ounty Judge Veronica Escobar is a native El CPasoan who has contributed to the betterment of the community her entire adult life. She has been a strong advocate for expanding access to a ord- able health care for El Pasoans through her sup- port of the El Paso County Hospital District as well as El Paso Children’s Hospital. Judge Escobar has also focused on modernizing county government through signicant internal reforms to the organi- -6/&4"7*&3/&4 zation that make it more ecient and responsive to constituents. She has also been active in address- :1. ing issues important to Border communities and has written about border policy for the New York Times. Judge Escobar is serving her second term as El Paso County Judge having previously served one term as County Commissioner for Precinct 2.

uisa D. Davis is an El Paso native and a graduate Oof the University of Texas at El Paso. A graduate of the University of Denver College of Law (Strum), she has been Licensed to practice law in the State of Texas since 1991. In 1993 she joined the County Ator- ney’s oce and in that capacity worked with victims of domestic violence, the mentally ill, abused elders, and disabled community members. She has vast ex- perience in nonprot management and human rights litigation. She is considered by some to be an expert in human rights advocacy and litigation, with a back- ground in family support and civil rights. Dr. Irma Victoria Montelongo Professor Chicano/a Studies, UTEP

r. Irma Victoria Montelongo received her MA Dand Ph.D. in Borderlands History from the Unversity of Texas at El Paso. Her elds of study include Gender and Sexuality, Latin American History, U.S. History with a sub-eld in Immigration Studies, and Borderlands History with a sub-eld in Race and Ethnic Studies. Her research and teaching interests focus on race, class, gender, sexuality, and criminology on the U.S.-Mexico border. Dr. Mon- telongo is a former fellow at the Center for Collab- orative Online International Learning at the State University of New York Global Center and serves as the Online Program Coordinator for the Chicana/o Studies Program at UTEP.
