THE SECRETARY-GENERAL

MESSAGE FOR TEN YEARS IN THE PRESIDENCY OF THE REPUBLIC BOOK OF EXCERPTS FROM SPEECHES BY PRESIDENT SAMPAIO OF 11 October 2005

Throughout his tenure, President Sampaio has been a true friend of the United Nations. I am glad that I have also been able to count him as a personal friend and ally. Our terms in office have coincided closely in time, and we have seen a great deal of change take place during that period. We have collaborated closely on a range of issues -- from Timor-Leste to Angola, from Mozambique to Guinea-Bissau. We have shared the same commitment on a number of challenges — from the advancement of human rights and democracy to the fight against HIV/AIDS.

At the 2005 World Summit in New York, President Sampaio spoke eloquently about the duty of Governments to forge a collective response to the challenges facing the global community. About the moral obligation and the political imperative of building a more secure future. About the need to redouble our efforts to reach the Millennium Development Goals, agreed by all the world's Governments as a blueprint for building a better world in the 21st century. "If politics is the art of the possible," he said, then "we, as political leaders, are charged with making reality possible."

I can think of no one who has pursued that mission with more dedication and determination than Jorge Sampaio. For that, he has my profound respect and abiding gratitude.

Request for contribution to book of President Sampaio's speeches

The Chief of Staff of President Sampaio has written to ask if you would contribute a few words to a book being compiled for the end of the President's second term in 2006. The book will consist of a selection of Mr. Sampaio's speeches. The requesters suggest that your words appear at the start of the book, and focus on the challenges facing the international community -- in particular those where President Sampaio has been especially active, such as Timor-Leste, HIV/AIDS, children and human rights.

As we approach the end of Dr. Jorge Sampaio's second term in office as President of the Republic (1996-2001 and 2001-2006), a book is being prepared with excerpts from a selection of his speeches on the most relevant subjects, which took place during the last decade. It is also intended to look to the future and the vast challenges we are confronted with and, also, to show how some of them were anticipated or mentioned by the President. It is expected that each of the major thematic areas of this editorial project will be preceded by an introduction written by an eminent personality in the area in question with whom President Sampaio has established close ties of friendship and cooperation. Aware of the mutual esteem between Secretary General Kofi Annan and President Jorge Sampaio. I would like LO ask His Excellency to help us by producing a few words for this work which 1 am sure will be all the richer with H.E. the Secretary General personal contribution,

Bearing in mind the size of the volume now being prepared, the organisers are of the opinion that the Secretary-General's words should figure at the start of the book and concentrate most particularly on the challenges currently facing the international community. If possible, il would be highly appreciated if some words could be dedicated to several issues where President Sampaio gave his contribution, i.e. East Timor. Drugs, HIV-AlDS, Children, Human Rights etc and the international dimension therefore. To make my information complete i enclose a list of the themes covered,
