Submitted herewith is the report of an examination and audit of the accounts of the Town of Canaan which was made by this Division, acting under authority of Chapter 82, Section 27, of the Revised Laws of New Hampshire, which provides in part as follows "Audit on Motion of Commission. The Commis- sion may cause an audit to be made of the ac- counts of any city, town, school district; village district or precinct, as often as once in two years, or whenever conditions appear to it to warrant such " This audit covered the fiscal year ended December 31,

1952, and the period from January 1 to September 30, 1953. Exhibits as hereafter listed are included as part of the report which is made up in three sections as fol- lows :

FINANCIAL STATEMENTS Comparative Balance Sheets — December 31, 1951 - Dec- ember 31, 1952: (Exhibit A-1) Comparative Balance Sheets as of December 31, 1951 and December 31, 1952, are presented in Exhibit A-1. As indicated therein, the Net Debt decreased by $928.12 during 1952. Analysis of Change in Financial Condition: Exhibit A-2 An analysis of the change in financial condition of the Town during- the year is made in Exhibit A-2, with the factors which caused the change indicated therein. As indicated by the budget summary (Exhibit A-4), a net overdraft of appropria- tions of $2,938.90, less a net revenue surplus of $731.39, resulted in a net budget deficit of $2,207.51. cordance with the uniform classification of accounts, is- included in Exhibit B. Proof of the Treasurer's bal- ance as of October 2, 1953, is indicated in Exhibit G. AUDIT PROCEDURE The accounts and records of all town officials charged with the custody, receipt and disbursement of public funds were examined and audited. Vouchers and cancelled checks were compared with supporting invoices and payrolls as well as entries in the books of record. Receipts were checked by source insofar as possible and totals or receipts and expenditures veri- fied. Book balances were verified by comparison with reconciled bank balances made from statements obtain- ed from depository banks. GENERAL COMMENTS Indebtedness, Valuation and Taxes:

Table I presents a ten-year statement of Indebted- ness, Valuation and Taxes, covering the fiscal years

1942 to 1952, inclusive. It is noted that the Town start- ed this period with a Surplus of $3,379.52 and ended with a Net Debt of $21,201.31. The assessed valuation of taxable property in- creased by about $300,000.00, or 27 ^c, while the amount of the annual tax levy increased from $40,675.32 to $85,- 685.69, or XWJo. The local tax rate increased from $3.54 to $6.02 per hundred, compared to an increase in the average tax rate for the State during this period of $3.23 to $4.52.

It is noted that at the close of the fiscal year of 1942 there were uncollected and unredeemed taxes amounting to $1,061.41, as compared to $4,848.54 at the end of 1952.

Appropriation Overdrafts : The budget summary (Exhibit A-4) indicates Overdrafts of Appropriations $7,809.53 :

Net Overdraft of Appropriations $2,938.90 Section 5 of Chapter 52, Revised Laws of New Hampshire, as amended, (Municipal Budget Act) the provisions of which have been adopted by the Town of Canaan, provides as follows "5. Exceeding Appropriations. In towns adopting the provisions of this chapter, no board of select- men, school board, commissioners of a village dis- trict wholly within said town, or other expending agency shall pay or agree to pay any money or in- cur any liability involving the expenditure of mon- ey for any purpose for which an appropriation has not been made, or in excess of any appropriation or allotment made to it. except for the purpose of paying judgments rendered against the town or school district or said village district, provided, however, that in case of sudden and unexpended emergency the selectmen or village commissioners on application to the tax commission and the school board on application to the state board of educa- tion, after hearing, may be given a certificate of emergency authorizing them to make such expendi- tures or incur such liability, provided that no such certificate of emergency shall be granted unless the budget committee of the town has approved the expenditure. In cases arising during the year fol- lowing the annual meeting where changes occur which make it unnecessary to use the amount ap- propriated for a specific purpose, an unexpended balance may be transferred by the board of select- men or the school board or the village commission- ers of such village district from one appropriation to another, provided the total amount expended for all purposes does not exceed the total amount ap- propriated at the town, school or village district meetings for all purposes."

It is noted, therefore, that contrary to the provi- sions of Section 5 of the Municipal Budget Act, (1) ex- penditures were in excess of budgetary appropriations :

31 and (2) no application was made to the Tax Commis- sion for the authorization of such excess expenditures. Tax Warrants: All tax warrant books should be totaled, signed and sealed by the Board of Selectmen and the amount of the warrant inserted therein before being commit- ted to the Collector.

Order-Checks :

It is recommended that the Treasurer countersign the Selectmen's orders rather than issue separate checks as is now the practice. By adopting this method, the orders become negotiable instruments which have the same numerical sequence as the vouchers. Reports to State Re: Bounties & Head Taxes: Application should be made to the State each year for reimbursement on account of bounty payments by the Town. It was noted that no request had been made at the time of the audit for bounties paid by the Town as follows 1951 — $135.50 1952 — $140.50

It was also noted at the time of audit that no re- mittance had been made by the Town to the State on account of head tax collections, either for the amount which was due the State on December 31, 1952 or for collections made during 1953. Reports and remittanc- es on account of head tax collections should be made to the State within the periods prescribed by law in or- der to avoid the payment of penalties for late filing. Classification of Accounts: More attention should be given to tlie classification of expenditure in order that the expenditure may be charged to the proper appropriation account. Tax Collector: The Tax Collector should adopt the use of the standard loose leaf columnar cash book which provides for the segregation of tax collections and redemptions 32

from tax sales by years of levy and type of tax,—i.e. property, poll, yield or head tax. The Collector should enter all abatements allowed in the warrant book, indicating the date and amount of the abatement. Town Clerk: The Town Clerk should adopt the use of the pre- scribed form of cash book in which all motor vehicle permits and dog licenses issued should be recorded. Trust Funds: Tt was noted that unexpended income as well as principal was used to make investments incident to the establishment of a common trust fund. It was also noted that capital gain dividends were credited to in- come. The law requires that trust fund principal and income be kept separate, therefore future investments should be made entirely out of principal. Capital gain dividends are regarded as an addition to principal and should not therefore be credited to income or expend- ed as such.

Conclusion : The provisions of Section 31, Chapter 211, of the Laws of 1939, require that this report or a summary of its essential features shall be published in the next an- nual town report. This letter of transmittal should be included in is entirety but the inclusion of Exhibits is optional.
