En Analys Av Svenska Nyhetsberättelser Lunds Universitet STV 004 Statsvetenskapliga Institutionen VT 2005 Handledare: Bo Petersson ”Den svenske talibanen” - En analys av svenska nyhetsberättelser Johan Isaksson Abstract On December 20, 2001, the Swedish citizen Mehdi Ghezali was captured on the border between Afghanistan and Pakistan. Ghezali spent the following 930 days in U.S. captivity, without being charged with any crime. My aim in this essay is to analyze how Ghezali was portrayed in three Swedish newspapers under and after his captivity, two nationwide and one local newspaper based in Ghezali’s hometown. My purpose is to see whether Ghezali’s identity is constructed differently in the three newspapers, as regards The Other, Stereotypization, etc. I have found that Ghezali has been included into the We-group to a greater extent in the local media than into the national identity portrayed by the nationwide press. The result suggests that the differences between the two national papers in political views and format do not have any effect on the portrayal of Ghezali. This implies that in this case the national and local identity structures do not reinforce and legitimize each other, like some researchers have claimed. In contrast I have found a strong divergence between these identity constructing levels. Men han var en av de där killarna som inte var med och sålde bingolotter för att få in pengar. Jag betalade ibland för honom ur egen ficka” - Mehdi Ghezalis fotbollstränare i Aftonbladet Den 20 december 2001 greps den 22-årige svenske medborgaren Mehdi Ghezali av pakistansk militär vid gränsen mellan Pakistan och Afghanistan. Ghezali färdades tillsammans med ett flertal andra unga män, några av dem beväpnade. Via fax samma dag informerades Utrikesdepartementet av den svenska ambassaden i Islamabad att en av landets medborgare sitter fängslad i Centralfängelset i den pakistanska staden Kohat. Ingen representant för den svenska regeringen får träffa Ghezali. Den 18 januari meddelade amerikanska regeringskällor att den svenske fången i Pakistan transporterats till den amerikanska militärbasen på Guantanamo, Kuba. Detta är början på Ghezalis 930 dagar långa vistelse i det amerikanska fånglägret. Ghezali ställs aldrig inför någon form av domstol och får inte veta vad han är anklagad för. UD får vid sammanlagt tre tillfällen besöka Ghezali och då med amerikanska militärer närvarande. Den 7 juli 2004 lämnas beskedet från amerikanska myndigheter att Ghezali skall frisläppas, och dagen efter hämtas han på Kuba med det svenska regeringsplanet. Under tiden i fångenskap offentliggörs knappt någon information om Ghezalis tillvaro på Kuba av USA. Ändå skrivs spaltmeter om honom i svenska tidningar. Vem är då den Mehdi Ghezali som Sverige får möta? Är det örebroaren som gillade fotboll, tjejer och att fika med kompisar? Eller är det den arga invandrarkillen som skyllde allt på USA och har kopplingar till al-Qaida? I denna uppsats vill jag visa på den bild som har getts av Mehdi Ghezali i svenska tidningar under och efter hans fångenskap. 4 1.1 Syfte och frågeställningar Studien i denna uppsats handlar om svensk nyhetsjournalistik kring den Andre, och hur nyhetsmedier på olika sätt upprättar eller befäster gränser mellan svenskhet och de som står utanför denna norm. Historiskt sett har nationella identiteter såsom den svenska konstruerats genom gränsdragningar mellan inre och yttre, mellan Oss och Andra, mellan det svenska och icke-svenska. Den tes jag vill driva i uppsatsen är att denna gränsdragningsprocess fortsätter i dagens nyhetsjournalistik genom att nationen gestaltas i en idealiserad form samt att rutinmässiga kategoriseringar och generaliseringar av Andra oblygt förs fram på tidningsuppslag. En av mina grundsatser i uppsatsen är alltså att nyhetsjournalistiken deltar i ett nationellt och kulturellt identitetsskapande. Nyhetsjournalistiken har givetvis speciella drag, vilka regleras av de konventioner som omger nyhetsskapande. Icke desto mindre tillskrivs denna stor vikt eftersom den skall eftersträva objektivitet och balans. I den mån nyhetstexterna ger uttryck för alienering och kategoriseringar skapar den också effekter i samhället. Således har det sätt frågorna konstrueras på i nyhetsrapportering ett genomslag för definitioner och tolkningsramar i samhället i stort. Jag utgår i min uppsats från att nyhetsjournalistik riktar uppmärksamhet mot vissa håll och förser människor med modeller för hur de ska tänka kring bland annat frågor om etnicitet. Detta i sin tur påverkar det offentliga samtalet till att röra sig inom vissa ramar som legitimerar vissa diskurser och därigenom erbjuder en föreställd gemenskap, svenskheten. I fallet Mehdi Ghezali ställs många av nyhetsjournalistikens identitetsskapande mekanismer på sin spets. Detta är ett resultat av det stora ”identitetsbibliotek” som Ghezalis person utgör. Han är svensk, muslim, har invandrarbakgrund och samtidigt satt mitt i ett storpolitiskt skeende. Syftet med denna uppsats är att undersöka de identitetsskapande mekanismer som nyhetsjournalister använt för att konstruera en medial bild av Ghezali, samt att identifiera huruvida tidningarna har valt en enhetlig konstruktion. Detta kan i sin tur bidra till insikt om vilka symboler som i Ghezalis fall får konstituera svenskheten, som han står utanför. Mina huvudsakliga frågeställningar inför uppsatsen blir alltså: • Hur konstrueras bilden av Ghezali i svenska tidningar ur ett Andre-perspektiv över tid? • Är denna bild enhetligt beskriven i olika tidningar, eller förekommer olikheter i beskrivningarna? 1.2 Avgränsningar Jag har i min uppsats valt att fokusera på tre tidningars rapportering kring fallet Mehdi Ghezali. Valet av tidningar utgörs av Aftonbladet, Svenska Dagbladet och Nerikes Allehanda. Mellan dessa tre tidningar finns potentiellt intressanta spänningsfält som har motiverat mitt val. Aftonbladet, idag nordens största dagstidning, med röd politisk färg ställs emot den blåa SvD. Att det skulle finnas en potentiell politisk källa till avvikelser i nyhetsrapporteringen mellan de två tidningarna kan vara en befogad arbetshypotes. Aftonbladet, vars band till den 5 socialdemokratiska regeringen genom historien har varit starka, kan ha incitament att se blidare på UD:s ingripande i fallet. Även efterspelet till själva fångenskapen, då regeringsplanet utnyttjades för hemtransport av Ghezali, kan ha gett upphov till starkare reaktioner från den borgerliga pressen. Att det är just

