CALL TO ORDER The regular session of the 2014-2018 Council of the Township of Norwich was held in the Council Chambers, Norwich, Ontario commencing at 7:08 p.m. with Mayor Martin in the Chair. 2. APPROVAL OF AGENDA Resolution #1 Moved by Lynne DePlancke, seconded by Jim Palmer; That the Agenda be accepted as presented. Carried 3. DISCLOSURE OF PECUNIARY INTEREST No disclosures were reported. 4. MINUTES OF PREVIOUS MEETING 4.1 March 9, 2017 – Operating Budget 4.2 March 14, 2017 Resolution #2 Moved by Jim Palmer, seconded by Lynne DePlancke; That the following Minutes of the Township of Norwich Council be adopted as printed and circulated: March 28, 2017 Page 4 of 122 Council Minutes – March 28, 2017 Page 2 of 6 March 9, 2017 - Budget March 14, 2017 Carried 5. PUBLIC MEETINGS 5.1 The Municipal Act 5.1.1 Close and Convey Parts of a Road Allowance Re: Temperence Street, Springford Report CAO 2017-06 Mr. Kruger advised that this request is for an unopened road allowance on the southerly side of Springford. The owner has agreed to the costs, public notice provided to abutting property owners and in newspaper. Mr. Kruger stated that no inquiries or concerns have been received to date. This is the public opportunity to comment. There was no-one in attendance that wished to speak in support of or against the proposal. Resolution #3 Moved by Lynne DePlancke, seconded by Jim Palmer; That Report CAO 2017-06, be received as information, And That the unopened road allowance identified as Part of Temperance Street on Registered Plan 32, Village of Springford and designated as Part 2 on Plan 41R-9446 be declared surplus to the needs of the Township. And That draft By-law No. 20-2017, being a By-law to stop up, close and convey part of the unopened road allowance known as Temperance Street on Registered Plan No. 32, Village of Springford, be approved. Carried 5.2 The Drainage Act None 5.3 The Planning Act None 6. DEPUTATIONS 6.1 Laura Barker, BIA Re: 2017 BIA Budget March 28, 2017 Page 5 of 122 Council Minutes – March 28, 2017 Page 3 of 6 Ms. Barker provided an overview of the Board’s activities, including: working with the Legion, Optimists and Jr. C’s to increase Nostalgia Day activities and attempting to attract tourism that travels through to Norfolk. Resolution #4 Moved by Jim Palmer, seconded by Wayne Buchanan; That the Deputation by Laura Barker, Re: Norwich B.I.A. 2017 Budget be received as information; and further that the budget be accepted as presented. Carried 10.9.2 Medical Centre - Physician Agreements Report CAO 2017-07 Mr. Kruger advised that two of the physicians had agreed to the terms contained in their agreements. Dr. Wendling requested another change Friday evening, so the Agenda was updated Monday to reflect that change. He further advised that shortly before the meeting, Dr. Jeffries lawyer advised she wishes several revisions, so this agreement should be back before Council at their next meeting. Resolution #8 Moved by Lynne DePlancke, seconded by Wayne Buchanan; That Report CAO 2017-07, Medical Centre - Physician Agreements, be received as information; And That draft By-law No. 22-2017, to authorize execution of an agreement with Dr. Lisa Wendling be approved. General Information: Until at least July 1, 2020, the Middlesex Division of the Probate and Family Court will be open to conduct emergency and non-emergency court business, and to adjudicate emergency and non- emergency matters identified herein. But courthouses will continue to be closed to the general public and all business will be conducted virtually (i.e., by telephone, videoconference, email, or comparable means, or through the electronic filing system), except as provided in the next paragraph. Where court personnel are physically present in a courtroom for the purpose of conducting a virtual hearing, no one other than court personnel may be physically present in the courtroom without the approval of the judge conducting the hearing. In-person proceedings will be conducted only where entry to a courthouse is required to address emergency matters that cannot be resolved virtually because it is not practicable or would be inconsistent with the protection of constitutional rights. Each Registry shall conduct emergency and non-emergency court business, including accepting the filing of pleadings and other documents, scheduling and facilitating hearings, issuing orders, and answering questions from attorneys, litigants, and the general public. All business will be conducted virtually unless, in an emergency matter, the filing of pleadings and other documents cannot be accomplished virtually.
