POSITION TITLE

EMERGENCY MANAGEMENT (FIRE) COORDINATOR

BACKGROUND

As a consequence of the Black Saturday fire events and subsequent 2009 Victorian Bushfires Royal Commission (VBRC), the Municipal Association of Victoria (MAV) was successful in advocating for significant additional resources to assist councils to meet their statutory obligations; deliver on VBRC recommendations and to improve their capacity to perform their various roles and functions relating to fire in the context of emergency management.

It was agreed that an additional 25 full-time positions would be created to assist councils in the identified high risk areas. A process was initiated by the Fire Services Commissioner, Local Government Victoria and the MAV, in consultation with relevant councils, to agree on the distribution of these positions across high bushfire risk areas of Victoria, taking into account the capacity and needs of councils and their communities.

High fire risk areas include the 52 high risk locations identified in December 2009 and those progressively identified through the Victorian Fire Risk Register process. See Attachment 1 for a listing of the high risk locations and the fire-affected councils.

This position is funded for an initial contract ending June 2012, to assist Glenelg Shire Council meet and implement statutory obligations and to deliver agreed VBRC recommendations. The position will be reviewed prior to June 2012. The position may be subject to a further allocation of funding for a two- year period from the State Government subject to achievement of agreed objectives.

REMUNERATION A total remuneration package of $75/80,000 per annum will be negotiated with the successful candidate.

THE POSITION

PURPOSE AND The purpose of the role is to develop robust and innovative strategies to KEY DUTIES increase emergency management capability, particularly as it relates to a bushfire in the municipality. The key deliverables of this role is to ensure that statutory obligations and relevant recommendations of the VBRC are met by the introduction of measurable improvements in community safety.

Key responsibilities include:

1. Identify priorities and develop an agreed work plan, in consultation with the council, within the context of ensuring the timely implementation of key elements arising from the outcomes of the VBRC.

2. Support the improvement and streamlining of Council processes to achieve implementation of VBRC initiatives and ensure an integrated approach to fire planning within council and across initiatives.

3. Work with relevant council staff, other agencies and other key stakeholders to develop strategic and operational plans to introduce measureable improvements in community safety.

4. Engage with communities, community groups and associated agencies to include them in the planning and implementation processes.

5. Ensure that statutory obligations are met in all aspects of work undertaken.

6. Maintain regular engagement with the MAV Emergency Management team and the network of Emergency Management (Fire) Coordinators.

7. Assist in coordination at the regional level and contribute to the identification and delivery of regional priorities.

8. Regularly report on the activity and outcomes against the agreed priorities and work plan.

9. Provide input to both regional and state-wide reports as required.

CONTEXT This Position will support the council to deliver on agreed priorities, however it is also expected that the position will strengthen and contribute to integrated regional capacity overall and improve the capacity of council to respond to a fire emergency situation due to strengthened regional collaboration and established cooperative processes. The priorities of the Emergency Management (Fire) Coordinator will be determined by the CEO (or delegate) of Glenelg Shire Council. These priorities will be informed by statutory obligations and responsibilities resulting from the State Implementation Plan for the Victorian Bushfires Royal Commission recommendations. The Coordinator will work closely with the emergency management and risk practitioners within council, other relevant areas within the council, the regional network of Emergency Management (Fire) Coordinators, the Integrated Fire Management Planning Network Manager and with other agencies and organisations as necessary.
