A consultant team headed by Brandstetter Carrol, Inc. was retained to assess Park infrastructure and develop recommendations on needs and costs. The portion of the study that assessed infrastructure has been completed. When the assessment is fully complete at the end of Kara S. Kish the year, the study will also include an assessment of Krohn Director Conservatory, with case studies of other regional conservatories, and Jenny Mobley updated costs associated with projects depicted in the 2007 park Deputy Director master plan. This estimate is comprised of $60,820,827 in direct costs, a Division Manager 10% contingency, and a 12% allocation for design and engineering. Of Steven L. Schuckman this total, over $22 million is required to address assets in Fair Division Manager condition (recommended to be renovated/replaced over a two to four Craig Sherman year period) and over $11 million is required to address assets in Poor Division Manager condition (recommended to be renovated/replaced over a one to two year period). The remaining infrastructure costs represent assets in Good or Excellent condition and which may only need minor repairs in the near future and are not likely to require greater levels of work for at least five to ten years or longer.

The study calls to attention the need for an annual allocation of funds totaling $550,000 to address unscheduled infrastructure repairs associated fountains and water features, emergency damage and 950 Eden Park Drive Cincinnati, Ohio 45202 vandalism, and emergency utilities maintenance. Findings

The study was used by Staff to inform the recommended FY2022 and 2023 Capital Budgets. Focus was placed on assets categorized in Poor or Fair condition, as well as consideration for whether or not an asset should be restored.

Future considerations should include development of a long-term strategy to address infrastructure needs within Cincinnati Parks.

PROGRESS REPORT #5 CINCINNATI PARKS INFRASTRUCTURE ASSESSMENT CINCINNATI PARK BOARD PROJECT NO. 19087

November 24, 2020 The following report summarizes the progress to date and methodology. A more detailed summary report of the findings is being prepared. I. INTRODUCTION This study assessed the Cincinnati Park Board park system's facilities and infrastructure to determine capital improvement needs, priorities, and costs. The study results will drive future capital improvement budgets and provide the levels of need and urgency for repairs, renovations, and replacements. The CPB has an aging system and facilities which host large numbers of users. Therefore, it is critical to perform this assessment to get a firm handle on the expanse of the capital needs to bring the system up to current standards for safety and to avoid further deterioration.

THE PROJECT TEAM: The following firms were part of the Assessment Team • Brandstetter Carroll Inc – Prime consultant and assessment of roads, parking, curbs, slide areas, and concrete ponds. • Human Nature Inc. – Site assessments of walks, playgrounds, site furniture and amenities, plazas, and more. Also in the updating of costs from the 2007 Centennial Master Plan. • GOP Limited – Structural Engineering assessment of walls and structures. • E2M Engineering Inc. – Assessment of mechanical, electrical, and plumbing engineering for structures, sites, and site lighting. • TEC Engineering Inc.– Calculation of areas for roads, parking lots, walks, steps, and plazas. • Brownstone Design Inc. – Will prepare the final report graphics.

II. THE ASSESSMENT PROCESS

INITIAL COORDINATION MEETING - The process began with a coordination meeting of the BCI Team and CPB Staff to discuss specific issues to be assessed as part of the process.

PREVIOUS STUDY REVIEW - The Team then reviewed previous studies and information provided by the CPB staff prior to performing the assessments. a. 2007 Centennial Master Plan b. Previous Capital Improvement Plans c. 2002 Park Structures Assessment d. Infrastructure records and needs e. ADA facility and site assessments by the ADA Transition Team f. Individual park and facility master plans to update and determine costs for: 1) renovations and additions 2) Nature Center upgrades

GIS MAPPING Sites were mapped to illustrate GIS information available, such as the property boundaries, structures, walls, walks, roads, parking, fences, and some limited utility information available through GIS and provided by CAGIS. A GIS map was prepared to illustrate the current CPB parks and parks by others to assist the Team in locating the parks to be assessed. GIS, Google Earth, and other methods were used to estimate the surface area of roads, parking lots, plazas, and walkways prior to field visits.

CPB ARCHIVES REVIEW The Team spent two days in the CPB archives searching for floor plans, construction drawings, and utility plans to assist in the effort.

