B. Tropical Storm “ONDOY”

1. Affected Population  A total of 997,983 families / 4,929,382 persons were affected in 1,987 barangays, 172 municipalities , 16 cities of 26 provinces by Tropical Storm “Ondoy” in Regions I, II, III, IV-A, IV-B, V, VI, IX, XII, ARMM, CAR and NCR  The total number of evacuees still inside 252 evacuation centers is 16,173 families / 72,305 persons

2. Casualties  Casualty remains at 1,030 broken down as follows: 464 Dead, 529 Injured and 37 Missing

3. Damages  Estimated cost of damage to infrastructure and agriculture amounted to PhP 11.106 Billion ( PhP4.437 Billion – Infrastructure; PhP6.669 Billion – Agriculture).  A total of 1,382 school buildings were damaged: 1,134 elementary and 248 high school including instructional materials and school equipment amounting to PhP795.543 Million. A total of 239 day care centers were damaged in  A total of 203,477 hectares incurred losses of about 329.230 MT of crops (rice, corn, high value commercial crops), fishery products, livestock/poultry and facilities for irrigation, fishery and livestock/poultry production were damaged  The total number of damaged houses was 158,545 houses ( 27,809 totally / 130,736 partially )

II. HUMANITARIAN RESPONSES BY CLUSTER

Highlights  An Environmental Assessment was jointly conducted by UNEP/OCHA Environment Unit from October 8-20, 2009. Result of assessment revealed the following: o Hydro dynamic of Laguna Lake was the key issue of the flooding situation during TS “Ondoy” as water from Marikina River was partly diverted into Laguna Lake via Mangahan Floodway causing the water table in the bay to rise to a level of 13.9 meters compared to about 11.5 meters under normal circumstances o Flooding had a negative impact on the environment due to washed out of contaminants from various small-to medium-size industrial sites located in the affected areas o Majority of contaminants were carried by the floodwaters to Laguna Lake o Outbreak of diseases related to lack of safe drinking water supply became an issue

Recommendations o Draining of submerged areas in Metro Manila by ensuring operability of pump stations; provide additional capacity to pump stations; provide mobile pump capacity in areas not included in the dike system and inform the public specifically children not to use standing water for cleaning, drinking and recreational purposes o Drinking water - water quality must be monitored on a daily basis at the end-user in close coordination with WASH cluster, MMDA and

2 MWSS. When water samples from the network are contaminated, network must be sealed off to prevent the spread of contamination. Details of the assessment was published at the UNEP/OCHA website

A. Food and Non-Food items (NFIs)

 Extent of assistance provided by the National Government, LGUs, NGOs and other GOs has reached the amount of PhP352,8Million broken down as follows:: TS Ondoy - PhP200,051,555 (NDCC- PhP22,493,125); DSWD PhP81,874,555); DOH (PhP 58,512,733); LGUs (PhP 24,864,867); NGOs/GOs (PhP12,306,274) Typhoon Pepeng –PhP151,939,429 (NDCC - PhP21,170,000); DSWD- PhP 49,781,079); DOH – PhP12,154,969; LGUs- PhP 48,056,893; and NGOs/Other GOs (PhP 20,776,558)  NDCC Rice assistance for Pepeng – 23,200 sacks of rice were distributed to the LGUs in Regions I (9,500), II (2,400), III (2,300), IV-A (1,000), IV-B (1,000), V (3,000), CAR (3,100) and NCR (900)  NDCC Rice assistance for TS Ondoy – 24,750 sacks of rice were distributed to the LGUs in Regions III (4,550), IV-A (11,200); IV-B (1,000); X (200); and NCR (7,700)  DSWD provided PhP80.64 Million worth of relief goods in the form of food (rice, bread, canned goods, noodles, etc) and non-food items (mats, blankets, clothing, water jugs, etc)  World Vision provided food and non-food relief packs equivalent to two-weeks ration for more than 20,000 families in Marikina, , Cainta & Rizal Province; established six Child-Friendly Spaces providing psychosocial intervention and distributed school supplies for 4,000 children  The UN Food Cluster expanded the initial distribution of 4,000 MT of locally purchased rice to Regions I, II, V and CAR in addition to the initial plan to distribute same in Regions III and IV-A affected by TS “Ondoy”  PAGCOR distributed 11,144 relief packs in Pasig City, Laguna, Rizal, Pampanga, and Nueva Ecija  ICRC allocated USD 30,000 and 3,000 essential household kits to the PNRC to support its relief operations. Each kit contains kitchen sets, tarpaulins, blankets, jerry cans, plastic basins, buckets, mosquito nets, and hygienic items  OPLAN SAGIP BAYAN, Malacañang Palace was able to provide bottled water, canned goods and assorted relief supplies worth PhP 25,369,827.79 with 260,195 families benefited  NFA Rolling Store 17,356 kilos of rice to 3,479 customers to 85 areas amounting to PhP628,065.00

