Our Ref: PINSM/D2700/429/3 Northallerton . - North Yorkshire DL7 SAC Date: .10 November 1994 Dear Sir YORK GREEN BELT LOCAL PLAN - LAND TO THE NORTH WEST OF EASTWICK VILLAGE Thank you for you letter of 12 october requesting clarification of an aspect of Inspector’s report into objections to the above Local Plan. The matter has been raised with the Inspector and we have now received his observations. The following answers on the points raised by your letter are based on comments received from the Inspector. The York Green Belt Local Plan included the whole of the existing village in the Green Belt, whereas the Southern Ryedale Local Plan excluded it. Both Plans excluded the area to the North of the Village at Fosslands Farm in order to allow new developemnt there. In essence the Inspectors recommendations to both Council’s were that both the existing village and the area of proposed new development should be omitted from the Green Belt. The Inspector also recommended that the boundaries shown in the Deposit Plans should be modified in respect of the area shown for new development. As far as the land to the north west of the existing village is concerned, there was an objection to the exclusion of the village as a whole from the Green Belt in the Southern Ryedale Local Plan, but not the exclusion of this specific site. The Inspectors recommendation in respect of the village as a whole was that the village should continue to be excluded from the Green Belt (Paragraph 529.4). As far as the Green Belt Local Plan is concerned, a Proposed Change was published (No 16) by the County Council to “insert Earswick within the Green Belt”. The Inspectors recommendation was that the Plan should be modified as set out in that Proposed Change. He was unaware that a plan accompanied the advertised Proposed Changes showing the precise boundaries referred to and differing from the boundaries shown in the Southern Ryedale Local Plan. He therefore expressed no opinion as to whether Llz~ idild in question should be included in the Green Belt or the village inset as he was unaware of any dispute relating to this point. As the Inspector indicated in the introductory letters to each Report, if the Green Belt is to continue to be shown in both Local Plans this must be done in a consistent manner. Under these circumstances, and bearing in mind the planning permission recently granted by Ryedale District Council, he recommends that the Modification to the Green Belt Local Plan should exclude from the Green Belt the area of the existing village as shown on the Deposit version of the Southern Ryedale Local Plan. We have structured our responses as follows: 1) Feedback on the consultation process and timing. 2) Relevant local context – a summary of key issues pertaining to Escrick Parish. 3) Comments on specific sites in / around Escrick Parish. 4) Responses to selected questions from the consultation. 1. Consultation process and timing We wish to raise concerns with the consultation process and timescales. The consultation period has fallen during a period of national lock-down where public meetings are not possible, and many of the normal activities that would stimulate interest through ‘word of mouth’ are suspended. We found that awareness of the consultation was low. Even where there was awareness of consultation, the understanding of the topics it dealt with and potential impacts of its conclusions were not well understood. We were told by SDC that every household would receive a letter advising of the consultation, but at the time of writing we are only aware of one Escrick resident receiving one, which was not received until early March and had no clear deadline on it. Having checked with Stillingfleet residents, they report the same. Other publicity has focused around online and other media, which will clearly have a demographic bias in their audience. By the time many residents found out about the consultation, the two public online events had already passed. Many residents reported difficulty navigating the consultation portal.

Failure to do so will, in the case of York, leave the city vulnerable to having applications decided in line with the NPPF rather than local determined policies. 2.2 The City of York Local Plan has been prepared over the last two years and has involved discussions with adjoining authorities on strategic issues. Local Government York and North Yorkshire has played a key role in this process and the publication draft of the Local Plan reflects those discussions. Further deails of this can be found in section 4 2.3 The Economic and future success of York is intrinsically linked to maintaining the city’s internationally recognised unique built and natural environment and meeting the housing and social needs of its residents.

INTRODUCTION 1.1 This report consists of the methods used to gather information to develop the Rufforth with Knapton Neighbourhood Plan and shows how the consultations informed the policy development, housing allocations and the Plan to final submission. - The questionnaire circulated to all households in the Parish which identified key issues for residents and canvassed their opinions on future potential developments. These findings informed the development of policies. - A consultation on the draft Housing Allocations conducted in August 2016. - A draft environmental assessment scoping document forwarded to the City of York Council (CYC) who advise that a full Strategic Environmental Assessment (SEA) was required. - A SEA commenced April 2017. A Scoping Document produced for consultation with statutory bodies in May 2017 with the SEA completed by end June 2017. - A Pre-Submission Consultation which took place between 7th July – 18th August 2017. 2. BACKGROUND 2.1 The Rufforth with Knapton Neighbourhood Plan process commenced in October 2014 when a public meeting was held in the Community Hall Rufforth, to discuss the City of York Draft Local Plan 2014.
