The matter has been raised with the Inspector and we have now received his observations. The following answers on the points raised by your letter are based on comments received from the Inspector. The York Green Belt Local Plan included the whole of the existing village in the Green Belt, whereas the Southern Ryedale Local Plan excluded it. Both Plans excluded the area to the North of the Village at Fosslands Farm in order to allow new developemnt there. In essence the Inspectors recommendations to both Council’s were that both the existing village and the area of proposed new development should be omitted from the Green Belt. The Inspector also recommended that the boundaries shown in the Deposit Plans should be modified in respect of the area shown for new development. As far as the land to the north west of the existing village is concerned, there was an objection to the exclusion of the village as a whole from the Green Belt in the Southern Ryedale Local Plan, but not the exclusion of this specific site. The Inspectors recommendation in respect of the village as a whole was that the village should continue to be excluded from the Green Belt (Paragraph 529.4). As far as the Green Belt Local Plan is concerned, a Proposed Change was published (No 16) by the County Council to “insert Earswick within the Green Belt”. The Inspectors recommendation was that the Plan should be modified as set out in that Proposed Change. He was unaware that a plan accompanied the advertised Proposed Changes showing the precise boundaries referred to and differing from the boundaries shown in the Southern Ryedale Local Plan. He therefore expressed no opinion as to whether Llz~ idild in question should be included in the Green Belt or the village inset as he was unaware of any dispute relating to this point. As the Inspector indicated in the introductory letters to each Report, if the Green Belt is to continue to be shown in both Local Plans this must be done in a consistent manner. Under these circumstances, and bearing in mind the planning permission recently granted by Ryedale District Council, he recommends that the Modification to the Green Belt Local Plan should exclude from the Green Belt the area of the existing village as shown on the Deposit version of the Southern Ryedale Local Plan.
