Discussion: (Items/Knowledge Shared) Agenda’s: 1.Welcome and Introduction: On 5th April 2018 Nepal Reconstruction Authority (NRA) / Housing Recovery and Reconstruction Platform (HRRP) organized General coordination meeting in Ramachap, Manthali at NRA office meeting Hall. The meeting was chaired by Mr. Parikshit Kadaraya, Senior Divisional Engineer, CLPIU Remechhap district. A total of 15 participants were participated in the coordination meeting from different government and non-government organization. The program was facilitated by Mr. Prakash Bishwakarma (District General Coordinator). Mr. Prakash Bishwakarma HRRP Ramechhap Welcomed all participants attended in the General Coordination meeting and had a round of introduction with each other. He also shared the objective of the coordination meeting and agendas to be discussed in the meeting.

• HRRP updates: Housing Recovery and Reconstruction Platform (HRRP) updated and shared the finding of recently field visit monitoring ( Dorumba Rural Municipality ward- 7) with CLPIU/NRA. The following are some points: - Almost houses are being reconstruction up to DPC level. - Still community people are confusion regarding the government reconstruction tranche and grievance. - As a District data 4000-5000 people are trained as a mason. But in reality, there are lots of skilled construction and labor are traveled from another district. - Similarly, women mason is also trained in the district only few % of women are involved in the reconstruction work. - People are quite disappointed through the process of Bank regarding the tranche payment. District Coordination Committee must pre- notice about the list to the respective rural municipality ward for easy transaction of government reconstruction tranche to the beneficiaries. - In Dorumba ward-7, 12 households are in vulnerable place. So, it is necessary to do further process (Resettlement). - Houses are built using local materials such as stone, mud and wood with earthquake resistant elements. - The ward office has been supporting technical staff in disseminating information on the safer reconstruction and government grant procedure as well as guideline. - Beneficiaries have positive attitude towards the government support and have been following the government guideline during the reconstruction.

- Recently community members are provided 7 days Manson training from PAF/ Small cottage and industries.

• District Exhibition / Learning sharing workshop: Marking the third anniversary of 2015 earthquake, HRRP Ramechhap is going to organized 1-day interaction program and exhibition at district. The program has been planned to be conduct at District Coordination committee (DCC) with close coordination among POs, NRA, DCC, DUDBC and major stakeholders. The date of exhibition was fixed for 11th April 2018. For the preparation of exhibition all partner organization and government office were requested to prepare.

2. Updated from POs: • Nepal Red Cross Society (NRCS): NRCS has been working in Rampur Rural municipality and Manthali municipality of . NRCS is working in four major area that is livelihood, Shelter, WASH and Health. NRCS is supporting 1069 households in its respective working area. Among them 436 in Manthali municipality and 643 in Rampur rural municipality.

• SW Nepal: Helvetas and SW Nepal now in Ramechhap district. The name of project is " Employment fund Skill for Reconstruction Phase II" (EFSR- II). The project is running with support from SDC and is leaded by Helvetas Swiss Inter-cooperation Nepal. SW Nepal is working along with Helvetas Swiss inter-cooperation Nepal in two palikas namely- Manthali and Sunapati for Technical Assistant (TA). Additionally, The project cover 3 more palikas directly from Helvetas namely- Khadadevi, and Likhu.

• Helvatas: Employment Fund Skills for Reconstruction- II project is running by HELVATAS as a first phase for Technical Assistance program in Manthali Municipality, Liku Rural Municipality, Khadadevi Rural Municipality, Sunapati and Dorumba Rural Municipality. Which is the first component of the project. Likewise, Employment Fund Skills for Reconstruction –II project is implementing by Helvatas in Ramechahap District as a second component /activity after monsoon in Manthali Municipality, Likhu Rural Municipality, Khadadevi Municipality, Sunapati Rural Municipality and Dorumba Rural Municipality. The following activities is going to organize in the respective areas: - 50 days onsite Stone Layer Mason Training- 500 No. - 7 days Construction Carpenter training- 50 No - 15 days Skills upgrading training to former woman mason- 50 No - 7 days Soft skills training for Women (capacity building, writing, speeking, Leadership) - - 150 No.

• Kam For SUD Nepal: Kam For Sud Nepal is working in Lekhu Rural Municipality Ward- 2, Saipu village for technical support. The following activities has been carryout in the project area:

- Provided mason training to 88 people in the Saipu community and about 60% of trained person are involved in the reconstruction work. - In the beginning they started their work with 200 household in the area but now they expend their work to 433 household. About 350 household are completed in the area reported by Mr. Rajen Shrestha Project Coordinator. - Similierly, to this they are also supporting 2 secondary school (Shree Shaid Smriti School and Shree Chandeshowary School) and 1 health post at Saipu village.

• SABAL/USAID: SABAL/USAID Nepal is working in the district to support community to prepare Local Disaster Risk Management Planning (LDRMP). Right now, they are working in Dorumba Rural Municipality to prepared LDRMP and formation Local disaster management committee. Similarly, they are also provided capacity building training to the community people and local elected person in First Aid, Light, Search and Rescue training. • Community Self Reliance Centre (CSRC): CSRC is new organization working in Ramechhap District. This organization in work in land movement all over the country. In reconstruction it is working under the NRA supervision and support NRA in documentation and identified the vulnerable settlement and do further process for safe resettlement. Right Now, they are working 151 vulnerable households listed by NRA in the District. • Remarks from Senior Division Engineer MOUD/DLPIU Ramechhap: Mr. Parikshit Kadariya Senior Division Engineer MOUD/CLPIU highlighted the important of regular meeting between agencies and NRA Ramechhap to be the common platform for such cooperation. He thanked all the agencies who were participated in the meeting looking forward for kind cooperation. Some of the highlighted from Mr. Parikshit Kadaraya Senior Division Engineer. • Training shall provide to CLPIU Engineer from DFID. For this CLPIU go through the further process and coordination. • Senior Division Engineer Mr. Parikshit Kadariya highlighted that all the Partners Organization in the district should work together with strong coordination. He also said that every month one joint monitoring should be organized by CLPIU of Ramechhap. • Senior Division Engineer highlighted and requested to the DLPIU Engineer to present the decision made by government in regard to reconstruction in every general coordination meeting.
