A Report to Congress from the United Chapter of the Air Line Pilots Association (ALPA) Inadequate Pilot Training and Compromised Safety by United Airlines Within the Process of Merging the Continental and United Airlines’ FAA Operating Certificates into a Merged Single Operating Certificate (SOC) Updated November 10, 2011 SUMMARY The United pilots are deeply concerned about inadequate pilot training and the compromise in safety brought about as a result of the merger between legacy United Airlines and legacy Continental Airlines, as the airline seeks a Single Operating Certificate (SOC) from the FAA. The adoption of harmonized aircraft operation procedures must occur when two large and complex airlines such as United and Continental merge. It is important to note that on the fleets of concern, the B757/767 and B777, that legacy United pilots are adopting 80 percent of the changes in procedures. The new management of United Airlines has chosen to train pilots on this large volume of flight related procedures through computer-based training (CBT). This training is broken down into four phases; Phase 1, Phase 2, Phase 3A/3B and Phase 4. Historically, such a large volume of procedural changes, some of which are quite complex, would have required practice in a learning environment such as a simulator or classroom that allow for peer review and discussion. Computer- based training is acceptable for introduction or review, but unacceptable for cognitive absorption and development of the muscle memory required to produce practiced and proficient performance. United’s CBT via the internet has caused confusion and distractions, and pilots are now conducting on-the-job training on revenue flights with passengers aboard rather than in a simulator or classroom environment. -

Club President Dave Barger presided over the evening and welcomed an enthusiastic crowd which included eleven past presidents of the Wings Club. In the first of three presentation innovations, which added an element of surprise to the program this year, the presentation of the Club’s 2009 Distinguished Achievement Award to Mr. Wolfgang Mayrhuber, Chairman of the Executive Board & CEO of Deutsche Lufthansa AG, was performed by his good friend and the 2008 honoree, Mr. Steven Udvar-Hazy. The presentation was preceded by a compelling video, tracing Mr. Mayrhuber’s more than 35 year career, beginning as an engineer at the Deutsche Lufthansa overhaul facility in Hamburg through to his current position as the company’s Chairman of the Executive Board and CEO. This document establishes the Flight and Duty Time Limitations and Rest Requirements Aviation Rulemaking Committee (ARC) according to the Administrator's authority under Title 49 of the United States Code (49 U.S.C.), section 106(p)(5). 2. DISTRIBUTION. This document is distributed to the director level in the Offices of Rulemaking; International Aviation; Chief Counsel; Flight Standards; Aerospace Medicine; Budget. BACKGROUND. a. On June 10, 2009, FAA Administrator J. Randolph Babbitt testified before the Senate on the "FAA's Role in the Oversight of Air Carriers." He addressed issues regarding pilot training and qualifications, fljght crew fatigue, and consistency of safety standards and compliance between air transportation operators, and committed to " ...assessing the safety of our system and taking the appropriate steps to improve [it].." b. The FAA recognizes that the effects of fatigue are universal, and the profiles of operations occurring under parts 121 and 135 are similar enough that the same fatigue mitigations should be applied across operations for flightcrew members. To carry out the Administrator's goal, the FAA is chartering an ARC that will develop recommendations regarding rulemaking on flight time limitations, duty period limits and rest requirements for pilots in operations under parts 121 and 135. 3. OBJECTIVES AND SCOPE OF THE COMMITTEE. Celebrating 68 Years of Aviation Tradition. www.wingsclub.org Vol.41 • No.1 Winter 2010/2011 NEWS New Home for The Wings Club Effective December 10, 2010, The Wings Club moved into its new home in the MetLife Building, formerly known as the Pan Am Building. A tastefully appointed 2,285 square-foot space on the lobby level, Suite # 176 houses a Board Room, administrative space, kitchenette and a hotelling area. The space was first used for the December meeting of The Executive Committee of the Board and was formally dedicated at the January 2011 meeting of the Board of Governors. In addition to the historical aviation significance of our new home, the layout enables us to showcase numerous pieces of the Club’s art collection, that has been in storage since 2002. A walk around the Board Room and offices is like a lesson in the history of our industry. Particularly compelling is the set of 8 cloud paintings by Eric Sloane, including the 12 foot painting that hung in the lobby at 52 Vanderbilt Avenue, which now bedecks the media wall in the Board Room. There is also a set of 6 paintings of fighter planes by Clayton Knight that were in the dining room at 52 Vanderbilt and 12 paintings and prints by John McCoy. Securing a permanent home for the Club was an important The Board Room on 1/20/11 goal of former Club President Dave Barger’s tenure. The initial effort was led by long-time friend and Board of Governors member, PANYNJ Director of Aviation, Bill DeCota.
