Office of the Director of General Education , Higher Secondary wing Housing Board Building Santhi Nager, Thiruvananthapuram CG & AC -2/2601/2019/HSE Date:25/10/2019 CIRCULAR Sub: Student Centric Activities- Guidelines for implementing activities under Souhrida Club – reg Ref: G.O(Rt) 1995/2019/GEdn/ dated 29/05/2019 Adolescent counseling and Health Care Programme is a unique, novel and innovative programme conceived and launched by the Department of Higher Secondary Education. This programme is implemented in schools through Souhrida Clubs, at present 1387Souhriuda Club are functioning in the state. A) Aim of the Souhrida Club The aim of the Club is to improve the physical, academic, social and interpersonal skills of the adolescents and lead them towards a successful adulthood. Souhrida Club assures a platform for the students to express their problems frankly. Privacy and transparency are two key factors of Souhrida Club. 1. Objectives of the Souhrida Club The activity oriented objectives are enable self‐development and empowerment of Adolescents spread awareness among them about health, hygiene, nutrition, Adolescent Reproductive and Sexual Health , and family and child care; upgrade their home‐based skills and life skills 1. A teacher who is selected as Co‐ordinator of the club has been given training for conducting the activities of the club. List of trained teachers are attached as Principals are directed not to change the trained Co‐ordinator for a minimum period of three years. 2. Principal of the school is convene a special staff meeting and discuss the aims, objectives and activities of Souhrida Clubs among the staff. Activities of the club is to be conducted with support and participation of all staff of the school. 3. Class Convenors and School Convenors:Two students from each class to be selected as Class Convenors. If the Class contains both the boys and girls, One Convenor from boys and one from girls to be selected from each class. Two School Convenors is selected for each school from Class convenors. One of the School Convenors mandatory to be male and other is female. 4. Volunteers : Souhrida Co‐ordinator can select students as volunteers for implementing the activities of Souhrida Club in their school. The minimum number of volunteers are 25 and maximum is 50 in a school. Representation of students from all class is ensured and both the genders are included. Souhrida Co‐ordinator is maintain a register containing the name, address, contact number and other basic details of volunteers. A page of the register is devoted for one volunteer. Details of activities engaged by the student in each programme to be noted in the register. After the completion of the higher secondary course in the school, a certificate can be issued to the volunteer on the basis of the activities participated. A volunteer is eligible for a certificate if he/she participates in minimum number of five programmes in a year. The certificate is duly signed by the Principal and Souhrida Co‐ordinator of the School. 5. Activities to be taken up by the Volunteers Group. Each School has to taken up one programme during each month and it has to be implemented in the school with the volunteers of the Souhrida Club. List of programme that should be taken up during the academic year is given below: Souhrida Co‐ordinator select one programme for one month and so on. a. Women Empowerment b. Environment Protection c. Child Rights/Human Rights d. School Cleaning e. Charity related activities f. Innovative Programme by the School 6. Souhrida Vedi ( kulrZthZn) should be constituted with following members Principal – Chairman Trained teacher ( Co‐ordinator)‐ Convenor Class convenors‐ members PTA President‐ Member Staff Secretary of Higher Secondary – Member Two teachers nominated by the Principal‐ One is male and other is female. Souhrida vedi will work as the executive committee of the Souhrida Clubs. Souhrida Vedi should be convened once in every month. Souhrida Co‐ordinator should keep the minutes of each meeting. 7. A Drop Box is arranged at school for students to drop their grievances / problems in their home, class or any other area. The Drop box is placed in the school at a place which is easily accessible to all students. There are facilities for students to use Drop Box unnoticed by other students or staff members. Co‐ordinator in the presence of the principal to open the Drop Box on every Mondays, Wednesday and Fridays. Grievances/problems of the student received from drop is entered in a register with date and signature of the Principal and Co‐ordinator. Principal is ensuring that the problems raised by the students through Drop Box are not discussed openly among the staff and students. Action is taken to find solution for the issues raised by the students through DROP BOX. Action Taken on the issues is also being noted in the Register. 8.SOUHRIDA DAY CELEBRATION: International Children’s Day (November 20) is celebrated as Souhrida Day. This year department has selected Life Skills as area of intervention. 10 LIFE SKILLS selected by World Health Organizationthat are required to deal with the demands and challenges of everyday life are practiced by the students during the year. As part of celebration, Principal and Souhrida Co‐ordinator is organizing special programmes on LIFE SKILLS in the schools. Entire day is devoted for the Souhrida Day Celebration with the participation of all students in the school. a. As part of celebration, each class should select one LIFE SKILL and prepare a skit on the basis of assigned LIFE SKILL. b. A presentation of the skits on Life Skills by the students from all class should be arranged in the school on the school ground or auditorium. c. Principal should take initiative for conducting the programme with the association of all students and teachers in the school. d. Best class which presents the skit should be awarded e. Souhrida teacher should support the group in presentation of SKIT on Life Skills. Only subjects related to LIFE SKILLS should be included in the skit. f. An amount of Rs.1500/‐ will be allotted to each school for conducting the programme. 9. Three Days Residential Training programme for School convenors will be arranged on Educational district wise. Souhrida Co‐ordinator selects one Girl student and One Boy Student for attending the Training Programme. Principals are directed to ensure that School convenors have attended the training programme in time. Expenses related to the travel of the student to the venue and back should be met from the PTA Fund. 10 . The honorarium for the Souhrida Co‐ordinator will be issued along level activities. Principal should disburse the honorarium only after the completion of all programmes in the school. 11. The schools that have not submitted the Annual Report and Utilization certificate at time, the allotted fund will be reimbursed from the Principal 12. If the Co‐ ordinator conducts counseling or any other intervention details of such intervention should be recorded in a register. Co‐ordinator is the Custodian of the Register. (INTERVENTION REGISTER) 13. If the problem identified by the Souhrida Co‐ordinator is not coming under the limit of school, it can be referred to Child Line or Mahila Samakhya Society and the matter should be reported to the Career Guidance Cell immediately. 14. If any Club has availed the support of Help Desk promoted by the Mahila Samakiya Society or Child Line in the School, details of such interventions made by the should be recorded in the intervention Register. 15. If any student reports any type of sexual abuse or exploitation which comes under the POCSO Act (Protection of Child Sexual Offences Act) the case should be dealt as per the provisions of the Act. 16. Allotment of fund to each school for Souhrida Club activities will be dispatched from the Directorate shortly. Principals are advised not to wait for the fund from the Directorate to start the activities of the Souhrida Clun. They can start the activities of the Souhrida Club by taking advance from the PTA Fund which should be replaced on receiving the fund from the Directorate. 17. Amount allotted to schools should be fully utilized before 31 December. If the sanctioned amount was not fully utilized due to unavoidable circumstances, the balance amount should be refunded before 31 st March and matter has to be reported to the State Co‐co‐ordinator with an explanation for not utilizing the amount. 18. A Consolidated Report of the activities of the Souhrida Club for the academic year should be submitted to the Director Format of the Report will be published in the dhse portal. 19. Principal should allot one room in the school ( if available) for Souhrida Club and Career Guidance units for conducting their activities. 20. All Souhrida Co‐ordinators should maintain following registers/ Files a. Activity Register‐ To record the details of the programme conducted by the unit b. Minutes Book of Souhrida Vedi‐ To record the minutes of the meeting of Souhrida Vedi c. Intervention Register to record the interventions made by the Souhrida Coordiantor d. Drop Box Register – To Record the issues received from the Drop Box e. Accounts Register –To record all the accounts of the Souhrida Club f. Documents File – To file all the documents related to the Souhrida/Career Units 21.
