HAMIL MOHD RIZAL MOHD YAAKOB MOHAMAD RODZI ABD RAZAK ABSTRAK Artikel ini bertujuan meneliti aliran ideologi nasionalisme Melayu dalam budaya politik sejak tahun 1920-an sehingga tercetusnya krisis dalam UMNO pada tahun 1987. Fokus penelitian tertumpu kepada tiga tahap utama. Tahap pertama meneliti kemunculan nasionalisme Melayu sebelum tahun 1946 yang dipelopori oleh Ibrahim Yaakob, Ahmad Boestaman dan Dr. Burhanuddin Al-Helmi sehingga penubuhan United Malay National Organization (UMNO) yang dipelopori oleh Dato’Onn Jaafar. Tahap kedua memberi tumpuan kepada perkembangan dalam UMNO khususnya usaha menentang Malayan Union dan perjuangan menuntut kemerdekaan. Tahap ketiga pula membincangkan konflik yang berlaku dalam ideologi nasionalisme UMNO sehingga ia diharamkan serta implikasinya terhadap budaya politik Melayu. Sepanjang tempoh tersebut, pengaruh nasionalisme Melayu sememangnya telah mewarnai corak budaya politik Melayu. Berasaskan kepada perkembangan tersebut artikel ini merumuskan bahawa nasionalisme Melayu masih sesuai diadaptasikan dalam budaya politik Melayu khususnya dalam perjuangan UMNO. Kata Kunci: Nasionalisme, Nasionalisme Melayu, Melayu, Budaya Politik, UMNO 193 ABSTRACT This article aims to examine the ideological trend of Malay nationalism in the political culture since the 1920’s until the 1987 UMNO crisis. Discussion focused on three main levels. The first stage examines the emergence of Malay nationalism before 1946, led by Ibrahim Yaakob, Ahmad Boestaman and Dr. Burhanuddin Al-Helmi until the establishment of the United Malay National Organization (UMNO), which was initiated by Dato’ Onn Jaafar. The second stage focuses on developments within the party, especially the fight against the Malayan Union and the struggle for independence. The third stage focuses on the conflict within UMNO and its implications on Malay political culture. During this period, the influence of Malay nationalism certainly had influenced the pattern of Malay political culture. This article concluded that Malay nationalism is suitably adapted in Malay political culture, especially in UMNO. Keywords: Nationalism, Malay Nationalism, Malay, Cultural Politics, UMNO Pengenalan Sebelum kedatangan kolonial, bentuk politik di Tanah Melayu adalah bersifat tradisionalisme dan bercirikan feudal. Orang Melayu beranggapan bahawa Sultan merupakan pemimpin mereka yang unggul. Mereka percaya bahawa Sultan berusaha untuk menegakkan keadilan dengan bersandarkan kedudukan baginda yang dianggap sebagai wakil Allah yang diharapkan untuk menjaga kebajikan, kehormatan dan keselamatan rakyatnya1. Kedatangan kolonial 1 Mohd Koharuddin Mohd Balawi (2001) melihat, budaya politik Melayu dan ideologi politik berasaskan teks-teks Melayu. Dalam kajiannya beliau melihat peranan pemerintah iaitu Raja/Sultan dalam pemerintahan di Tanah Melayu. Beliau membicarakan tentang kontrak sosial antara Sultan dan rakyat berasaskan kepada teks-teks dan hikayat Melayu lama. 194 ke Tanah Melayu mewujud beberapa ideologi politik yang mula menghakis sistem beraja di Tanah Melayu. Antara ideologi yang wujud ialah nasionalisme, komunisme dan sosialisme. Dengan munculnya beberapa ideologi ini maka satu anjakan baru dalam sistem dan budaya politik Melayu mula berkembang. Ideologi-ideologi ini meresapi jiwa orang Melayu ketika itu lebih-lebih lagi ketika usaha-usaha untuk mendapatkan kemerdekaan daripada British. Ia dipelopori oleh mereka yang mendapat pendidikan dari berbagai aliran pendidikan. Pendidikan Melayu misalnya yang dipelopori oleh Ibrahim Yaakob dari Maktab Perguruan Sultan Idris (MPSI). Mereka yang mendapat pendidikan dari Timur Tengah pula seperti Dr. Burhanuddin al-Helmy dan juga daripada pendidikan Inggeris seperti Dato’ Onn, Tunku Abdul Rahman dan Tun Abdul Razak Hussein. Penulisan ini akan cuba menelusuri kembali perjuangan nasionalisme dalam budaya politik Melayu daripada kemunculan Kesatuan Melayu Muda (KMM), penubuhan United Malays National Organization (UMNO), perkembangan nasionalisme Melayu dari 1940-an hinggalah era reformasi tahun 1990-an. Ia akan dibahagikan kepada tiga peringkat perkembangan iaitu awal