EXECUTIVE SUMMARY Media Enabling Democracy, Inclusion and Accountability in Moldova (MEDIA-M) is a five-year activity (MEDIA-M or Activity hereafter) that aims to promote the development of an independent, professional media that gives citizens access to a variety of perspectives, and to create a media sector that is more resilient to political and financial pressures. By focusing on the supply of and demand for objective information, this Activity will strengthen the ability of independent media to fulfill its role as a watchdog over the government and serve as a space for citizens to engage in public policy dialogue. Moreover, the Activity’s focus on the legal enabling environment will reinforce existing protections for freedom of speech, facilitate better implementation of laws, and advocate for media sector regulation in accordance with international norms. MEDIA-M will focus on three programmatic and one crosscutting objective to be achieved with the Implementing Partners Independent Journalism Center (IJC) and Freedom House (FH): O1. Support independent media and production and dissemination of alternative content through grants and needs-based technical assistance O2. Build consumer understanding of and demand for independent, reliable, and high quality news and information through targeted media literacy activities O3. Improve the enabling legal and regulatory environment for independent media by strengthening the capacity of media support organizations O4. Nurture organizational capacity of local media institutions for transition to direct local award (Cross-cutting objective) 4 II. Objective 3 A Press Council needs assessment was conducted by FH and a comprehensive report, identifying outreach and advocacy goals as well as areas for improvement, was drafted by the FH expert Vytis Jurkonis (See Annex 7); FH issued sub-awards to the Association of Independent Press (API) and Lawyers for Human Rights (LHR) and provided in-house financial and M&E trainings to ensure effective project management; The high-level conference “Moldovan Media, Audiences and Pluralism” organized by Freedom House in partnership with the Parliament of Moldova was held on September 14, 2017 and attracted wide press coverage from a range of media platforms (Newsmaker.md, Radio Free Europe/Radio Liberty, TV Romania, Publika TV, Realitatea and Vedomosti) for involving a diverse and esteemed group of stakeholders to tackle the pressing issues of freedom of the press and information security; The Freedom of the Press Moldova report was published in September 2017; FH received 15 applications for the special Nations in Transit policy brief series titled “Moldova's Media at Crossroads 2017”; FH’s local project coordinator, Tatiana Puiu, became the co-head of the Parliamentary working group1 whose goal is to improve broadcast legislation in the Republic of Moldova. Objective 4 The activities under this objective will be launched in the next quarter. 1 The Working group was created by the Parliament at the initiative of the Speaker and with support from the Council of Europe. 5 III. BACKGROUND/CONTEXT On May 18, 2017 Internews launched the MEDIA-M project, Media Enabling Democracy, Inclusion and Accountability in Moldova, at an official kick-off event. The event served as a networking opportunity within the media community of Moldova, international organizations and non-profits. Participants found out more about the components of the project, its partners and team members. Since the spring of 2017, the Moldovan government has taken actions that sparked criticism from both civil society and international partners. For example, the last-minute changes proposed by the government in June 2017 to the law regulating non-governmental organizations (NGOs) would have limited external funding for these groups. The Ministry of Justice presented the proposed changes as promoting transparency for Moldovan NGOs receiving foreign funding, even as rigorous reporting requirements for these organizations are already in place, including financial reporting to local authorities. NGOs are concerned that the newly proposed changes would discourage, silence, and potentially eliminate independent civil society organizations that have a critical opinion of the government or challenge the authorities. These changes are still under discussion. A very important issue for Moldovan broadcast outlets is the Government’s recent decision to postpone the transition to digital television in Moldova from December 31, 2017 to March 1, 2020. The Government proposed to postpone it because of the lack of financial resources of regional broadcasters and no budget funding to secure set-top-boxes (special digital signal conversion devices for old- generation TVs) for vulnerable families. Among undeclared reasons for the postponement, experts argue, could be the upcoming parliamentary elections in 2018, under the new mixed electoral system where candidates will need local

  • Moldova Is Strongly Marked by Self-Censorship and Partisanship
For economic or political reasons, journalism in Moldova is strongly marked by self-censorship and partisanship. A significant part of the population, especially those living in the villages, does not have access to a variety of information sources due to poverty. Profitable media still represent an exception rather than the rule. MoldoVA 166 MEDIA SUSTAINABILITY INDEX 2009 INTRODUCTION OVERALL SCORE: 1.81 M Parliamentary elections will take place at the beginning of 2009, which made 2008 a pre-election year. Although the Republic of Moldova has not managed to fulfill all of the EU-Moldova Action Plan commitments (which expired in February 2008), especially those concerning the independence of both the oldo Pmass media and judiciary, the Communist government has been trying to begin negotiations over a new agreement with the EU. This final agreement should lead to the establishment of more advanced relations compared to the current status of being simply an EU neighbor. On the other hand, steps have been taken to establish closer relations with Russia, which sought to improve its global image in the wake of its war with Georgia by addressing the Transnistria issue. Moldovan V authorities hoped that new Russian president Dmitri Medvedev would exert pressure upon Transnistria’s separatist leaders to accept the settlement project proposed by Chişinău. If this would have occurred, A the future parliamentary elections would have taken place throughout the entire territory of Moldova, including Transnistria. But this did not happen: Russia suggested that Moldova reconsider the settlement plan proposed in 2003 by Moscow, which stipulated, among other things, continuing deployment of Russian troops in Moldova in spite of commitments to withdraw them made at the 1999 OSCE summit.

Diana Savina Supervisor: Per Jansson Examinator: Mikael Rundqvist Linköping University SE-581 83 Linköping 013-28 10 00, www.liu.se 1 Title: State subsidizing private media in Republic of Moldova – a potential way to correct media market failure and promote Quality of Government? Abstract: 2017 has been described as a decisive year for the Republic of Moldova. Following years of economic and political turmoil, it is more urgent than ever before that crucial reforms are not only adopted, but fully implemented – primarily within justice, media and banking sectors. Using a theory of impartial institutions and two central theories of state intervention into media markets, this counterfactual deductive thesis sets out to investigate arguments for and against a system of state subsidies to private media as a tool to increase Quality of Government in Moldova. Through analyses of qualitative interviews with six country experts within relevant fields as well as secondary data, the conclusion of this single case study is primarily confirming previous research indicating on the one hand, that a more social responsible role of the state within Eastern European media markets is a realistic future path, on the other hand it can hardly be expected soon. Further, the possibility of media to improve Quality of Government is perceived as low – even with sufficient financial resources – due to lack of other prerequisites such as accessibility, accountability and responsiveness; as well as low scores on crucial indicators such as corruption, law and order and quality of bureaucracy.

The Organized Crime and Corruption Reporting Project (OCCRP) broke the story of the Laundromat in 2014, but recently the reporters from OCCRP and Novaya Gazeta in Moscow obtained a wealth of bank records which they then opened to investigative reporters in 32 countries. Their combined research for the first time paints a fuller picture of how billions moved from Russia, into and through the 112 bank accounts that comprised the system in eastern Europe, then into banks around the world. Reporters can now say that much of the money ultimately found its way to Russian businessmen who own groups of companies involved in construction, engineering, information technology, and banking. All held hundreds of millions of US dollars in state contracts either with the government directly, or with state-owned entities. They are named in this project and their spending sprees on fancy autos, prep school fees, furs, and electronics are revealed.
