crime Stoppers Guelph Wellington (CSGW) left the Ontario Association of Crime Stoppers (OACS) Conference in Windsor with a record six awards over the weekend.

The awards in the Between 100,001 to 299,999 Population category include, Best Special Project for the 30th Anniversary Celebrations for CSGW held throughout 2018, and the Marla Moon Memorial Award of Excellence for superior execution of a Crime Stoppers program. It is the fourth consecutive year CSGW has received the honor.

In addition, the program received Outstanding Fundraising Event for the Bucket Sale held in cooperation with Young’s Home Hardware in Mount Forest. Marty Young and Young’s Home Hardware was named to the Community Service trophy for outstanding support of CSGW.

For the third year in a row, CSGW received the Online Excellence award, competing against larger centres for the honor.

At the Saturday evening Gala Dinner, CSGW Program Coordinator Sarah Bowers-Peter received the 2018 Coordinator Achievement Award for her significant contributions to the program, as well as programs across the province, the country and North America.

“It was thrilling to know I was nominated, but to actually receive the award was such an honor,” said Bowers-Peter. “It certainly is gratifying to see the response to the work. I like to say ‘on to bigger and better’, but I’m not sure how you could top this!”

“There are so many great coordinators out there, working hard and helping share the Crime Stoppers message,” she continued, “It is a terrific feeling to know the work I’m doing was worthy of recognition.”

“I was delighted to nominate Sarah for this award and feel, as I said in the submission, that she is the driving force behind this program,” said Rick Beazley, Chair of the CSGW Board of Directors. “We are pleased with the success of the program at the OACS Awards, but we know, as always,

It’s about serving the community and doing the best we can to help our investigative partners solve crimes by engaging the public.”

Additionally, the OACS held their annual general meeting Saturday afternoon, where Bowers- Peter was elected to a second term as a Coordinator Director. She has served on the OACS in the capacity of Technology and Communications as well as the Conference Committee.

The conference, which is held annually, is a combination of training for coordinators and Board members across the province and networking between the programs. Partnering community agencies and law enforcement also attend to ensure the program is update to date and addressing trends in crime.

The recent awards haul brings to a total of 25 honors presented to CSGW at the provincial and international level in the past five years.

Major Crime Unit (MCU)

Wellington County Major Crime Unit led, assisted or managed in over 25 Benchmark Occurrences this month.

These include two death investigations involving the use of illicit drugs or opioids and a death by firearm investigation that are still continuing. The crime unit also investigated numerous sexual assaults, a child abuse and a fraud investigation. One of the sexual assault investigations resulted in a search warrant being completed for the collection of evidence. The crime unit also worked with uniform personnel in relation to a high risk Domestic violence investigation which resulted in many criminal charges being laid.

Police continue to investigate the March 2019 Harriston missing person as a homicide. Investigators from the OPP and Durham Regional Police Service continue to work together to solve this crime under the direction of the OPP Criminal Investigations Branch (CIB).

As a result of some restructuring with the Coroner’s office they have moved post mortem examinations from the Hamilton Pathology Unit to the Toronto Pathology unit. This has increased pressure on Wellington given the new location and fitting into the que of examinations.

Wellington MCU is working closely with Crown Attorney on a Dangerous Offender application. The Detective was successful in obtaining the application and its now before the courts.

All National and Ontario Sex Offenders, Hate Crime / Extremism Investigations and High Risk to re-offend offenders and High Risk Domestic Violence offenders continue to be managed by the Wellington County Major Crime Unit.

Arrests were also made directly resulting from the Wellington MCU Warrant Project that profiles ten wanted persons within the county each month

Community Street Crime Unit (CSCU)

The Wellington Community Street Crime Unit worked on a total of 41 separate incidents during the month of July. Also during this time three members of the Wellington Community Street Crime Unit attended three weeks of training of mobile surveillance. With this qualification, our officers will be able to gather vital evidence to support investigations and reasonable grounds for warrants.

Investigations of numerous stolen vehicle and gas theft drive-offs identified active subjects victimizing residents in Centre Wellington and Guelph Eramosa and other municipalities. Working jointly with Guelph and Waterloo Regional Police, suspects were identified and criminal charges laid. All of the stolen vehicles have been recovered.

The Unit also is working on two residential daylight break and enter investigations in South Wellington. They also continue to investigate trafficking of controlled drug investigations and assisted the Wellington County Crime Unit with two opioid related death investigations.

Valuable data has been gathered and permitted officers to communicate actual speeds versus perceived speeds to concerned citizens.

Automated Licence Plate Reader (ALPR) The Automated Licence Plate Reader (ALPR) cruiser continues to be deployed out of Centre Wellington Operations Centre on a daily basis by both TMU and Platoon members. Excellent enforcement results continue to be reported by members trained and utilizing the ALPR system.

Throughout the month of July officers conducted 81 hours of patrol in the ALPR Cruiser laying a total of 82 charges under the Highway Traffic Act, six charges under the Compulsory Automobile Insurance Act and four charges under various other Provincial Offences Acts.