nasionalisme Melayu sebelum tahun 1946, nasionalisme Melayu 1946 hingga era merdeka dan tahap ketiga ketika berlakunya krisis kepimpinan UMNO 1987. Konsep Melayu Menurut Abdul Rahman Embong (2000), terdapat tiga pendekatan konsep Melayu. Pertama konsep Melayu yang menggunakan kesamaan bahasa dan budaya seperti yang terkandung dalam Ensiklopedia Sejarah dan Kebudayaan Melayu. Menurut beliau, Melayu secara fizikalnya berkulit ciku masak (sawo matang) yang terdiri daripada pelbagai suku bangsa yang mendiami alam Melayu yang juga dikenali sebagai nusantara. Dari segi linguistiknya, Melayu bertutur dalam bahasa asasnya iaitu bahasa Melayu-Polinesia. Melayu 195 dipecahkan kepada ratusan suku bangsa dan etnik yang mempunyai perbezaan lokasi, dialek dan cara hidup. Kini, Melayu menjadi sebahagian besar penduduk Malaysia, Brunei, Indonesia dan Filipina manakala di Singapura, Selatan Thailand, Vietnam, Myanmar, Sri Lanka, dan Afrika Selatan Melayu menjadi kumpulan populasi yang minoriti (Abdul Rahman 2000). Pendekatan kedua yang menerangkan konsep Melayu ini ialah berasaskan kepada penggunaan nama Melayu itu sendiri. Menurut Sejarah Melayu dan Hikayat Hang Tuah nama Melayu dikatakan berasal dari nama Sungai Melayu di Bukit Siguntang yang terletak di Palembang Sumantera. Untuk tarifan pendekatan ini Melayu tidak termaksud mereka daripada etnik Jawa, Banjar, Acheh dan kelompok- kelompok yang sama dengan budayanya. Pendekatan ini bermaksud Melayu adalah etnik yang terdapat di Palembang sahaja. Pemahaman tentang Melayu ini bersesuaian dengan pengertian etnik Melayu di Indonesia yang tidak merangkumkan berbagai-bagai etnik di Indonesia sebagai ‘bangsa Melayu’ tetapi Melayu itu hanya satu suku etnik yang kecil. Pengertian ini berbeza dengan Melayu di Malaysia yang merangkumi berbagai suku seperti Jawa, Bugis, Banjar, Minang, Rawa dan Mandaling sebagai ‘bangsa Melayu”. Manakala pendekatan ketiga pula dalam mentakrifkan konsep Melayu ialah berdasarkan kepada Perlembagaan Persekutuan Malaysia iaitu Fasal 160 yang mentarifkan Melayu adalah seseorang yang beragama Islam, lazim bercakap bahasa Melayu, menurut adat istiadat Melayu dan i) lahir sebelum Hari Merdeka, di Persekutuan atau di Singapura atau ibu atau bapanya telah lahir di Persekutuan atau Singapura, atau pada hari Merdeka itu, ia adalah berdomisil di Persekutuan atau di Singapura ; atau ii) ia adalah keterunan seseorang tersebut (Perlembagaan Persekutuan 2003, Syed Husin 1979). Menurut Syed Husin (1979), pengertian Melayu dapat dilihat melalui dua sudut iaitu sudut sosiobudaya dan juga perlembagaan. Dari sudut sosiobudaya orang Melayu bukan sahaja terdapat di 196 Semenanjung tetapi juga di tempat lain seperti kepulauan Filipina dan Indonesia yang disebut Nusantara. Walaupun bertutur dalam dialek dan loghat yang berbeza serta berbeza agama, para sarjana beranggapan mereka ini daripada rumpun yang sama. Ini dapat dibuktikan dengan seorang tokoh nasionalis Filipina Jose Rizal dengan ungkapan ‘the pride of the Malay race’ walaupun beliau tidak beragama Islam (Wan Hashim, 1996). Ikatan rumpun Melayu ini dipisahkan oleh penjajah barat di rantau ini, misalnya British di Malaya dan Brunei, Belanda di Indonesia dan Sepanyol di Filipina. Oleh itu, kewujudan Melayu adalah berasaskan negara, iaitu Melayu Malaysia, Melayu Indonesia dan Melayu Brunei (Syed Husin Ali 1979,10). Konsep Nasionalisme Dan Budaya Politik Konsep nasionalisme dikatakan telah wujud pada abad ke-12 lagi namun, ideologi ini hanya muncul sebagai ideologi politik yang berpengaruh pada abad ke-19 apabila beberapa negara jajahan mula menuntut kemerdekaan daripada penjajah. Sarjana pemikiran politik barat beranggapan bahawa tahun 1648 adalah titik tolak kepada kehadiran nasionalisme sebagai sebuah ideologi politik. Ini dapat dibuktikan pada tahun tersebut satu perjanjian yang membawa pengakhiran peperangan 30 tahun di Eropah yang telah membawa impikasi kepada kelahiran konsep negara bangsa. Perjanjian tersebut ialah Perjanjian Westphalia, di mana perjanjian ini tidak menjejaskan hak-hak sebuah negara bangsa, dan kedaulatan nasional (Baradat, 1984). Menurut Syed Husin