He gained his PhD at Universität Leipzig in 2008 with a theoretical work on collective memory and the social construction of reality. He has led a research project on the German-Jewish philosopher Moritz Lazarus at the Institute for the Study of Culture, Universität Leipzig, and the Minerva Institute for German History, Tel Aviv University. He has also worked as a research associate at the Gedenkstätte für Zwangsarbeit Leipzig (Leipzig Memorial Centre for Forced Labour), at Universität Leipzig and at the Zentrum für Antisemitismusforschung, Technische Universität Berlin. Facts & Findings OCTOBER 2015 NO. 182 How “Islamic State” Recruits Fighters in Germany Approaches to Effectively Preventing Islamist Radicalisation Thomas Volk Key Points n There are over 7,000 Salafists living in Germany. Over 700 people have travelled to “IS”-controlled territory in Syria and Iraq from Germany, and over 100 have died there. The number of “IS” returnees is on the rise. n The reasons for joining “IS” are varied. They can be of a psychological, political, sociological or ideological nature. Many women and converts are joining “IS” from Germany. n In Germany, “IS” is recruiting via the Internet, in the environment of some mosques as well as in youth, leisure, sports and penal organisations and institutions. Salafism is a dynamic outhy and protest movement. n It is important to have a coordinated program for preventing Islamist radicalisation. A historical-critical exegesis of the Quran, an expansion of Islamic religious education in schools, increased use of German as the medium in which sermons are delivered in mosques, employment of more Muslim chaplains, as well as websites aimed at young people that promote considered Islam can counter the alarming trend of increasing Islamist radicalisation. More important than knowing who you are is knowing what you can 2 | Islamism – do and what you cannot do”.1 This exhortation does not represent words of wisdom Political ideology from a philosophical textbook or an excerpt from one of the numerous books giving with numerous strains advice on how to live a good life in an increasingly complex world. -

This religious education is provided at any school in North Rhine-Westphalia attended by at least 12 students of the particular confession (NRW School Law III, 31, 1). The majority of Muslims living in Germany, the Turkish Alevi minority being the exception, are not yet considered to constitute a legally recognized religious community, and therefore, do not have a right to confessional religious education (Kaplan 2008). In 1999, North Rhine-Westphalia launched an Islam instruction school trial as an interim solution. It differs from confessional religious education in that it is fact-based rather than faith-based (Ucar 2007). There have been several studies on the acceptance of this interim school subject by the Muslim community (e.g., Kiefer 2005, Ucar 2006). In contrast, my study asks: What do people see as the socio-political goals of the school trial and are they being accomplished? I interviewed political/government officials, representatives from the Muslim organizations and Churches, and principals and teachers from two schools partaking in the school trial and from one school which is not. -

Public debate in Germany is characterised by a running discourse about the place of Muslim life and whether Islam belongs to Germany. The societal context for this development includes discussion about migration and coexistence in society, racist attacks on refugees and migrants, right-wing populism in many European countries, and heightened security discourses in the light of acts of violence by Isla- mist organisations.