FACILITIES INVENTORY The Team prepared a detailed spreadsheet of the sites and facilities provided at each site that needed to be assessed. Sites with no facilities or that were operated by the Cincinnati Recreation Commission or Great Parks of Hamilton County were omitted from the assessment list.

SITE AND STRUCTURE ASSESSMENT VISITS A. One group assessed the roads, parking lots, and curbs. B. Another group assessed the playgrounds, walks, site furniture, ADA access to facilities, and other site elements. C. Another group assessed the structures, including comfort stations, pavilions, shelters, nature centers, offices, lodges, and more. D. Another group assessed the concrete ponds. E. An aquatic engineer analyzed the fountains. F. These Advance Teams identified problem areas that needed further analysis by the Structural Engineers (walls and structures), Aquatic Engineers (for fountains), and Mechanical, Electrical, and Plumbing (MEP) Engineers. These included park lighting, plumbing, and electrical issues in specific structures, retaining walls, the fountains and water features, and areas known for potential slides.

FACILITY QUALITATIVE ASSESSMENT CHECKLISTS were prepared by each discipline as part of an interdisciplinary team at each site. A. Aspects that were inventoried and evaluated on the Qualitative Assessment Forms included: 1. ADA compliance of structures and site 2. Structures: a. Size and conditions by room b. Structural condition c. HVAC d. MEP conditions e. Roof f. Walls, floors, and ceiling g. Interior surfaces h. Circulation i. Security j. Utilities k. ADA 3. Site: a. Parking and access – roads and curb b. Security c. Lighting and electric power d. Utilities e. Stormwater system condition f. Retaining walls g. h. Site furnishings i. Concrete lined ponds j. Playgrounds and surfacing k. Land management (erosion control and hillside management) l. Signage and wayfinding B. STANDARD UNIT PRICES – Following the assessments, the Team prepared a list of the most common improvement costs to be used in the cost estimating process. C. FACILITY CONDITION RATING - The Team used the forms to document the condition, cost to repair, and priority level for each of the above. The cost to improve each issue was prepared. The forms used the following categories to identify inventoried items: • Excellent – New / well maintained condition; no improvements anticipated within ten years • Good – Minor wear; minimal improvements needed; should be re-evaluated after five years • Fair – Significant wear / damage; needs repair; should be repaired or replaced within 3-5 years; asset functions now but is near the end of its life cycle. • Poor – Needs replacement or renovation; should be repaired or replaced within the next two years; reasons for this ranking include: • Unsafe conditions • Threat of further deterioration • Lacking in ADA Accessibility • Unsightly condition • Replacement parts not available D. PHOTOGRAPHS - Photographic analysis was used to document the conditions of each facility. E. COMBINED ASSESSMENT FORMS - BCI consolidated the various evaluations into a separate Excel spreadsheet for each park (with tabs for the various disciplines). For larger sites, tabs are included for individual areas. A separate form was completed for each structure. F. COST ESTIMATES - These evaluation forms provided the foundation for a comprehensive spreadsheet identifying the costs for each type of facility. This table is sortable by facility type, condition level, and park. Most costs are based on the cost of upgrading to current standards. In the case of underground utilities where the condition could not be determined without use of video cameras in the pipes, overall replacement cost was ascertained using type and size of the existing utilities. The Civil Engineers typically recommend municipalities use the cost of the new infrastructure divided by a 50-year life to budget for annual utilities replacement. Due to the age of the CBP system, the estimates prepared include 15% of the replacement cost for those items to be replaced or repaired over the next ten years. G. FAIR AND POOR CONDITION ITEMS - The Team also prepared a spreadsheet to highlight the items that were identified as “Fair” or “Poor” with the replacement/improvement values for each. H. 2007 CENTENNIAL MASTER PLAN UPDATE COSTS – The Team met with CPB staff to discuss the recommendations from the 2007 Centennial Master Plan to identify the improvements that have been accomplished and those that still need to be implemented. Additional improvements desired by CPB but not outlined in the 2007 Plan were also identified. These additional costs are currently being updated.