Marine Patrol The OPP boat has been on lakes Belwood, Guelph, Puslinch and Conestogo and proactive patrols and safety checks have been conducted. Several charges were laid. Wellington OPP now have six trained marine operators and have all been scheduled for proactive enforcement and patrol throughout the summer and autumn seasons.

Bicycle Patrol The bicycle patrol schedule has allowed trained mountain bike patrol operators to conduct proactive enforcement and patrol. The bicycle patrol has been utilized in events, including the Mount Forest Fireworks Festival and the Scottish games.

Traffic Complaints An ongoing list is maintained for ongoing/outstanding complaints. They are addressed immediately by platoon and TMU members. Tracking of these complaints allows for review of previous efforts, results and follow-up. Wellington responds to an average of 6.5 traffic complaints a day from across the County.

Community Events The TMU attended and met the community during the Hillside Festival, Centre Wellington Fireworks, 10th Annual Belwood Lake Flotilla, Mount Forest Fireworks Festival and a Guelph Memorial Car Show.

Good News from IMPACT

An individual was found operating a vehicle while impaired; police made a referral to IMPACT to assist in assessing risk and connecting the individual with resources. IMPACT promptly responded in the moment, and created a safety plan with the individual while they were awaiting more intensive addictions supports.

IMPACT was able to assist with check-in calls, and through this, discovered that risk had changed/increased and that this individual required more immediate support. There were no available detox options at this time, and IMPACT was able to assist this person to the hospital and advocated for a medical detox. During this time, this individual was accepted into more intensive treatment, and was able to transfer directly into treatment after their medical detox was complete. Another example of the value of IMPACT with a live addiction intervention following a police arrest.

Provincial Constable Jeremy STEFANIK and Provincial Constable Jezzika SMITH were on patrol when they came across two young ladies selling lemonade and root beer in order to raise funds to help support local youth. Major Crime Unit (MCU)

Wellington County Major Crime Unit led, over a 32 Benchmark Occurrences this month, numerous sexual assaults and complex Criminal Harassment investigations. The MCU Unit responded to a number of death investigations (mandated), which were deemed non-criminal in nature.

The investigation continues into the homicide in Minto in March 2019 under the direction of Detective Inspector Scott Moore of the OPP Criminal Investigations Branch (CIB). This investigation is currently engaging three MCU Wellington members full-time.

The Wellington major crime unit are completing additional assignments related to a December 2015 homicide near the town of Erin. The members are working under the direction of Detective Inspector Randy Gaynor of the OPP Criminal Investigations Branch.

In March of 2019 Wellington County OPP commenced an investigation into a break and enter at a residence in Minto Township where $50,000 worth of goods were stolen including a number of firearms.

As a result of the continued investigation on August 6, the Major Crime Unit, the Community Street Crime Unit and uniform members of Wellington executed a search warrant at a property located on Highway 89 in Minto Township. As a result a total of 55 stolen firearms, including two handguns, were recovered.

On August 7, a suspect was arrested at a residence located on Grange Street in the City of Guelph by Wellington County OPP, along with the assistance of the West Region Criminal Support Team, Emergency Response Team (ERT), OPP Aviation Services, West Region Tactical Response Unit (TRU), and Canine Unit (K9) along with the assistance the Guelph Police Service Tactical Unit. A subsequent search warrant at a residence in the City of Guelph was executed

and during the search, a handgun and a quantity of methamphetamine were recovered. The suspect was held in custody for a bail hearing in relation to the stolen guns recovered. On August 8, Wellington County OPP executed a third search warrant at a residence on Elizabeth Street in Harriston. As a result, a second suspect was arrested and another firearm was seized.

Wellington MCU is working closely with Crown Attorney on the completed Dangerous Offender application on a case that is before the courts.

All National and Ontario Sex Offenders, Hate Crime / Extremism Investigations and High Risk to re-offend offenders and High Risk Domestic Violence offenders continue to be managed by the Wellington County Major Crime Unit.

Arrests were also made directly resulting from the Wellington MCU Warrant Project that profiles ten wanted persons within the county each month.

Wellington MCU is working closely with Crown Attorney on a Dangerous Offender application.

Community Street Crime Unit (CSCU)

Wellington County Street Crime Unit had a productive month of August. Members conducted an investigation into drug trafficking in South Wellington. Officers identified a local cocaine dealer and then the supplier. Evidence was collected through traditional and covert means. The investigation culminated with the arrest of both parties. As a result, 17.6 grams of crack cocaine was seized, a prohibited weapon was seized and a Mercedes sedan was seized as offence related property. Further evidence of trafficking was also seized to support the charges.

Wellington County CSCU members assisted the Provincial Weapons Enforcement Unit with an investigation in the Puslinch area. As a result, a search warrant was executed. One adult male was arrested and charged with numerous weapons offences including importation of a prohibited device and manufacturing a prohibited device. A cache of firearms was seized.

Wellington County CSCU members assisted Huron-Perth CSCU with the execution of two Controlled Drugs & Substances Act warrants, one warrant within Wellington County. A very large quantity of methamphetamine and psilocybin were seized along with cash and drug trafficking paraphernalia.

