Professor Dr. Mahmoud Khalid Almsafir MALAYSIAN citizen with Arab descendent, IC 660223-88-5015, Married with an Iraqi statistician and has two sons and one daughter. Currently is working as Chairman and CEO of Design for Scientific Renaissance Sdn Bhd, and chairing the board of Governors of ALNOOR INTERNATIONAL SCHOOLS in Kuala Lumpur and Kuantan in Malaysia. Retired from UNITEN University on 3rd May 2017, joined University Tenaga National as Associate Professor of Economics in 2009. From September 2011until retired, he headed the Global Business Centre/ Graduate Business School/ College of Graduate Studies, and also served as the coordinator of the PhD program, from April 2013 to April 2015. During his tenure in UNITEN Dr Almsafir has supervised 15 PhD students and over 20 master’s students. Prior to join UNITEN, Assoc. Professor Dr. Mahmoud Almsafir served as Associate Vice President of UCSI University for two years, and one year as Chief Operating Officer (COO) of the UCSI Terengganu Campus. Prior to that, he served as the Charge d’ Affairs and the Head of Mission for the Iraqi Embassy in Kuala Lumpur from September 2003 to August 2006. During his time aat the Iraqi Embassy he recommended many private universities in Malaysia to be recognized by the Ministry of Higher education in Iraq. From 2001-2003 he served as an Iraqi Permanent Representative to the Council of the Arab Economic Unity/ Arab League in Cairo, Egypt and the Deputy Permanent Representative of the Social and Economic Council at the Arab League Egypt (Deputy Minsters Level Committee). Since 2003 until Present Assoc. Professor Dr. Almsafir has done a lot of Economic based Consultancy jobs to the Arab League as he is the Non-resident Special Advisor to the Secretary General of the Council of the Arab Economic Unity (CAEU). In July 2001 Dr. Almsafir was appointed as Head of Economic Organization Division, Ministry of Foreign Affairs/ Iraq. Since April 1994 Until He left for his new post to Cairo, Dr. Almsafir Lectured 1 | Page at Department of Economics, College of Business Administration/ Baghdad University, Iraq. From 1993-1995 he served as Director of Administrative Development at Baghdad University. PERSONAL CONTRIBUTION TO THE COUNTRY With the collaboration of Malaysia Embassy in Oman, I facilitated the national efforts to evacuate 500 Malaysian students 9-16 years old who were stranded at Sanaa, Aden and Hadhramawt/ Yemen during the civil war in April 2015 bringing them to safety to Malaysia. I received a letter of acknowledgment from the Ambassador of Malaysia to Oman for my outstanding efforts (the letter is attached) In 2007 I established the First International School which comes with Islamic Studies Subject side by side with the Cambridge IGCSE subjects. Namely Alnoor International School/ Kuala Lumpur AIS/ www.ais-kl.edu.my. I established a new branch of AIS in KUANTAN and bought a 5 acres land to set up a standardized boarding International School there. In 2009 I have established a RM1 million paid-up capital company to concentrate on scientific and research activities, Design for Scientific Renaissance Sdn Bhd (DSR) conducts more than 6 international conferences in various fields of science ranging from IT to engineering to business and economics to medical to Technologies applications in Islamic fields/ www.sign-ific- ance.co.uk. Hundreds of researchers from different nationalities are visiting Malaysia to participate in DSR conferences. DSR Sdn Bhd publishes more than 10 journals in almost all fields of researches. During last 9 years these journals have published thousands of papers for Malaysian and foreign researches as well. Until recent I have published 89 research papers in the world journals, among them 68 during my tenure as associate professor of economics in Malaysian universities. 29 of these papers were dedicated in interdisciplinary fields, while 9 of them concentrated on Energy and green field. I have also represented Malaysia around the world in 26 conferences delivering papers related to economics and Finance. For the past few years I have chaired 4 international conferences. In 2011 I headed a team of 10 academic staff to study the impact of the 10th Malaysian plan on the Higher Education Sector. For the last 8 years I have supervised 22 PhD candidates in UNITEN University. Further, 19 MBA projects were completed under my supervision for the past 4 years. I have attracted the Arab Administrative Development Organization/ ARADO/ Cairo to show their intention to hold and International Seminar on ‘Building Blocks of National Integrity Framework to Fight Against Corruption”. The Seminar was held in UNITEN on July 2011, it was officiated by Deputy Minister of International Trade. Minimum of 55 Arab governors. During my service in UCSI & UNITEN Universities I have brought more than 400 undergraduate and postgraduate students from the Middle East countries, Iraq, Jordan, Sudan, Syria, UAE, Saudi Arabia, Yemen, Palestine, and Oman to Malaysia to complete their studies. 2 | Page I spared no efforts to grant UNITEN, UCSI, MMU, LimKoKwing Universities and many colleges with the Iraqi Government Recognition during my tenure as the Charge D’ Affairs of the Iraqi Embassy in Kuala Lumpur/ 2003-2006. EXPERTISE AND PAST RESEARCH ACTIVITIES Assoc. Professor Dr. Mahmoud Khalid Almsafir lastly taught at Uniten University the subjects of Managerial Economics, International Business, International Finance and Business Research Methodology for the MBA students, supervised 7 PhD students, and 13 MBA/MEM students, and supervises 9 PhD candidates and 1 MSC Finance and 3 MBA Projects. He has a good number of researches throughout the last 10 years, which approximately exceeded 100 research, two books, and translated two other books from English to Arabic and wrote two chapters for two Economic related books. Among his several publications, many were published under ISI and SCOPUS journals and conferences. Disciplines of his researches focus on International Economics and Business, Islamic Finance, Energy Economics and Business, SMEs He also Joint many research projects in multidisciplinary fields. Assoc. Professor Dr Mahmoud Khalid Almsafir was an Associate Research Fellow of the Institute of Energy Policy and Research (IEPRe), University Tenaga Nasional, and also he is a Member of number of Academic and educational Associations, among them, Iraqi Association of Economists, Chairman of the Boards of Governors of Design for Scientific Renaissance and Founder and Chairman of Board of Governors of Alnoor International School/ Kuala Lumpur and Member of the founding committee of the Arab University of Electronics/ Syria, 2003. The core purpose of this review is to analyze the distribution of research themes in Malaysia, thus identifying research gaps and needs in developing countries. A total of 43 articles were selected for this review, using the PRISMA framework.