B. WASH, Health, Nutrition and Psychosocial Services  Health expenditures released for TS “Ondoy” and TY “Pepeng” amounted to PhP73,199,514.72 inclusive of emergency procurement and program stock mobilized from Central Office and donations received

1. Typhoon “Pepeng”

Health

 DOH deployed 35 teams with 310 personnel (5 medical with 21 personnel; 8 psychosocial with 105 personnel; 1 surveillance team with 2 personnel; 3 assessment team with 3 personnel; 8 public health with 55 personnel and 2 WASH teams with 4 personnel and the total sites visited were 44  CHDs I, II and CAR provided health services in terms of medical, psychosocial and water, sanitation and hygiene (WASH) - Medical (649 acute and ambulatory care)

3 - Psychosocial intervention (1,703 individuals given psychosocial interventions) - WASH (48 microbiological testing of water sources)  CHD III coordinated with all MRTs/DOH representatives on the continuous conduct of assessment and provision of medical/public health/nutrition and IEC on their respective areas of assignment especially those greatly affected by flood  CHD I conducted surveillance of diseases with outbreak potential in the evacuation centers such as diarrhea and influenza; and collection of rectal swab among those with diarrhea and throat swab for those with influenza like illnesses WASH  MWSS conducted water treatment to 170 barangays in Pangasinan and deployed mobile water treatment plant with 10 cubic meters static tank in the following areas in Pangasinan: - Dagupan City (2 equipment with 4,000 liter/hr) - Bayambang (2 equipment with 4,000 liter/hr and 750 liter/hr) - Rosales (1 equipment with 4,000 liter/hr) - Umingan (1 equipment with 4,000 liter/hr) and  Delivered containers in Dagupan City: 300 (5 gal) water filled containers; 10,000 (220 ml); cupped water and 1,000 (330 L) bottled water

2. Typhoon “Ondoy” Health  DOH deployed 549 teams sorties (296 medical , 58 psychosocial , 50 WASH , 4 nutrition, 84 public health , 22 assessment , 29 international/NGO and 6 disease surveillance); 2,943 personnel and visited 682 sites  DOH-HEMS through its local CHDs provided health services in terms of medical, psychosocial, public health, water sanitation and hygiene and nutrition services to 172,132 individuals (144,024 in NCR, 8,694 in Region III and 19,414 in Region IV-A)  Breakdown: Medical – 16,417 (acute and ambulatory care to 16,375 patients and referrals to hospitals 42) Psychosocial - 6,119 ( 6,113 individuals given intervention and 6 were referred to mental) Public Health -74, 776 ( 19,869 persons were given measles immunization and 54,907 children under 5 yrs old given vitamin A supplementation Water Sanitation and Hygiene 1,344 (207 Microbiological testing of water sources; 154 portalets still on site; and 973 toilet facilities inspected ) Nutrition –73,000 (63,098 children and pregnant patients undergone nutritional assessment and 10,000 pregnant and lactating patients undergone nutritional counselling and advocacy  CHDs IV-A and NCR intensified information dissemination especially on areas with cases of leptospirosis  CHD NCR’s cumulative admission and deaths of leptospirosis in 15 Hospitals in Metro Manila as of Nov 6, 2009 were 2,284 patients admitted and 177 died  CHD IVA conducted simultaneous orientation to all municipal and provincial health officers of respective provinces on Interim Guidelines on the Prevention of Leptospirosis through the use of prophylaxis in areas affected by flood  Since October 16 there were 288,194 persons given leptospirosis prophylaxis: (Doxycycline) : NCR (203,264) and Region IV-A (84,920)