Ali, sekurang-kurangnya terdapat dua jenis nasionalisme iaitu pertama nasionalisme yang umumnya terdapat di negara Eropah dalam abad ke-19. Manakala yang keduanya ialah nasionalisme yang terdapat di negara-negara Asia dan Afrika yang pernah dijajah dalam abad ke-20 (Syed Husin Ali, 1983 : 3) Nasionalisme di Eropah melibatkan fahaman dan gerakan nasionalis untuk membina dan menstabilkan kedudukan negara berdasarkan 197 aspek agama, bangsa dan bahasa yang sudah lama wujud di kalangan masyarakat terbabit. Manakala nasionalisme di Asia dan Afrika pula kebanyakannya berpunca daripada usaha menuntut kemerdekaan daripada penjajah. Kemudiannya membentuk satu negara baru yang berasaskan kewarganegaraan sama bagi anggota masyarakat dalam bidang politik dan sosio-budaya. Nasionalisme secara umumnya bermaksud satu fahaman atau semangat kebangsaan. Ia digunakan untuk menjelaskan sikap dan pendekatan yang berkaitan dengan perjuangan menentang kolonial serta pembelaan terhadap bangsa atau negara. Menurut Hans Kohn seorang sarjana dari Jerman, nasionalisme ialah satu gerakan yang mencerminkan “a state of mind, in which

The Japanese Occupation worsened the already strained relations between the Malays and the Chinese. This dissatisfaction was reflected by the number of racial clashes that occurred after the Japanese army surrendered. One of the main factors for the source of the conflict after the end of the war, it appears, was the challenge to the position of Islam in the country. The Malay community lost their trust in the Chinese after the Three-Star anny interfered with religious ceremonies in mosques and suraus. The Malay community winch was synonymous with Islam, used religion as a vehicle to protect the interests of the community. As a result of tortures and killings by the Three-Star army, a religious- based movement, emerged among the Malays to preserve the sanctity of the religion and to protect the interests of the Malays. This article shows that Islam inspired the rise of nationalism among the Malays based on Islam not only to protect the religion but ultimately to free the country. From the outset of its establishment, PAS holds to the ideals that political and governing power, hence an Islamic State, is indeed an important means in executing a complete law of Allah. Without political power, PAS believes, not only an establishment of an Islamic State is impossible, but the execution of the laws of Allah that binds the complete Islamic way of life would also be unachievable.     06 OCT 1996 S46-Events THE RISE AND FALL OF S46 By: Ali Mamat KOTA BAHARU, Oct 6 (Bernama) -- Parti Melayu Semangat 46 occupied a place in Malaysian politics for eight colourful years, going through many ups and downs. At the onset of its formation, the Umno splinter party's performance was most encouraging, especially in Malay-majority states. However, the 1995 general election results showed that the party was not only further from achieving the objective of its struggles, but support from Malays who were once strongly backing the party was also eroding as an increasing number of S46 members returned to Umno. Apart from that, S46's former allies began to distance themselves from the party, beginning with its partners in Gagasan Rakyat including the Democratic Action Party (DAP), Parti Bersatu Sabah (PBS) and Parti Rakyat Malaysia (PRM). And the latest to leave the party led by former Finance Minister Tengku Razaleigh Hamzah were its partners in Angkatan Perpaduan Ummah (APU) -- PAS, Berjasa and Hamim -- who had been in power in Kelantan since 1990. Under such circumstances, Tengku Razaleigh was left with no choice in his pursuit of his struggle but to dissolve S46 and take his followers to Umno en bloc. S46 held a special assembly today to obtain the mandate of at least two-thirds of its members before the party is dissolved. Following is a summary in chronological order of S46's formation and events surrounding the party including its cooperation with opposition parties, break up with PAS and holding of the Malay Unity rally last Thursday which was attended by Prime Minister Datuk Seri Dr Mahathir Mohamad.