III. FINDINGS AND COST SUMMARY

OVERALL FINDINGS The current cost to improve existing infrastructure is estimated at $60,820,827. This includes over $22 million in the ”Fair Condition” category and over $11 million in the “Poor Condition” category, meaning this is the amount needed to bring existing facilities up to a safe and functional state or to avoid further deterioration. Overall, the Team’s analysis finds that those facilities used for their intended purposes are in very good condition. However, there are significant issues with those facilities which are no longer used and are not maintained. For example, Inwood Pavilion is over 100 years old and a former pool bathhouse and pavilion. Since the removal of the pool a function and use for the space has not been determined. As a result, the facility has fallen into disrepair to the point that it will take significant renovation to save the historic structure. As another example, former concession stands that are now used for storage have considerable structural degradation.

ANNUAL BUDGET ITEMS In addition to the infrastructure needs identified by the Team for this report, the following amounts are recommended to be budgeted annually to cover anticipated costs based on expenses CPB has historically incurred. • Fountains and Water Features $250,000 • Emergency Utility Maintenance $150,000 • Emergency Damage / Vandalism $150,000 METHODS AND FINDINGS

A. ROADS, CURBS, AND PARKING TEC Engineering performed a review of CAGIS, Google Earth, and other sources to identify the quantities of various types of pavement, including for roads, parking lots, walks, steps, and plazas. The BCI Team supplemented this data with scans of site plans from the CPB archives and charts from CPB. Maps of each park were prepared and used for field inspections. Notes were taken in the field as well as photographs. In some cases, Google aerial mapping and Google Street View images were reviewed after the field investigations were completed.

These surfaces were ranked as Excellent, Good, Fair, or Poor. Unit price data came primarily from local municipal paving programs and were used to estimate the cost of the appropriate necessary work. This method has been used successfully by BCI for many years to plan annual street paving programs and to apply for grants where appropriate. The costs included on the assessment forms are for those elements rated as “fair” or “poor” and which will need either replacement or repairs in the next few years. The provided tables include the quantities of all roads and parking lot areas.

B. UTILITIES The utility data collection primarily included length, diameter, material type, and age using a combination of CPB’s records and available CAGIS data. In some cases, the age is estimated from building permit records. For parks that have one facility on site and no available mapping CAGIS records were used to estimate the length of the water service and sewer lateral . The extent of the services was estimated using the facility’s use and size. The quality and condition of the utilities is difficult to identify without testing and the use of cameras in the pipes, methods that were beyond the scope of this assignment. Also taken under consideration is the fact most utility lines have a 50-year life span - many of the CPB parks are well over that 50 year limit. Typical construction unit pricing was used to calculate total replacement cost. A cost equal to 15% of the total replacement cost was added for areas which may need repairs or replacement over

the next ten years. Parks that are newer or have had utilities replaced were omitted from the formula (e.g., Westwood Town Hall, Washington Park, and Smale Riverfront Park). It should be noted that age is not the primary factor for determining when an underground utility should be replaced. Pipe material dating as far back as the1920’s and 1930’s is often higher quality then post WW II materials and workmanship. Additional factors to consider include ground conditions, soil type, and vegetative growth above the utility. Past performance is a good indicator of need. This makes it critical that CPB personnel maintain accurate repair and replacement records, including the type of failure. For example, a longitudinal failure along the crown of a pipe has different causes than failures at a joint. Whenever major reconstruction or new paving takes place in a given park, video inspections of underground pipe should be conducted. Experience has shown that an underground utility replacement is 25-30% less expensive if completed in conjunction with a paving project.

C. CONCRETE PONDS The CPB system has four concrete ponds. Two are at Eden Park and one each at Inwood Park, and . The pond at has a natural bottom. The BCI Team reviewed each pond in the field. The general observation is that wall repairs are needed now and periodically moving forward, as well as regular caulking of the joints. To estimate the number of joints, BCI determined the number and length of joints using CPB archive drawings, Google Earth images, or CAGIS mapping for Rapid Run Park. Because it is under the jurisdiction of Cincinnati Waterworks, a cost for Mirror Lake was not identified. Based upon the area of the ponds, the Team calculated a linear foot of joint per square foot of concrete area and identified a linear foot of side wall. BCI successfully uses this method to determine the footage of cracks in asphalt and concrete pavement on large areas such as airport aprons, taxiways, and runways. Typical repair unit price data was applied to these quantities.

