A BRIEF NOTE OF TEACHER EDUCATION SCENARIO IN RAJASTHAN EDUCATIONAL PROFILE OF RAJASTHAN Rajasthan is the largest state of India with 3.42 lac square Kilometer of area. Though it has the largest area, great tradition, rich and colorful customs and culture and poor education facilities, even than in recent times the education scenario of Rajasthan has changed, yet it has still to do a lot to improve the situation related to education. As per the 2011 Census, Rajasthan has recorded literacy rate of 67.06% which is 28.51% higher than 38.55% in 1991. Rajasthan achieved the record literacy rate during last 20 years. Female literacy was increases from 20.44 % 1991 to 52.70 %. 2011, it shows the growth rate of 32.26 % which is higher than the national female literacy growth rate of 26.25% during last two decades. Similarly during last two decades the male literacy rate has grown up to 25.51% and in total the growth rate increased up to 28.51% respectively. Position of Elementary, Primary and secondary School Education: Indian Constitution provides free and compulsory education to the children in the age group of 6-14 years, but still most of the children of low socio- economic status fail to pursue their education, as such efforts are being made to increase retention of children in schools and increase the enrollment by opening new primary schools in the state. The state hopes to achieve the Target of globalization of elementary Education with greater vigour after enactment of R.T.E Act. There are over 12 million children studying in 1-8 classes. The state is making a concentrated effort to reduce the level of drop out and to ensure that all children enter into classes. At present there are 6584 secondary and 3571 senior secondary schools (Private and government) functioning in the State with a total of 1.75 million students in the age group of 14-17 years, which are affiliated to RBSE/CBSE). New schools are opened as per increase in intake. Teacher Education in Rajasthan: The elementary teacher education programme offers a two-year teacher education course called BSTC (Basic School Teaching Certificate) DIETs and STC schools (approved by NCTE) conduct this training under the Department of Elementary School Education. The 100% admissions are made through a pre - test to be conducted by a state university. The Secondary teacher education programme offers a one year teacher education course called B.Ed. / M. Ed. Secondary Teacher education colleges in Rajasthan are approved by NCTE and affiliated to respective universities of Rajasthan. All 100% Admissions to the B.Ed. programme are made on the basis of a state level admission test called Pre Teacher Education Test (PTET) conducted by a state university The fee prescribed for the course is Rs.22, 400/- as per the Rajasthan state Government Norms. There is no payment seat for the course. There are 779 secondary teacher education colleges in Rajasthan till date. As part of qualitative improvement in teacher education programme under NPE 1986, MHRD upgraded 4 colleges of Rajasthan to IASEs and 8 colleges to CTEs. Main Universities of Rajasthan In the higher education sector, at present, sixteen state universities are functioning including eight in general education and rest other are professional universities, these are in addition to six university level institutions. Academic and administration policies of the state government on higher education: The state policies allow opening of higher education institutions in Art/Science/Commerce education streams, besides allowing opening of engineering, management, medical, ayurvedic and similar professional colleges, but there is a blanket ban of opening of new teacher’s education institutions. In view of large number of teachers colleges in the Udaipur city, no new B. Ed. college can now be opened. However, from the year 2017-18, the government has decided to allow to open new B. Ed. colleges in the tehsils, where there is no teacher’s training college and also allowing existing colleges to apply for M. Ed; B. A. / B. Sc. - B. Ed courses. The state act allows opening of the new private universities as per conditions laid down by the UGC/central government. There is no involvement of the government in self financing colleges except to grant initial permission for starting new courses, all academics are controlled by the affiliating university including recruitment of teachers, inspection and academic regulations/rules.
