He had earlier appealed to migrant and unorganised workers not to leave for their home states and not to succumb to rumours. State labour minister Hasan Mushrif has recommended financial assistance through the Building and Other Construction Workers (BoCW) board to chief minister Uddhav Thackeray to prevent the mass exodus of workers from the state in case a lockdown is announced. The minister said they put up the proposal after the demand from the construction industry. “The board can provide assistance. However, a final decision has to be taken,” the minister told TOI on Monday. He had earlier appealed to migrant and unorganised workers not to leave for their home states and not to succumb to rumours. Mushrif, who is also the rural development minister, said they are seeking the state government’s support in keeping the construction activity going on in the state. Vinita Ved Singhal, principal secretary in the labour department, told TOI that the recommendations have been put up by the minister to the chief minister on Monday. However, no decision was taken. It was discussed. The decision by CM is expected tomorrow"she told TOI Nearly 12 lakh registered workers are part of the board. He urged builders to provide shelter and food in this period. For the other workers, discussions are on to provide help and relief packages. Developers’ body CREDAI has assured that its members would take care of their onsite construction workers. They have announced vaccination programmes, healthcare, food grain and shelter requirements even if there is a lockdown. Meanwhile, Maharashtra Legislative Council deputy chairperson Neelam Gorhe has instructed the state administration to provide financial aid to migrant and unorganised workers immediately and start food camps. Meanwhile, local authorities have instructed the contractors to take their workers into confidence and complete pre-monsoon works. ________________________________________________________________ Newspaper/Online ET Realty ( online ) Date April 14, 2021 https://realty.economictimes.indiatimes.com/news/industry/maharashtr Link a-government-to-provide-ration-rs-1500-to-construction- workers/82059993 Maharashtra government to provide ration, Rs 1,500 to construction workers This came after Maharashtra Chief Minister Uddhav Thackeray on Tuesday announced 15 days of strict COVID-19 restrictions from Wednesday at 8 pm, while ruling out the complete lockdown in the state. Maharashtra Cabinet Minister Nawab Malik on Tuesday said the state government will provide five kg of ration to the state's seven crore people and will also transfer Rs 1,500 in the bank accounts of 25 lakh construction workers and registered rickshaw pullers from Wednesday. This came after Maharashtra Chief Minister Uddhav Thackeray on Tuesday announced 15 days of strict COVID-19 restrictions from Wednesday at 8 pm, while ruling out the complete lockdown in the state. However, the essential services will be unhindered during the curfew. "While our government has decided to put stricter restrictions in place for the next 15 days, we have also taken into account hardship and difficulties that daily wagers will face. That is why a package of around Rs 5,500 crore has been announced today by our Chief Minister," Malik told ANI. "Shiv Bhojan Thali, earlier given at Rs 10, will be given free for the period. The beneficiaries of 'Niradhar' scheme will also be paid in advance," Malik added. The Nationalist Congress Party (NCP) leader hoped the people of the state will comply with the COVID-19 restrictions and expressed hope that they will have success after 15 days with their support. Malik said that the decision is very crucial in our efforts to break the chain of transmissibility of COVID-19. Further speaking about the oxygen shortage in the state, he said the state has a capacity to produce 12 lakh tonnes of oxygen, which is falling short. "The state deputed to us are far-off. If the Air Force comes to our aid in airlifting the gas cylinders then it would be very helpful for us to serve the patients," Malik further said. Maharashtra on Tuesday reported 60,212 fresh COVID-19 infections and 281 deaths, according to the State Health Department. Thackeray on Tuesday announced a series of strict restrictions in the state till May 1 including the imposition of Section 144 from Wednesday in view of rising COVID-19 cases and but said he will not term the new restrictions as "lockdown". Under the new guidelines, all establishments, public places, activities will remain closed in the state. Only essential services will be exempted, and their operations to be unrestricted. The guidelines said that cinema halls, theatres, auditoriums, amusement parks, gyms, sports complexes will remain closed till Section 144 is imposed in the state. Local train and bus services will be allowed for essential services only and hotels and restaurants will allow only take-away home deliveries. Several districts in Maharashtra including the capital Mumbai are severely hit by the second wave of COVID infections. Mumbai reported 7,898 new cases and 26 deaths in the last 24 hours, while Nagpur district reported 6,826 new COVID-19 cases and 65 deaths on Tuesday. ________________________________________________________________ Newspaper/Online ET Realty ( online ) Date April 14, 2021 https://realty.economictimes.indiatimes.com/news/industry/realtors- Link see-construction-continuity-benefit-outweigh-maharashtra-restrictions- impact-on-april-sales/82059943 Realtors see construction continuity benefit outweigh Maharashtra restrictions' impact on April sales The state government has allowed construction activity with the condition that developers will be managing workers on site with their food, accommodation, medication and no unnecessary movements. The momentum in property sales in Maharashtra is likely to slow down in April as the state government has prohibited movement of people without a valid reason for 15 days while implementing section 144 from Wednesday evening. However, the benefit of continuity in construction activity allowed by the state, developers believe, is expected to outweigh the impact on sales. The state government has allowed construction activity with the condition that developers will be managing workers on site with their food, accommodation, medication and no unnecessary movements. According to realty developers, the loss of sales for these 15 days can be recovered later and the permission to carry on construction activity will help them in holding the workers back and avoid reverse migration. “The permission to allow construction work will not only help us in timely completion of projects, but also in avoiding the repeat of last year’s exodus. Sales may get impacted for the next 15 days, but that can be recovered as soon as the restrictions are lifted. Based on our learnings from last year, many developers have shifted most part of the sales process digitally and that would help us in keeping the customer engaged,” said Rajesh Prajapati, managing committee member of realty

The Right to the Slum? Redevelopment, Rule and the Politics of Difference in Mumbai By Sapana Lisa Dilipkumar Doshi A dissertation submitted in partial satisfaction of the requirements of the degree of Doctor of Philosophy in Geography in the Graduate Division of the University of California, Berkeley Committee in charge: Professor Michael J. Watts, Chair Professor Gillian Hart Professor Ananya Roy Professor Raka Ray Spring 2011 The Right to the Slum? Redevelopment, Rule and the Politics of Difference in Mumbai © 2011 by Sapana Lisa Dilipkumar Doshi Abstract The Right to the Slum? Redevelopment, Rule and the Politics of Difference in Mumbai by Sapana Lisa Dilipkumar Doshi Doctor of Philosophy in Geography University of California, Berkeley Professor Michael J. Watts, Chair This dissertation engages a central paradox concerning spatial transformation in Mumbai today. It asks how elite-biased, global-city redevelopment interventions entailing the mass displacement of the urban poor are made politically feasible in an ostensibly democratic city with strong working-class movements. In unraveling this paradox, it offers a perspective that diverges from recent scholarly debates on social movements in Indian cities and neoliberal urban governance. The urban social movements literature has focused on the agency of the poor, seeing new slum mobilizations as a burgeoning form of substantive democracy through which the poor access their needs. Neoliberal governance debates position states and logics of rule as the primary agents facilitating transnational capital accumulation through new spatial practices in cities and regions. Instead, this research on the politics of slum eviction shows how differentiated social mobilizations are deeply intertwined with and constitutive of a changing state and its redevelopmental interventions.