D. SLIDE AREAS The BCI Civil Team completed site visits at five parks selected by CPB Staff:: • Fairview Park • Burnet Woods • Eden Park • Hill Street Park • Theodore Berry International Friendship Park • Mt. Storm Park At each site the length of the apparent slide area was measured and to the extent possible the downslope condition was also reviewed to obtain a better idea as to the type and depth of the slope failure. Except for Friendship Park, each is generally typical of the type of slope failures in southwest Ohio encountered along the Ohio River valley. Using recent unit costs from other similar BCI projects an average linear foot cost was determined for a drilled pier wall with concrete plug piers. The previous project at Friendship Park was extensive. The Team’s understanding is that these are tie back walls the cost of which may vary significantly. In summary, lacking more detailed geotechnical information and engineering analysis, the estimates included for these projects is an order-of-magnitude estimate.

E. WALLS All walls identified in CAGIS and those identified by CPB Staff were visited in the field by a Structural Engineer and rated on the assessment forms. All walls with a “fair” or “poor” rating have an associated cost. Walls needing immediate attention include some at Eden, Inwood, Jackson Hill, and

Mt. Airy Forest. Walls needing to be planned for repairs (rated “fair”) are found at Alms, Bettman, Eden, Fleischmann, Hoffner, and Theo Berry International Friendship Park.

F. STRUCTURES A collaborative approach was used on the structures. The Advance Team included an architect or construction administrator together with a staff person from CPB who could access locked areas and provide insight of known conditions. The Team documented external conditions (roof, walls, windows, doors, etc.) and size, materials, and condition of each room in buildings with multiple rooms. Where conditions warranted, a follow-up visit by the Structural and MEP Engineers allowed expanded documentation of the conditions and systems. The Structural and MEP Engineers documented the condition and cost for each improvement required. The Architects and Construction Administrators documented the conditions but gave the structure an overall condition rating. They also applied a square foot cost (using the Unit Cost Table) for the entire structure rather than the individual elements. Costs are based upon the extent of the repairs required.

G. SITE FURNITURE, WALKS, STEPS, FENCES, PLAYGROUNDS, SWINGS, AND PLAY SURFACES This group included Landscape Architects from Human Nature and Brandstetter Carroll Inc. who visited every site to document the conditions of site elements. Using digital sources, TEC Engineering identified and quantified the amount of steps, walks, fences/railings prior to site visits. Qualitative assessment was then performed on site. All facilities were documented, rated, and costs assigned. The previously-conducted ADA assessment was reviewed to determine known conditions and deficiencies. To ensure ADA accessibility, in places where walks to various features exceeded a 5% slope or 2% cross slope the amount of walk needed to be improved or added was identified and included in the cost. These costs are identified on the Assessment forms.

SUMMARY COSTS The table on the following page summarizes the anticipated costs by project type.

STUDY LIMITATIONS A. This project does not include the more than 65 miles of trails in the system because CPB Staff will assess those facilities. B. Also, this project does not include forest/landscape improvements or natural resource management recommendations. C. Utility information was based upon existing GIS mapping provided through CAGIS, as well as a review of scanned site plans from the CPB archives. Some of the GIS mapping for utilities was limited to the public right-of-way. In these instances, the scanned site plans were searched. If none were available, the team estimated the age based on the date of the park and surrounding neighborhood development. D. The costs represented in this analysis are for improvements to existing infrastructure. The cost of implementing the recommendations from the 2007 Centennial Master Plan and other planned improvements are in the process of being updated. The Master Plan Update will address these implementation costs plus costs associated with the ongoing Equity Analysis being performed by CPB Staff.