Summary Summary The conflict in Syria and Iraq has resulted in an increase in the number of violent Islamist extremists in Sweden, and a significant increase of people from Sweden travelling to join terrorist groups abroad. Since 2012 it is estimated that about 300 people from Sweden have travelled to Syria and Iraq to join terrorist groups such as the Islamic State (IS) and, to a lesser extent, al-Qaeda affiliated groups such as Jabhat al-Nusra. Even though the foreign fighter issue has been on the political agenda for several years and received considerable media attention, very little is known about the Swedish contingent.

They include the right to life and the security of the person; to be free from torture and other cruel, inhuman or degrading treatment or punishment (ill-treatment); to be free from enforced disappearance and to challenge the lawfulness of detention. Victims of human rights violations in the "war on terror" include Pakistani and non-Pakistani terror suspects, men and some women, children of terror suspects, sometimes held as hostages, journalists who have reported on the "war on terror" and medical personnel who allegedly treated terror suspects.(2) Irrespective of the "war on terror", the people of Pakistan suffer widespread violations of their civil and political rights. In Pakistan, torture and ill-treatment are endemic; arbitrary and unlawful arrest and detention are a growing problem; extrajudicial executions of criminal suspects are frequent; well over 7,000 people are on death row and there has recently been a wave of executions. ADVISOR: Professor Clifford Brown The first chapter found that following September 11th, the Bush Administration implemented policies allowing the indefinite detainment and torture of suspected terrorists. Many detainees held in Guantanamo Bay, as well as other detention facilities, were tortured, both physically and psychologically. The second chapter concluded that the Bush Administration was incorrect in claiming that the detainees were not subject to any protections under international law. According to international law, detainees are protected by either IHL (international humanitarian law) or by international human rights law.

United States Secretary of State Colin Powell, 31 March 20031 Launching the State Department’s latest report on human rights in other countries in March, Secretary of State Colin Powell spoke of the “steadfast commitment of the United States to advance internationally agreed human rights principles worldwide… As we lead an international campaign against terrorism, we are also working to extend the blessings of freedom at home and abroad”. In a letter to a US Senator in June, the Pentagon’s General Counsel stated that the administration “fully share[s] your concern for ensuring that in the conduct of this war against a ruthless and unprincipled foe, the United States does not compromise its commitment to human rights in accordance with the law”.2 In July, the Assistant Secretary of State for human rights wrote to Amnesty International: “It is the policy of the United States Government to pursue human rights and the rule of law as a central element of foreign policy. The US approach to countering terrorism does not conflict with or violate this policy”.3 Actions, however, speak louder than words, and some of the US administration’s actions since 11 September 2001 threaten to erode international law and standards forged over the past half-century or more.4 Prior to the invasion of Iraq, diplomat John Brady Kiesling resigned from the US Foreign Service.
