PROCEEDINGS of 244 MEETING of the ERC-NCTE HELD on 08 – 09 October, 2017 Proceedings of 244th Meeting of ERC-NCTE held on 08th – 09th October, 2017 PROCEEDINGS OF 244th MEETING OF THE ERC-NCTE HELD ON 08th – 09th October, 2017 The 244th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 08th – 09th October, 2017 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 244th ERC Meeting. Om Prakash Tiwary - State Representative of Jharkhand Ms. Naorem Santa Devi - State Representation of Manipur Shri Pradeep Kumar Yadav - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Pradeep Kumar Yadav (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl. No. Item No. Content Confirmation of the Proceedings of 243rd Meeting held on 16th – 17th ER-244.1 September, 2017 at Bhubaneswar. Confirmed. ATTENTION! 1. The Committee unanimously decided that the institution may reply in response to the decision of the Committee uploaded on the ERC website without waiting for formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution needs to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 6. The Committee suggested to prepare Data Bank for the teachers. 7. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. (PIL) No. 327 of 2011. St. Xavier’s College, P.B. No.9, Purulia Road, Ranchi, Jharkhand-834001. (B.Ed.) 1. 244.17.1 (Private) (Ranchi University) (Code No. APE00244) The institution was granted recognition for conducting B.Ed. course vide order dated 29.10.2004 with 100 intake from the academic session 2005-2006. A Public Interest Litigation vide W.P. (PIL) No. 327 of 2011 has been filed by Shiv Shankar Munda - Vs - Chairperson NCTE & Ors in the Hon’ble High Court of Jharkhand at Ranchi. As per direction of the Hon’ble High Court of Jharkhand, the said institution was inspected by the NCTE Hqrs., New Delhi under section 13 of the NCTE Act 1993 and Rule 8 of NCTE Rules. The ERC in its 171st meeting held on 3rd -4th June, 2014 considered the matter and as decided, a Notice dated 18.06.2014 was issued to the institution on the following grounds: (i) The institution is required to appoint one more lecturer and submit a fresh faculty list duly approved by the Registrar of the concerned University adding the name of newly appointed lecturer. (ii) Psychology Resource Center is not available in the institution. (iii) Original FDRs of Rs. 5.00 lakh and Rs. 3.00 lakh is to be submitted towards endowment fund and reserve fund respectively into joint account in the name of institution and RD, ERC, NCTE, Bhubaneswar Reply in response to ERC’s Notice dated 18.06.2014 has not been received till date and the institution is still deficient on the above grounds. In view of the above, the Committee decided as under: The Committee is of the opinion that recognition granted to B.Ed. course of the application bearing Code No. APE00244 is withdrawn under section 17(1) of NCTE Act, 1993 from the next academic session. Radha Govind Teachers Training College, Behind Ramgarh College, Ramgarh Cantt., 2. 244.17.2 Dist. Hazaribagh, Jharkhand-829122. (B.Ed.) (Private) (Code No. APE00722) The institution was granted recognition for conducting B.Ed. course vide order dated 15.12.2006 with 100 intake. A Public Interest Litigation vide W.P. (PIL) No. 327 of 2011 has been filed by Shiv Shankar Munda - Vs - Chairperson NCTE & Ors in the Hon’ble High Court of Jharkhand at Ranchi. As per direction of the Hon’ble High Court of Jharkhand, the said institution was inspected by the NCTE Hqrs., New Delhi under section 13 of the NCTE Act 1993 and Rule 8 of NCTE Rules. The ERC in its 191st meeting held on 14th -15th July, 2015 considered the matter and as decided, a Notice dated 30.07.2015 was issued to the institution on the following ground: (i) As per the faculty list submitted lecturer in Physical Education, Music are shown part time which is not permissible as per new Regulation 2014. The institution is required to appoint them as regular basis. Reply in response to ERC’s Notice dated 30.07.2015 has not been received till date and the institution is still deficient on the above ground. In view of the above, the Committee decided as under: The Committee is of the opinion that recognition granted to B.Ed. course of the application bearing Code No. APE00722 is withdrawn under section 17(1) of NCTE Act, 1993 from the next academic session. (B.Ed.) (Private) (Vinoba Bhave University) (Code No. APE00819) The institution was granted recognition for conducting B.Ed. course vide order dated 28.02.2008 with 100 intake from the academic session 2008-2009. A Public Interest Litigation vide W.P. (PIL) No. 327 of 2011 has been filed by Shiv Shankar Munda - Vs - Chairperson NCTE & Ors in the Hon’ble High Court of Jharkhand at Ranchi. As per direction of the Hon’ble High Court of Jharkhand, the said institution was inspected by the NCTE Hqrs., New Delhi under section 13 of the NCTE Act 1993 and Rule 8 of NCTE Rules. Accordingly, a Notice dated 01.05.2014 was issued to the institution by NCTE HQrs., New Delhi on the following grounds: (i) In view of the dispute between two groups of the Managing Committee, it needs to be decided whether Mr. R.N. Singh has the authority to submit application for shifting of premises on behalf of the institution and its Managing Committee. The matter is sub-judice. In any case, since the College has not been functioning since the session 2011-2012 and Shri R.N. Singh applied for shifting of premises only on 13.06.2012, the request need not be considered. (ii) The institution located at Karmatand, where recognition was granted, is neither entitled nor equipped to run the B.Ed. programme. Reply dated 28.05.2014 received from the institution in response to Notice dated 01.05.2014 is not satisfactory and the institution is still deficient on the above grounds. In view of the above, the Committee decided as under: The Committee is of the opinion that recognition granted to B.Ed. course of the application bearing Code No. APE00819 is withdrawn under section 17(1) of NCTE Act, 1993 from the next academic session. Tathagat Teachers Training College, Plot No. 498, 500, Vill-Jorapipal, PO-Kalyanpur, 4. 244.17.4 Dhanbad, Jharkhand. (B.Ed.) (Private) (Vinoba Bhave University) (Code No. APE00508) The institution was granted recognition for conducting B.Ed. course vide order dated 08.09.2005 with 100 intake from the academic session 2005-2006. A Public Interest Litigation vide W.P. (PIL) No. 327 of 2011 has been filed by Shiv Shankar Munda - Vs - Chairperson NCTE & Ors in the Hon’ble High Court of Jharkhand at Ranchi. As per direction of the Hon’ble High Court of Jharkhand, the said institution was inspected by the NCTE Hqrs., New Delhi under section 13 of the NCTE Act 1993 and Rule 8 of NCTE Rules. The ERC in its 174th meeting held on 5th August, 2014 considered the matter and as decided, a Notice dated 13.08.2014 was issued to the institution on the following grounds: (i) Faculty list in original signed by the Registrar of the concerned university is to be submitted. (ii) The institution has not submitted the renewed/converted FDRs of Rs. 5 lakh and Rs. 3 lakh in the joint name of institution and RD, ERC, NCTE, Bhubaneswar.