The Park Board's FY 2022 and 2023 Capital Budget requests are due

to the City on Friday, December 11. This two-year request is then reviewed by the City Budget Office. A Capital Budget recommendation

from the City Manager is submitted to the Mayor in May, followed by the Mayor’s recommendation to City Council. Parks will have an opportunity

Kara S. Kish to present and defend the budget request to the City Council’s Budget Director & Finance Committee in March. Public budget hearings generally occur

Jenny Mobley in early June, and City Council adopts a final Capital Budget by July 1st. Deputy Director

has been prepared to request $4,563,500 for FY 2022 with exceptions in the amount of $261,000 and $4,775,500 for FY 2023 with exceptions

in the amount of $530,000. This is an accurate reflection of the capital needs in Cincinnati Parks. (See attachment A)

Overview

The recommended FY 2022 and 2023 Capital Budgets have been constructed in consultation with the following documents: • Recommendations from the Infrastructure Study - assets listed in Fair or Poor condition (See attachment B) • Capital improvement priorities framework (originally reviewed by the Board in December 2019, included with slight modifications) (See attachment C) • Community budget requests (See attachment D) • Current budgeted projects (See attachment E) • City map of Parks and public greenspaces with 10-minute walk zones (See attachment F) - An initial document to be utilized in the Park Equity Study currently underway • Division of Planning & Design staff structure • The Park Master Plan

Staffing

Staff reimbursements are included in the Capital Budgets totaling $893,000 in FY 2022 and $910,000 in FY 2023. The Division of Planning & Design includes a Division Manager, Principal Architect, Senior Engineer (vacant), Landscape Architect (vacant), Senior Engineering Technician, Engineering Technician III, Clerk III.

Projects

The recommended budget included Base Infrastructure Projects and Enhancement Projects These projects are captured in the following categories: Buildings, Water Features, Circulation, Utilities, Structures, Playgrounds, General ADA Work, and Design/Planning.

Base Infrastructure Projects are recommended to remove safety hazards, and renovate/restore/replace deteriorated infrastructure elements including buildings, utilities, retaining walls, roads, walks, steps, playgrounds, furnishings, and park sites. Base Infrastructure Projects include specific projects and sites derived from the Infrastructure Study as well as projected annual costs for addressing utility needs such as breaks in water and sewer lines which cannot be anticipated and annual costs for other emergency infrastructure needs such as correcting damage to buildings and retaining walls and other structures due to accidents, vandalism, and storms. Enhancement Projects are projects to improve park facilities and sites that enhance their usefulness and better serve park visitors.

The preliminary findings of the Infrastructure Study performed by Brandstetter Carroll, Inc. found $60.8 million of capital improvement needs. When contingencies and soft costs, such as engineering and design are added, the total rises to $74.9 million. The study recommends that assets determined to be in Poor condition should be addressed within a one to two year period and assets determined to be in Fair condition should be addressed within two to four years. Assets in Good condition should generally be addressed in five to ten years, and assets in Excellent condition are not likely to need repairs or replacement for at least the next 10 years presuming regular maintenance continues.

Assets in Fair condition are estimated to cost $22.3 million. Renovations and replacements of assets in Poor condition are estimated to cost $11.4 million; totaling $27.1 million and $13.9 million respectively when contingences and soft costs are included.

Staff have been extremely diligent when reviewing assets in Poor or Fair condition, to consider the removal of the assets rather than renovation/replacement. Removing an asset which no longer serves its intended function or is unfeasible to repair will reduce the overall costs to address the capital needs of the system. An example of an asset identified for removal is the former bath house and shelter at Owls Nest Park, which is in poor structural condition and has not served an active function in the park for years.

Staff have also been proactive to identify capital improvement needs which can be addressed in FY 2022 with appropriate restricted and Commissioner funds. (See attachment A at bottom of FY 2022 page). These include Krohn Conservatory upgrades, replacement of the Geier Esplanade decorative fence, Smale Riverfront Park repairs, and work at Bettman Nature Center. The Commissioner funds are also an ideal source for funding the ongoing needs for park furnishings as picnic tables, benches, grills, trash receptacles, and signage (previously funding through Capital Budgets).

