Rights protected: MoE List of employees for promotion gets okay KUWAIT CITY, Feb 11: The Personnel Affairs Committee at the Ministry of Education has approved the list of employees up for promotion by selection for the year 2020, reports Al-Jarida daily. Acting Undersecretary Faisal Al-Maqsid chaired the committee meeting recently, with Assistant Undersecretary for Administrative Sector Rajaa Bouarki, Assistant Undersecretary for Public Education Sector Osama Al-Sultan, Assistant Undersecretary for Curricula and Research Sector Salah Dabsha, and Assistant Undersecretary for Educational Establishments Engr Yassin Al-Yaseen in attendance. Sources told the daily that the committee reviewed the files of the above-mentioned employees, indicating 10 percent of the total of number of employees being considered for promotion met the conditions in this regard. Sources disclosed the concerned employees’ job grades will be raised retroactively starting from April 2020 when their promotion was supposed to take effect, but was delayed due to the total and partial curfew imposed earlier to curb the spread of corona. Sources stressed that the financial rights of these employees are protected and the corresponding amount will be paid along with their salaries for next month. Sources added the ministry is committed to imple- menting the instructions of the Civil Service Commission (CSC) which specified the promotion of 10 percent of the total number of eligible employees - around 6,000 to 7,000; hence, about 600 to 700 are promoted as per the regulations set by CSC including seniority in obtaining the job degree and seniority in obtaining the academic qualification. In another development, sources confirmed the min- istry will soon issue a decision on the distance educa- tion mechanism for the second semester of the current academic year - 2020/2021. fi nances is among the most compre- hensive to date. It draws largely from audited fi nancial statements posted by the central offi ces of 112 of the country’s nearly 200 dioceses. A majority of these dioceses reported enough money on hand to cover at least six months of operat- ing expenses, even without any new income, at the start of the fi scal year that included the pandemic’s arrival. Yet AP’s investigation found the Roman Catholic Church was perhaps the biggest benefi ciary of the small business program. By using a special exemption that the church lobbied to include, Catholic entities across the nearly 200 dioceses amassed at least $3 billion. That was roughly the same, AP found, as the combined total of other faith- based recipients that rounded out the top fi ve: Baptist, Lutheran, Methodist and Jewish. Catholic institutions also received many times more than other major nonprofi ts with charitable missions and national reach, such as the United Way and Boys & Girls Clubs of America. Overall, Catholic recipients got roughly twice as much as 40 of the largest charities in America combined. In their fi nancial statements, the 112 dioceses acknowledged having at least $4.5 billion in liquid or other- wise available assets. To reach its $10 billion total, AP included funding that dioceses opted to designate for special projects instead of general expenses; excess cash parishes and their af- fi liates deposit with their diocese’s savings and loan; and lines of credit, typically with outside banks. Some church officials said AP was misreading their finances and therefore overstating available assets. They insisted that money diocesan leaders set aside for spe- cial projects couldn’t be repurposed during an emergency, though finan- cial statements posted by multiple dioceses stated the opposite. ‘Safety not compromised’ A third of US adults skeptical of ‘shots’ NEW YORK, Feb 11, (AP): About 1 in 3 Americans say they defi nitely or probably won’t get the COVID-19 vaccine, ac- cording to a new poll that some experts say is discouraging news if the US hopes to achieve herd immunity and vanquish the outbreak. The poll from The Associated Press-NORC Center for Pub- lic Affairs Research found that while 67% of Americans plan to get vaccinated or have already done so, 15% are certain they won’t and 17% say probably not. Many expressed doubts about the vaccine’s safety and effectiveness. The poll suggests that substantial skepticism persists more than a month and a half into a US vaccination drive that has en- countered few if any serious side effects. Resistance was found to run higher among younger people, people without college degrees, Black Americans and Republicans. Dr. Anthony Fauci, the govern- ment’s leading infectious-disease sci- entist, has estimated that somewhere between 70% and 85% of the US population needs to get inoculated to stop the scourge that has killed close to 470,000 Americans. More recently, he said the spread of more contagious variants of the virus increases the need for more people to get their shots - and quickly. So is 67% of Americans enough? “No. No, no, no, no,” said William Fauci Hanage, a Harvard University expert on disease dynamics. He added: “You’re going to need to get quite large proportions of the population vaccinated before A health worker prepares a dose of the AstraZeneca vaccine to be administered at a vaccination center set up in Fiumicino, near Rome’s international airport, Feb you see a real effect.” 11. About the same percentage said How are experts tracking virus variants they don’t trust COVID-19 vaccines. And 38% said they don’t believe they need a vaccine, with a similar share saying that they don’t know if a COVID-19 vaccine will work and that they don’t trust the government.