Commentary ON THE 44th anniversary of the 13 May 1969 racial riots that gave birth to it, Malaysia’s ruling Barisan Nasional (BN) displayed signs of being in catharsis. Though it won the 13th general election on 5 May 2013 by securing the majority of parliamentary seats, BN lost the popular vote and failed to wrest back its two-thirds parliamentary majority in the face of a strong showing by the opposition Pakatan Rakyat (PR). "(Presiden PAS, Datuk) Fadzil Nor, untuk menjaga hati Nik Aziz, barangkali terpaksa membatalkan hasrat itu," katanya kepada pemberita selepas menerima borang permohonan menyertai Umno daripada 30 bekas anggota PAS di Kampung Pangkal Cuit di sini malam tadi. Tengku Razaleigh berkata PAS tidak boleh menafikan perkara itu kerana "rekod pakatan itu" masih dalam simpanannya. Angkatan Perpaduan Ummah merupakan satu pakatan tidak rasmi yang dibentuk bagi menentang BN pada pilihan raya umum 1990. Pada tahun itu, ia berjaya merampas pemerintahan negeri Kelantan daripada BN. Bagaimanapun, gabungan itu "terkubur" selepas Semangat 46 dibubarkan pada 1996. PAS kini membentuk pula pakatan dengan DAP, Parti Rakyat Malaysia dan Parti Keadilan Nasional untuk menghadapi pada pilihan raya umum akan datang. Tengku Razaleigh berkata beliau yakin gabungan itu tidak dapat menewaskan BN kerana ia tidak mendapat sokongan rakyat. PAS telah menjalinkan kerjasama politik sebanyak lima kali dengan pelbagai parti bermula pada tahun 1974–2016. Kajian ini bertujuan untuk mengkaji respons ahli PAS terhadap pilihan raya dan kerjasama politik yang disertai oleh PAS. Kajian ini menggunakan pendekatan kualitatif dan juga kuantitatif. Bagi pemerolehan data kualitatif, pengkaji menggunakan dokumen-dokumen rasmi PAS seperti teks-teks ucapan dasar dalam mesyuarat agung (muktamar) tahunan dan khas PAS, dokumen rasmi PAS dan manifesto PAS. Pengumpulan data kuantitatif pula adalah melalui survei menggunakan borang soal selidik yang dilaksanakan ketika perhimpunan Mesyuarat Agung (Muktamar) Tahunan PAS ke-63 (2017). Kajian ini melibatkan 253 responden yang terdiri daripada ahli PAS sahaja. Analisis data menunjukkan bahawa majoriti responden, iaitu lebih 90 peratus bersetuju PAS menyertai pilihan raya sebagai alat untuk mencapai tujuan, matlamat dan perlembagaan parti. Bagi kerjasama politik atau tahaluf siyasi pula majoriti responden, iaitu lebih 90 peratus merasakan ia sebagai satu keperluan untuk merealisasikan cita-cita Islam. Hasil kajian ini memberi gambaran umum dengan bukti empirikal bahawa respons ahli PAS terhadap pilihan raya dan juga kerjasama politik adalah seiring dengan ideologi perjuangan PAS.

Sultan Abu Bakar was responsible for foreign policy of his country, had a different series of visits and the establishment of diplomatic relations with countries in Europe and the Middle East. Looking at this policy was not surprising, that Johor was the first Malaysia state has its own written constitution in 1895. Position as a state which was in the process of implementing Islamic law can be seen when Johor have good relationship with the Turkish Ottoman Government. The biggest Turkish influence in the administration of Islamic law in the state of Johor was the implementation of Islamic civil law named Majalah Ahkam Johor. This Majalah has been taken from Majallah al-Ahkam al-`Adliyyah of Ottoman Government implemented in Turkey in the 19th century AD and its influence spread throughout a colony of Turkey at that time. This shows the Johor Government's relationship with the Government of Ottoman have gone so close, particularly when under the reign of Sultan Abu Bakar and generally before the existence of the Malacca Islamic government. Marital relations, trade, culture, arts, law and others to convince us that strong relationship between the two countries have gone a long time.

He fought to carry the State of Perak to the prince's nationalist side, helping to undercut support for Onn and secure his party's survival at its greatest hour of need. Bahaman supported the Tunku's bid for the presidency at the historic Umno general assembly of that year, and remained one of the Bapa Merdeka's most loyal political allies for the next 18 years. Umno has been formed five years previously to resist the Macmichael treaties and scotch the creation of the Malayan Union. After having achieved that, Bahaman believed it should then articulate the political aspirations of the Malay masses rather than remain as a largely elitist movement for the agitation towards independence. When Onn announced his intention of leaving Umno and forming the idealised, non-communalistic, Independence of Malaya Party (IMP), Bahaman told the Umno Seremban division a month earlier in July 1951: "The IMP is an association of the intelligentsia. But what about the masses, the ordinary people? "What is required is the real leadership of the people, not the intelligentsia." After a 53-minute valedictory speech, Onn relinquished the party presidency in what was hailed, ominously for Umno, as "a blaze of glory".