Upon review of the recommended budget, several stories and focuses begin to emerge: • Accessibility - Eliminating remaining barriers to access and enhancing access • Playgrounds - At least two aging playgrounds are to be replaced each year with new accessible equipment with greater play value • Mt. Airy Forrest - Several projects in Cincinnati’s largest park are included such as new ADA improvements in several areas, a plan for the Arboretum, the Beginner Bike Skills Park in Area 23, and added parking at the entrance of the Mt. Bike Trail. • Krohn Conservatory - Facility improvements will enhance the safety and usability for staff and visitors • Roadways - Repave deteriorating roadways as well as to put some on a "diet" in which paved areas are eliminated and greenspace is expanded • Utilities, Water Features, Damage and Vandalism - Strategic funding for emergency repairs will not impede other designated projects • Comfort Stations - Upgrading comfort stations including touchless fixtures to enhance public safety and accessibility • Restricted and Commissioners Funds - Proactively looking to alternative funding resources to fund capital needs • Staffing - A fully staffed Division of Planning & Design will enhance the capacity for project management and timely completion of projects

Future

There are several elements to the Capital Budget development process staff will employ in future cycles.

To best serve the needs and wants of a community or resident, Parks will initiate an annual process to capture, uniformly evaluate, and prioritize new community-driven capital project requests. Staff have created a set of graduated criteria to evaluate community project requests broken into three levels including an administrative review, a scoping review, and an investigation and technical review. The results of this process will provide a prioritized list of community-driven capital projects which will inform the development of Parks Capital Budgets. (See attachment G).

Staff have developed a proactive timeline for the Capital Budget development cycles to begin with the Update for the FY 2023 Capital Budget. This timeline will allow for the timely and immersive involvement by the Board of Park Commissioners. (See attachment H).

Staff are currently engaged in the development of a data-driven Equity Study to determine where there are gaps in parks and public greenspace. This data will subsequently serve to prioritize capital improvement projects and land acquisition needs to adequately serve all neighborhoods in Cincinnati. This study is being developed by the Division of Planning and Design in coordination with Parks’ GIS Analyst.

Future capital funding should include investment in the development of an update to the 13 - year old Park Master Plan and an update of the Krohn Conservatory Master Plan which dates from 1997. The Master Plan update is recommended to be funded from the Park Permanent Improvement Fund, which funded the last master plan. An updated Krohn Conservatory Master Plan is recommended to be part of the FY 2024 Capital Budget.

Recommendation

Staff respectfully requests the Board review and discuss the recommended Parks FY 2022 and FY 2023 Capital Budgets.

Should the Board choose to approve the budget at the Special Meeting, the budget will be submitted by the 12/11/20 deadline. Should the Board table approval to the December regular meeting on 12/17/20, the budget would be submitted on or after 12/17/20.

CAPITAL IMPROVEMENT PRIORITIES FRAMEWORK

Cincinnati Parks’ infrastructure requires constant capital improvements including maintenance, renovation, and systematic replacement of assets.

Available funding to address capital improvements is limited by availability of City funds often stretched thin due to a large number of capital priorities within the City.

To assist Parks in the development of Capital Budgets, the following framework serves as a guide to prioritize capital improvements.

In additional to funding sought through the Capital Budget, prioritized capital improvements can guide fundraising efforts of the Cincinnati Parks Foundation, narrow the focus on appropriate grants to pursue, and spark the development of collaborations and partnerships.

Prioritization of capital improvements must consider:

Infrastructure - Correcting/eliminating safety hazards - Halting/preventing deterioration of assets - Extending useful life of an asset - Repairing broken assets - Reducing maintenance costs - Conserving/renovating historic structures

NEIGHBORHOOD PARKS

Camp Washington/Valley Park - More/brighter lighting. The request stated that current lighting levels were inadequate to make people feel safe. Response: Denied. Staff observed that lighting levels currently appear adequate. New lights were added in 2019 at the request of the community.