4  There were 2,220,000 doxycycline capsules provided to CHDs/Agencies distributed as follows: Region I (300,000); Region III (100,000); NCR (900,000); IV-A (720,000); AFP (50,000); PNP (50,000); BFP (50,000); and PCG (50,000)  CHD III, NCR and IV-A reported that the top mortalities were drowning, Asphyxia 2nd , injuries, electrocution and heart attack due to panic while the top morbidities were acute respiratory tract infection (53.8%), skin infection/wounds (18.3%); acute gastroenteritis (14.5%); Influenza-like illness (5.8%) and severe acute respiratory illness (0.2%) pneumonia (0.1%)  WHO conducted communicable disease risk analysis and ordered 60 basic health kits, 4 logistical kits and 20 diarrhea kits and provided basic emergency health kits to DOH, Save the Children and Plan International  UNFPA provided pre natal services to 48 pregnant women; procured 5,000 bottles of ferrous sulphate for distribution to pregnant women and provided 1,228 kits in various areas in MM WASH  DOH-HEMS is continuously monitoring the water quality (sampling and testing), inspection of sanitation facilities in evacuation centers and providing hyposol (water disinfectant) in all evacuation centers and conducted 1 microbiological testing of water supply in Muntinlupa City  Medicines Sans Frontieres constructed latrines for evacuation centers in San Pedro, Laguna to provide additional sanitation facilities  PNRC has been conducting trainings on hygiene promotion and distributing hygiene items, drinking water and purification materials in Laguna and Rizal provinces  DSWD engaged partnership with Habitat for Humanity Foundation (HHPF) incorporated for the installation of communal toilets in the evacuation centers in the cities of Marikina, Quezon, Muntinlupa and Pasig  Maynilad has restored water supply to 99% of its customers in the West Zone (Manila; portions of San Andres and Sta. Ana; certain parts of Quezon City; certain parts of Makati City-west of the South Super Highway; cities of Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon; also included in the West Zone are Cavite City, towns of Bacoor, Imus, Kawit, Noveleta and Rosario, all in Cavite Province); and continue providing drinking water (in 330 ml bottles and 5 gallon containers) to affected customers in Marikina and Cainta  MWSS deployed eight (8) vacuum tankers in areas of Pasig and Cainta for siphoning floodwaters based on calls/reports received through the MWSS action center  WHO donated 10,100 pieces of jerry cans distributed to NCR (5,100) and Region IV-A (5,000); procured 12,500 hygiene kits , 15 midwifery kits and 2,000 clean delivery kits Nutrition  Developed protocols on infant feeding in emergencies; orientation of nutrition assessment team; and breastfeeding support group orientation among coordinators, peer counsellors and NGO partners Psychosocial  CHD CAR trained personnel on psychosocial processing

C. EDUCATION  Continuous training on the implementation of alternative delivery of modes for affected high school students

5  Distribution of school packs for children and teachers packs with recreational materials for elementary and secondary schools in NCR  Conduct of clean-up operations and repair works in affected schools  Distribution of early childhood learning packages for Day Care centers in Marikina and Pasig  Conduct of psychosocial sessions for school children  Distribution of megaphones and flashlights in schools used as evacuation centers  Establishment of child friendly spaces in Metro Manila and Rizal with a total of 4,000 children  For TS Ondoy, UNICEF procured 33,798 school packs for children; 1,500 teachers’ packs ; 60-100 book library sets with recreational materials for 40 elementary and secondary schools in NCR (Marikina City, Pasig City, Navotas City, Pateros, Paranaque City and Taguig City) and Region IV-A (Rizal and Laguna) ; early childhood learning packages for 115 day care centers in Marikina City and Pasig City.  Save the Children distributed 1,976 school kits in Muntinlupa City, and Caloocan City (NCR); Biñan and San Pedro, Laguna (Region IV-A) and Pangasinan  Plan International provided 8,684 school hygiene kits, 259 jerry cans; hyposols and school cleaning equipment to 13 schools in Tanay, Rizal; distributed megaphones and flashlights in schools used as evacuation center; conducted psychosocial sessions for school children, provided medicines in schools, and conducted assessment of schools and day care centers in Rizal (Pililia, Jala- Jala, Baras and Talim Island)  For Typhoon Pepeng, UNICEF procured 9,500 school packs , 1,500 teacher’s packs ; about 57 educational materials for schools and PLAN International distributed 2,000 school packs in Pangasinan