The unit was also tasked with running a parallel drug trafficking investigation after a sudden death. The investigation is still in its infancy.

Several more charges were laid in the previously reported property crime and vehicle theft spree after valuable evidence was obtained through judicial authorizations. Two separate investigations have had further charges laid against the accused. More charges are not anticipated at this time.

The work above has led to firearms, weapons and drugs being seized and taken off the streets.

Speed Spy/ Mobile Speed Signs Speed Spy and Mobile Speed Signs continue to be deployed throughout the County to obtain traffic data at local complaint locations. Valuable data has been gathered and shared with municipalities. Traffic complaints continue to be the number one call-for-service.

Traffic Initiatives From August 2nd to 5th, 2019 Wellington County O.P.P members participated in the Civic Long Weekend Traffic Safety Initiative. During the course of the campaign members of both the uniform platoons and the Traffic Management Unit conducted enforcement in Wellington County and laid approximately 126 charges. Some highlights of the charges laid were as follows:

Good News from IMPACT

IMPACT was requested to attend the home of an individual due to a neighbor dispute. IMPACT arrived on scene and it was noted that this individual had struggles with addictions and had not been using services in some time. This provided a window for IMPACT to connect the individual with addictions supports, as the person felt ready to engage. During the live-call IMPACT were able to gain consent to make referrals to services and connect this individual with supports, along with a family doctor, which was key to supporting their recovery.

07Aug19 This investigation concerned a B&E case in Wellington County where firearms were stolen; intelligence gleaned coupled with a Crime Stoppers tip was used to assist Major Crime Unit, Street Crime Unit, and platoon members. Excellent communication, teamwork and investigative skills culminated in this multi- jurisdictional investigation seizing 55 firearms, and a quantity of narcotics. Two suspects were arrested and charged with various Canadian Code offences.

Three judicial authorizations were obtained during the course of this investigation. Guelph Police Service (GPS) Tactics and Rescue Unit and Canine Unit assisted during execution of one of the search warrants.

The Inspector Lawson sent a letter to Chief Cobey recognizing the GPS Officers who assisted in the arrest: PC Jeremy Mitchell, PC Andrew McLachlan, PC Dave Anderson, PC Shawn Dumbreck, PC Steve Campbell, PC Bryan McKean, PC Ken Dunn and PC Greg McArthur.

09-11Aug19 PC H. MILLSON The Fergus Scottish Festival & Highland Games is an annual event held that has been running in excess of 70 years with tremendous success. This event ran on the weekend of August 9th to 11th, 2019. This festival draws in excess of 20,000 participants and spectators from all across Canada & the United States, who come to experience this cultural event.

Provincial Constable H. MILLSON was the on-site Ontario Provincial Police (OPP) liaison officer for the festival, who also prepared the operational plan for the event.

Todd GOTTSCHALK was the security coordinator for the Fergus Scottish Festival & Highland Games and made the following comment regarding PC MILLSON.

"Heidi was amazing from start to finish and was extremely easy to work with. I felt she went above beyond what was expected of her to make sure this event when off without a problem. I appreciated her thoroughness, professionalism and attention to detail from the initial planning stages right up to the conclusion of the event. A real pleasure to work with."

16Aug19 PC R. CARSON On Friday August 16th, 2019, Provincial Constable Ryan CARSON responded to a call at an Autisms facility. An employee was trapped, unable to escape, while a twenty year old male was destroying the common area at the facility. The male, with autism spectrum disorder, was able to understand only Spanish.

When PC CARSON arrived he quickly assessed the situation and located an "app" on his phone that translated English type into Spanish audio. By communicating what he wanted to say through the app, PC CARSON calmed the male and kept him relaxed.

PC CARSON remained in-control of the situation until the male's family arrived to transport him to the hospital.

20Aug19 PC M. TUTIN During the evening of Tuesday August 20th, 2019, Provincial PC M. SMITH Constable Melissa TUTIN, Provincial Constable Matt SMITH and PC C. JANSSENS Provincial Constable Corey JANSSENS were called to assist the Guelph-Wellington Paramedic Service (GWPS) at a residence.

Paramedics responded to a call and were surprised to learn that the victim was a long time co-worker. The victim had struggled with PTSD and was overdosing on illicit drugs.

The paramedics wrote the following about the attending OPP officers,

“We both hadn't seen our colleague in a few years and didn't recognize him at first. Your officer’s Melissa Tutin, Matt Smith and Corey Janssens attended the call with us. They could tell we were doing our best to stay the course and not be overly emotional in front of our former co-worker in his state. They asked how they could help after we informed them of who he was and they immediately took up assisting us further in tending to him and offering aid in extricating him from the home. They made this call much easier to manage. They followed up with hugs, words of compassion and offering us coffee and an ear to listen after following us to Groves Hospital. We were very thankful for the support and help they gave us. We would like to extend our deepest thanks and pass it along to yourself to share with those three amazing officers.”

Salute 2 Service The University of Guelph and the Alumni Association held a Salute 2 Service for first responders at the opening home game of the Guelph Griffons Football team. First responders form multiple services attended and were thanked by fans in attendance.