Sayler Park/Sayler Park Square - Stage canopy and more picnic tables. The request is to design and construct a canopy over the existing “stage”. Response: Canopy Denied/Picnic Tables Approved: A canopy structure over this small stage in this small park is not merited given other pressing park needs. Other parks of this size do not have stage canopies. We built a concrete platform here a number of years ago that works well as their stage. We built a similar concrete stage a year ago in Kennedy Heights Park but there is no canopy structure there. The maintenance of an additional structure is also something we do not want to take on. A canopy was requested in the FY20-21 budget and the Board denied it at the time. New picnic tables will be installed and absorbed in the capital budget

California/California Woods Nature Preserve - Replacement signs. The current wood signs are deteriorated. Response: Approved: The signs will be repaired or replaced as needed and absorbed within the capital budget.

California - New riverfront park - The request is for a park along the river Response: Denied. Funding the acquisition of property and developing a park at this location is not a priority given Park's infrastructure needs. A new park in this small neighborhood would serve a relatively small population and a new park here is not in the Park Master Plan. Public river access is available in the adjacent Linwood and Columbia-Tusculum neighborhoods and CRC has a recreation site within the California neighborhood.

Mt. Adams/Eden Park - New stairway from park into neighborhood. The request is for a greater pedestrian connection between the Playhouse in the Park and the neighborhood. Response: Denied. Two sets of stairways and walks already exist at this location which links the Playhouse and Eden Park to Mt. Adams. A new pedestrian connection at this location is not necessary and would be an expense in a future capital budget that is not merited.

Kennedy Heights/Kennedy Park - Master plan for park expansion on to former school site Response: Approved. A master plan for the former school site is planned by the neighborhood for 2022. Once that plan is completed which will designate a part of the site for park expansion, Parks can develop a new plan for that part of the site in 2023. Park expansion at this location is in the Park Master Plan. The expansion of the park here would provide needed parking and development of a larger wetland.

Attachment D East Price Hill/Mt. Echo Park - Expanded parking lot to support new recreation facilities Response: Approved conditionally. If plans to expand recreation at this location are approved and funded by CRC, Parks can support a request to expand the parking lot in 2023 as a Budget Exception since the cost exceeds $200,000.

East Price Hill/Mt. Echo Park - New soccer field, futsal and pickleball courts (CRC primary respondent) Response: Depends on CRC response since CRC operates the existing recreational facilities on this part of the site (tennis court and ballfield) If CRC approves these new facilities and includes them in a future budget request, Parks would likely be supportive. Capital improvements proposed by CRC would have to also be approved by Parks. Initial CRC response is to deny this request.

Madisonville/Bramble Park - Master plan and new recreation facilities (CRC primary respondent) Response: Depends on CRC response since CRC operates the site. If CRC approves, Parks would be supportive. Any proposed CRC improvements on this site would also have to be approved by Parks.

Columbia Tusculum/City Bike Trail - Dog park at Carrel and Dumont Streets (DOTE is respondent) Response: Not Park property. DOTE should respond.

STREET TREES/URBAN FORESTRY

Pendleton - Replace trees and sidewalks. Response: Approved conditionally. Community will need to secure DOTE permit and DOTE approval for any sidewalk repairs or new sidewalk cut outs. Trees will be removed if the repairs require cutting of roots greater than four inches (per DOTE/Forestry policy). Forestry will work with the community to better understand the full scope of work and advise on a path forward.

Lower Price Hill - New trees and sidewalk replacement Response: Approved conditionally. Community will need to secure permission/approval from abutting property owners and DOTE to install any new sidewalk cut outs. Forestry staff met and worked to identify locations with community, who furnished GIS map of proposed locations. Forestry will continue to work with the requestees to see the project through.

West End - Street trees on Winchell Ave and screening of I-75 Response: Approved conditionally. Proposed street tree plantings (~30 trees) scheduled for planting on right-of-way. Forestry staff met with community to identify locations and will continue to work with community leaders to discuss project parameters with Public Services, who mows site, and ascertain from ODOT that no future interstate improvements would impinge on plantings.

South Cumminsville - Street trees on Beekman and Elmore and screening of industrial uses and I-75 Response: Approved conditionally. Community will need to work with Forestry to fully identify scope and location of project. If on ODOT maintained right-of-way Project will need to secure ODOT permit prior to planting. Forestry funds can not be spent outside of city owned ROW.

