One of the District’s goals is to increase the number of graduating seniors who are bilingual and biliterate. L.A. Unified offers dual language education programs that provide content and literacy instruction in English and another program language: Spanish, Korean, Mandarin, French, Arabic, or Armenian. As students continue to participate in these programs from Kindergarten to 12th grade, they reach advanced levels of academic and language proficiency in both languages and gain sociocultural understanding and competence. In addition, students in these programs have an opportunity to earn the LAUSD Biliteracy Award in 5th, 8th grades, as well as the LAUSD and CA Seal of Biliteracy in 12th grade.

LAUSD DUAL LANGUAGE EDUCATION PROGRAMS | 6 Building a Dual Language Immersion Pilot in Early Education

The Early Childhood Education Division, Division of Instruction and the Multilingual and Multicultural Education Department have been implementing a 50/50 Dual Language program at eight sites in 10 classrooms throughout the district, under the guidance of the Sobrato Early Academic Language (SEAL) model. Participating teachers are trained in three foundational principles: (1) Establish a strong foundation for DLLs while preventing long term English Learners, (2) Create a 21st century vision of learning based on the Preschool Learning Foundations, and (3) Provide high quality programs through research-based teaching practices. Each of these principles are built in conjunction with growth in academic language, positive learning environments and development of the whole-child.

L. A. Unified offers three programs that fall under the dual language education umbrella. These programs teach literacy and content in two languages. Instruction in the target language is sustained for a minimum of 50% of the day to meet the program goals. The main difference lies in the student population for which the program is designed to serve: English speakers, English learners who are speakers of the target language, or both. The 2018 Master Plan for English Learners and Standard English Learners delineates the new terminology for these programs.

LAUSD DUAL LANGUAGE EDUCATION PROGRAMS | 8 How are Languages Distributed During the Instructional Day?

Currently, in L. A. Unified, there are three dual language education elementary instructional models: 90/10, 70/30 and 50/50. The first number represents the percentage of instruction in the target language (that number is never lower than 50 in all dual language education programs) while the second number represents percentage of instruction in English.

The 50/50 model starts at 50/50 in Kinder and remains 50/50 K-5/6 minimum. The 90/10 and 70/30 models begin with more time allotted to the target language in Kinder. These two models then gradually decrease INSTRUCTIONAL MODELS in the percentage of instruction in the target language and increase in English at subsequent grade levels until 50/50 is reached at the mid/upper elementary grades. The goal is to keep the 50/50 ratio once it is reached.

Note: The Transitional Bilingual Education program will phase out by the end of 2018-2019, per the 2018 Master Plan for English Learners and Standard English Learners.

In L.A. Unified Secondary dual language programs, languages are distributed by content area. To keep close to the 50/50 elementary instructional model, a minimum of two courses (ideally 3) in a 6-period day are offered in target language during the instructional day at each grade level.

What is the Pathway to Biliteracy Award? LAUSD recognizes elementary and middle school students in grades 5/6 and grade 8, who demonstrate excellence in English and another language through the Biliteracy Pathway Awards. Students in Dual Language Education Programs have more of an opportunity to obtain the biliteracy awards because of their high levels of proficiency in English and the target language achieved through their coursework.