    ISSUE: 2016 NO. 39 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE SHARE THEIR UNDERSTANDING OF CURRENT EVENTS Singapore | 5 July 2016 Exclusivist Attitudes in Malaysian Islam Have Multifarious Roots Norshahril Saat1 EXECUTIVE SUMMARY Islam in Malaysia is currently seen to be driven by two separate trends. First, there is increasing concern that Malaysian Islam is becoming “Arabised” (showing an inclination towards Middle Eastern culture, values, and most importantly, puritan ideas stemming from Wahhabism/Salafism). Second, there is growing disquiet about the exclusivist behaviour of the religious elite, especially the muftis (state-appointed religious scholars). Be that as it may, the Middle Eastern impact on the religious elite is very varied, and the perceived Arabisation of Malaysian Islam and its assumed role in promoting conservatism and exclusivism, is generally a multifaceted matter. Religious conservatism and exclusivism do not emerge from influences coming from the Middle East alone, but also from an orientation within Malaysia’s feudalistic political culture, which continues to be promoted by Malay Rulers and the dominant party, UMNO. The Islamic resurgence that has since the 1970s been championing an Islamic alternative to the existing political, social and economic order, also had a profound impact. The nexus between Wahhabism/Salafism, puritan ideology, and exclusivism is a complex one, and case studies of Malaysian muftis suggest that there in fact exists on this issue differing and competing modes of thought.     MALAYSIA 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution states Islam is the “religion of the Federation; but other religions may be practiced in peace and harmony.” Federal and state governments have the power to mandate doctrine for Muslims and promote Sunni Islam above all other religious groups. Other forms of Islam are illegal and subject to action by religious authorities. The government maintains a parallel legal system, with certain civil matters for Muslims covered by sharia. The relationship between sharia and civil law remains unresolved in the legal system. In August the ruling government coalition permitted a bill drafted by the opposition Pan-Malaysian Islamic Party (PAS) to be introduced in parliament that would significantly raise current limits on sharia courts’ punishment powers, although lawmakers did not vote on the bill. Sedition laws criminalize speech that “promotes ill will, hostility, or hatred on the grounds of religion.” Despite closed circuit television footage of the kidnapping of a Christian pastor and eyewitness testimony, police reportedly made little progress investigating the incident. Authorities announced they would investigate reports the pastor was involved in proselytizing Muslims. The government arrested hundreds of persons practicing forms of Islam other than Sunni, including Shia Muslims celebrating Ashura, and individuals whom authorities said insulted religion or incited “religious disharmony.” The government continued to bar Muslims from converting to another religion and imposed fines, detentions, and canings on those classified under the law as Muslims who contravened sharia codes. Non-Muslims continued to face legal difficulty in using the word “Allah” to denote God. The government canceled a Christian prayer gathering to be held in Melaka State, saying it would upset the sensibilities of Muslims during Ramadan.

Drought is considered a damaging natural disaster for economic, societal, and ecological impacts. The challenge 10 of drought is to determine the drought characteristics, frequency, duration and severity, vital for drought's impact control and mitigation strategies. This paper adopts the spatial pattern of Streamflow Drought Index (SDI) for three, six, nine and twelve months for the tropical climate at Peninsular Malaysia. About 40 years of daily streamflow data based on 42 hydrological discharge stations were analyzed to obtain these indices. The area under drought stress during the study period at different time scales is stable and approximately 24% of the total area. The years 1997-1999, 2002 and 2016-2018 mark the most 15 critical drought years, with more than 48% of the entire basin area under hydrological drought. According to the spatial evaluation of drought characteristics, short-term droughts are frequent in most regions, with relatively high severity and frequency in Northeast and Southeast of Peninsular Malaysia, where the maximum frequency reached 35.7% and 42.8%, respectively.