Park Improvement Community Request Program Overview

Often residents, park users or community organizations wish to approach the Cincinnati Park Board with ideas for park improvements. This request process was established to provide a uniform, transparent and objective process and criteria for Park Board Staff to review park improvement proposals and determine if the requested improvement should be developed further.

Under this process, individuals and groups may submit requests for park projects by July 1st of every year through an on-line request form. The Park Board staff will use a uniform set of objective criteria to review and score each request. After the proposal has been reviewed, the requestor will receive a written response indicating the disposition and, if applicable, what the next steps are. In addition, after the review the results will be reported to the Board of Park Commissioners.

Projects seeking Park Board Capital dollars are required to submit requests by July 1st of every year to be considered for inclusion in the next fiscal year’s capital budget which starts July 1st of the subsequent year. This allows for consideration in the Board’s capital improvement budget which is prepared each December and submitted to the City budget office for City reviews and deliberations which take place from January until June when funds are appropriated for the next fiscal year.

This process is not meant to impede or prevent routine requests which will not need to go through this submittal and review process. Routine requests for maintenance, minor repairs, replacements and improvements can generally be addressed within existing resources. Routine requests include replacement of regulatory signs, bench/table repairs/replacements, repair of broken lights, drinking fountains, fences, irrigation systems, and minor repairs to sidewalks/steps. Community Project Request Process

Level 2 - Scoping Review

This level of review initially scopes out the substance of the request to determine if it would be compatible with the park and location proposed, if it would be an important and/or necessary new feature, and its likely impact on maintenance. If it scores highly on these attributes (minimum 40 points), it would move on to the next level of review.

• Is the request compatible with the park and its features and with the environment? (Yes 20 points) Compatibility is a function of how well the requested project would fit the site physically without causing conflicts with existing uses of the site, if the project would be out of character with the setting and the functions and physical characteristics of the site's existing features, or if the project would cause significant loss of tree cover and vegetation.

• Would the request provide an important and necessary new feature or service now lacking in the park or the surrounding area? (Yes 20 points) Attachment G A new necessary feature or service is an issue of equity and would be something that would add to user enjoyment of the park not currently in the park. This could be a playground, a garden area, a pergola, a performance venue, a gathering space, a drinking fountain or any other new asset not available in that park or a nearby park or public space and one which is generally found in other parks of comparable size..

• Would the request likely have a significant impact on maintenance? (No 10 points) Every added feature in a park requires maintenance. A significant maintenance impact would be something that cannot easily be absorbed within current resources and practices and which may require additional staff or which may routinely require many more hours of work. Significant maintenance impacts include longer term maintenance which may be required of projects entailing structures, utilities or mechanical systems.

• Would the project enhance accessibility? (Yes 5 points) Projects which make a park site or feature accessible or considerably more accessible would qualify. Enhanced accessibility could mean a shorter accessible path to a feature or more space or specialty features which better serve people of all abilities.

• Does the request have support from any stakeholder groups and/or funding? (Yes 5 points)

Level 3 - Investigation & Technical Review

This level of review involves a higher level of staff work. Initial community engagement would occur as would assessing the technical feasibility of the project. If a project scores highly at this phase, it would be considered for possible inclusion in a capital budget and brought to the Board for consideration.

• Is the request supported by a Park Advisory Council or pertinent community council? (Yes 10 points) • Is the request consistent with or contained in a neighborhood plan (Yes 5 points) • Is there any other stakeholder group that supports the request? (Yes 5 points) • Does a funder/donor support the project and to what extent? (Yes and at least 50% funding, 10 points) • Is the request technically feasible? (Yes 20 points)

Technical feasibility involves the adequacy of the site to support the proposed project, the likelihood that the project could be constructed/installed given site and physical constraints, and the impacts the project would have on on-going operations, maintenance and energy use.

• Is the request likely to be costly to implement? (No 5 points) • Would implementing the request significantly impact the Division work plan? (No 10 points)

A significant impact on the Planning Division's workplan would entail taking time away from critical tasks and targets such as causing a delay in implementing capital improvement projects or slowing down/altering the schedule for planning and design projects and community engagement projects underway or planned.
