Adhia also indicated to TOI that petrol and diesel may not be included in GST immediately, while pointing out that levy on oil products in other countries was higher than the VAT or the GST rate. Thereafter, his visits to Bhutan, Japan, meeting President Xi Jinping and later addressing the UN and summit with President Obama underlined the thrust of India’s reinvigoration of its foreign and security policies. BRICS, ASEAN and G-20 summits were the multilateral forums where India was seen in a new light because of its massive political mandate and strength of the new leadership which was likely to hasten India’s progress. Bilateral meets with Myanmar and Australian leadership on the sidelines of ASEAN and G-20 and visit of the Vietnamese Prime Minister to India underscored PM Modi’s emphasis on converting India’s Look East Policy to Act East Policy’. International Dynamics While Indian economy was being viewed with dismay in the first half of the year, now India is fast becoming an important and much sought after destination for investment as the change of government has engendered positive resonance both at home and abroad.

    Further information on UA: 248/17 Index: ASA 20/8191/2018 India Date: 10 April 2018 URGENT ACTION DALIT RIGHTS ACTIVIST STILL DETAINED WITHOUT CHARGE Chandrashekhar Azad ‘Ravan’, a prominent Dalit rights activist, has been held in administrative detention since 3 November 2017. His current term of detention expires in May 2018. However, under the National Security Act, he is at risk of being detained for up to 12 months without charge or trial. Chandrashekhar Azad has been held in administrative detention, without charge or trial, for the past six months. His current term of administrative detention was ordered by a non-judicial Advisory Board that submitted a report to the Uttar Pradesh authorities stating that Chandrashekhar Azad should be detained for six months, with effect from 2 November 2017. On 3 November 2017, Chandrashekhar Azad, the founder of the Dalit rights organisation “Bhim Army”, was arrested and placed under administrative detention under the National Security Act (NSA) on the order of the District Magistrate of Saharanpur. The National Security Act (NSA) permits administrative detention for up to 12 months on loosely defined grounds of national security and maintenance of public order. It is a repressive law that has been used to target human rights defenders in India. Hearings pertaining to Chandrashekhar Azad’s administrative detention are currently underway before the relevant non-judicial Advisory Board. According to his lawyer, the state government remains adamant that Chandrashekhar Azad must be detained for up to six more months after his current term expires in May 2018. The day before he was arrested under the NSA, Chandrashekhar Azad had been granted bail by the Allahabad High Court in relation to his arrest on 8 June 2017.

He is the head of the Indian audit and accounts department. He is the guardian of the public purse and controls financial system of the country both at central level and state level. He is one of the strongest wall of the democratic system like that of Supreme Court, Election Commission of India (ECA) and the Union Public Service Commission (UPSC) Background The role of CAG evolved in British India with Lord Canning. In 1858 for the first time a separate department was set up for auditing and accounting transactions under the East India Company. Sir Edward Drummond in 1860 took charge as first Auditor General and the term 'Comptroller and Auditor General of India' was first time used in 1884. Constitutional Provisions Part V, Chapter V of Constitution of India talks about Comptroller and Auditor-General of India. Article 148 speaks of the CAG, his appointment, oath of his service. Article 149 broadly speaks of the duties and powers of the CAG. Article 150 - The accounts of the Union and of states shall be kept in sUch form as the president may prescribe on the advise of the CAG. Article 151 - The reports of the CAG relating to Union shall be submitted to the president. The reports of the CAG relating to state shall be submitted to the Governor. FUNCTIONS OF CAG 1. He audits all transactions of the Central and State Governments related to debts, deposits, funds etc.