D. Agriculture  Joint FAO/DA team conducted rapid needs assessment from October 17 - 22, 2009 in the worst affected areas of Regions I, II and III as basis of the detailed agricultural assistance plan  DA started the distribution of agricultural assistance in CALABARZON Region. PhP3,934,970 worth of farm assistance which included 2,710 bags (13.55 metric tons) of certified palay seeds; 90 bags (4.5 metric tons) of OPV corn seeds; 40 kilos of assorted vegetables; and two (2) units of hand tractor

E . Camp Coordination/Camp Management  Established referral system and NGOs/Donors desk in evacuation centers  Deployed PNP personnel to provide security in the distribution of relief goods

F. Early Recovery  The Early Recovery Cluster Meeting was held on October 26, 2009 at UNFPA/UNDP Conference Room. Highlights discussed was the procedure for revising Philippine Flash Appeal and ER Cluster Engagement in the Post Disaster Needs Assessment (PDNA) Process .  Immediate provision of cash for work program among non-earners designed in such a way that it augments relief and life saving activities such as retrieval and disposal of flood debris  Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on the President’s directive  Housing and Urban Development Coordinating Council (HUDCC) conducted an inventory of relocation sites and noted that there was no much need for relocation of people in Pangasinan and La Union. HUDCC reported that there

6 are 223 houses in Tuba, Benguet that can be used for housing project. Department of Agriculture (DAR) has available lands for resettlement  PAG-IBIG allocated PhP 3 Billion for Calamity and housing repair loan  DOLE has undertaken project proposal evaluation for emergency employment of displaced workers and for more permanent long-term livelihood projects  Department of Agriculture ’s lot located at Marcos Highway was identified as the

relocation site for displaced families in Baguio City  DSWD implemented the following programs:

1. Cash/Food-for-Work (CFFW) projects, a short intervention to provide temporary employment to the affected families by participating in or undertaking early recovery such as cleaning of waste/debris in evacuation centers as well as in the affected communities ; dredging of canals/waterways and rehabilitation (repair of damaged community facilities) projects . Balik Probinsiya Program  Two hundred sixty nine (269) families were assessed by the NCR-Crisis Intervention Unit (NCR-CIU) and provided assistance amounting to PhP203,954.00  Continuous coordination with partners and concerned LGUs for the identification of affected families who opted to avail of the Balik-Probinsya Program 4. J. Logistics

1. Air Logistic Support  The PAF-AFP and UNHAS helicopter sorties of UN-WFP transported food and NFIs to Regions I, II and CAR particularly in the inaccessible areas in the islands of Calayan and Fuga, Aparri, Cagayan and Kibungan and Mankayan, Benguet  The PAF- AFP has delivered 580,570 lbs of various relief items with 381 sorties made, utilizing one (1) C-130, two (2) Fokker planes (F-27) and 16 helicopters  UN-WFP has delivered 516,068 lbs of relief goods (320 containers and 276.6 metric tons of food and non-food items; equipment, high energy biscuits and health kits) and 76,331 kilos of relief goods to include 515 passengers utilizing 20-footer transport trucks and 2 UN helicopters (76 sorties) to Abra, Apayao, Benguet and Mt. Province In CAR ; La Union, Ilocos Norte and Pangasinan in Region I ; and Isabela, and Cagayan in Region II
