    Have your say on the transformation of Oxford Street Response by New West End Company Executive Summary Stage One – Oxford Street West (Oxford Circus to Orchard Street transition scheme) 1. New West End Company and our 600 members supports the Mayor’s proposals for the transformation of the Oxford Street district and his preferred option for the first stage, i.e. traffic free east-west, but with north-south routes remaining open. This reflects our recommendation in our response to the first phase of consultation. In particular, we believe that: ▪ The Transformation should be of the entire length of Oxford Street, from Tottenham Court Road to Marble Arch; ▪ The traffic free areas should be closed for just 12 hours from 10.00 to 22.00 to allow for servicing; ▪ The integrity of Oxford Circus, in its design and symmetry, should be maintained with public realm work undertaken on the western side matched on the eastern side in stage one; ▪ Closure of west Oxford Street to traffic should provide an opportunity to reduce traffic and increase pedestrian space on Regent Street; ▪ A well-resourced, robust and strongly enforced management plan should be in place in time for the completion of stage one. 2. The consultation seeks views on closing Oxford Street to traffic for 24 hours or 12 hours (from 10.00 to 22.00). New West End Company's preferred option is for a time closure i.e. 12 hours, allowing deliveries to take place in the remaining 12 hours. 3. We understand the concerns of Transport for London (TfL) and Westminster City Council (WCC) about the impact the 12-hour option could have, both on the design of the pedestrianised area and security.

    Traffic impacts of the transformation of Oxford Street We have carried out detailed traffic modelling of the proposals for Oxford Street Transformation and the wider Oxford Street District. This allows us to predict what travel impact the proposed changes could have on road users and bus passengers for the busiest times of the day, with results presented for the morning (0800 to 0900) and evening (1700 to 1800) peak hours. Despite the sophistication of our traffic models, all traffic modelling is only ever indicative; it is intended to give an idea of where the impacts of changes in journey choice are most likely to be felt. It assumes that drivers have perfect knowledge of the network and will always choose the quickest route available. Our models aim to represent the busiest times of day predicting journey times during peak hours. We do acknowledge that Oxford Street is busier with private cars in the later evening however the surrounding network will be quieter during these periods. The afternoon traffic in the West End area stays at a peak level for many hours, from around noon and into the evening. The pattern of traffic displacement shown for the evening peak hour can therefore be expected to hold true for much of this time. The ONE model, which covers the whole of London within the M25 has been built to cover the average morning and evening peak hour across this vast area. The journey time and traffic flow impacts predicted may be mitigated by factors including motorists changing the timing of their trips away from peak times; using different modes such as public transport including the new Elizabeth Line, walking or cycling, and making journeys to alternative locations or not carrying out journeys at all.

    DRAFT CHAPTER 9 Wigmore Street Wigmore Street today is something of a racetrack, sucking up the traffic that might otherwise choke car-free Oxford Street, two streets to the south. It runs west to Portman Square, but only the eastern portion is dealt with here: on the south side up to No. 6, and on the north up to No. 92, at the boundaries of the former City of London’s Banqueting House Ground and Hope–Edwardes estate (see page ###). Also included are Easley’s Mews at the west end, Wigmore Place to the east, and the former Mill Hill Place to the south. Most of the north side belongs to the Howard de Walden Estate, as does the block immediately west of Cavendish Square on the south. Shown on John Prince’s plan (page ###) and named after the Harley family’s Herefordshire property Wigmore Castle, Wigmore Street was mostly built up between 1730 and 1760. Eighteenth-century remains are fragmentary and hidden, immured behind façades dating from the extensive rebuilding on the Portland–Howard de Walden estate carried out in 1880–1910. In execution, the layout was changed from Prince’s plan when Welbeck and Wimpole Streets were projected south to Henrietta Place. It was on the south side between these streets that Wigmore Street’s development began in 1729. ‘As the Market-house encouraged Building on the East end of the Estate, so did the Chapell at the West end,’ and by 1738 ‘considerable progress’ had been made.1 When work ground to a halt two years later the sites from modern-day No.
