    A guide and list to a collection of Historic Railway Documents www.railarchive.org.uk to e mail click here December 2017 1 Since July 1971, this private collection of printed railway documents from pre grouping and pre nationalisation railway companies based in the UK; has sought to expand it‟s collection with the aim of obtaining a printed sample from each independent railway company which operated (or obtained it‟s act of parliament and started construction). There were over 1,500 such companies and to date the Rail Archive has sourced samples from over 800 of these companies. Early in 2001 the collection needed to be assessed for insurance purposes to identify a suitable premium. The premium cost was significant enough to warrant a more secure and sustainable future for the collection. In 2002 The Rail Archive was set up with the following objectives: secure an on-going future for the collection in a public institution reduce the insurance premium continue to add to the collection add a private collection of railway photographs from 1970‟s onwards provide a public access facility promote the collection ensure that the collection remains together in perpetuity where practical ensure that sufficient finances were in place to achieve to above objectives The archive is now retained by The Bodleian Library in Oxford to deliver the above objectives. This guide which gives details of paperwork in the collection and a list of railway companies from which material is wanted. The aim is to collect an item of printed paperwork from each UK railway company ever opened.

This is unusual as it was built with a metal plaque on the road side of the memorial. That is still there but at a much later date a slate plaque was added on the churchyard side. This is now the side which is used, the metal plaque is neglected, due to road safety reasons. He presented an interesting insight into his early days and identified just five others who had lived all their lives in the village, from about the same time. This talk stimulated discussion into the fact that the history of the village had never been recorded. So from it a Papcastle Local History Group was formed with the intention of recovering as much as possible and with the expectation of publishing at least a small volume. By the autumn of 2008, it was clear that a major decision was needed - whether to publish what had been discovered so far or to hold off for some distant date when many more months, or possibly years of painstaking research might have been done. That would require regular trips to the Records Offices and not inconsiderable expense. This book is therefore a first edition, and one day may be superseded by a superior fresh and much extended edition.

As with last year’s tour we have planned a circular journey but with options for timings to suit individual preferences for the amount of time spent at Whitehaven and Carlisle. Whilst most people will be coming from Manchester, the notes are based around the circular route: Lancaster-Barrow-Whitehaven-Carlisle-WCML-Lancaster. Before describing today’s route, the Notes start with a brief introduction to the alternative proposals for the rail line from Preston and Carlisle that eventually resulted in the West Coast Main Line we are familiar with today. Timings allow for a lunch break in Whitehaven. Alternatively, one can stay on the train taken from Barrow to its destination in Carlisle. This gives flexibility to adapt the tour to personal preferences. Principal timetable options are shown below. Introduction Background 1.1 The National Planning Policy Framework (NPPF) requires local planning authorities to assess the quality and capacity of infrastructure for transport, water supply, wastewater and its treatment, energy (including heat), telecommunications, utilities, waste, health, social care, education, flood risk and coastal change management, and its ability to meet forecast demands. 1.2 With specific reference to infrastructure, the NPPF states that in producing local plans, local planning authorities should develop policies that: • Identify priority areas for economic regeneration, infrastructure provision and environmental enhancement • Create, protect, enhance and manage networks of biodiversity and green infrastructure • Address potential barriers to investment including any lack of infrastructure • Develop strategies for the provision of viable infrastructure necessary to support sustainable development 1.3 The NPPF states that in order for local plans to be found sound they must demonstrate that they are deliverable across the period over which they will run. This includes making it clear what infrastructure is needed, its criticality and when it is likely to be provided. Policy Context 1.4 The NPPF states that Local Plans should be supported by evidence of what physical, social and green infrastructure is needed to enable the amount of development proposed for the area over the plan period. The process should identity infrastructure needs and where possible, phasing, costs, funding sources and responsibilities for delivery. 1.5 Guidance from the Planning Inspectorate suggests that it should be clear what new infrastructure is required to enable the delivery of the plan and who is going to fund and provide it.
