The unprecedented flood of 2014, as a result of torrential rains of monsoon, caused significant damages to the infrastructure (roads, bridges etc.) of three districts of Azad Jammu & Kashmir (AJ&K) i.e. Haveli, Kotli and Poonch. The people had lost access to and utilization of various infrastructures, and had suffered from damages to their housing and commercial structures, loss of crops, businesses and other livelihood resources. 2. The Asian Development Bank (ADB) under Loan No. 3264-PAK with total loan package of Pak Rs. 6641.00 Million is supporting Government of Azad Jammu & Kashmir (GoAJ&K) for reconstruction and rehabilitation of damaged roads and bridges networks through Flood Emergency Reconstruction and Resilience Project (FERRP). Construction activities of the project 3. Construction activities of the project were divided into two categories, i.e. small works and major works. Name of each Road Package, length of the road, contractor’s names and physical progress achieved during the reported period are detailed in Annex-I. Project Organization and Environmental Management Team 4. Overall responsibility for Environmental Management and Monitoring rests with the Project Implementation Unit (PIU), the implementing agency (IA), which is headed by a Project Director (PD). The PIU is supported by Environmental Specialist from Project Management Consultants (PMC) during implementation and monitoring of the Environmental Management and Monitoring Plan (EMMP). The contractors are responsible to ensure that all Project activities are in compliance with the EMMP. 5. Under the FERRP, it is mandatory to implement the environmental and social safeguard compliances. This is an essential part of project implementation and all the stakeholders involved in project implementation must consider environmental and social safeguard compliances. 6. Detailed monitoring visits have been undertaken by the PMC team during the reporting period accompanied by senior and junior engineers, supervisory staff engineers, and contractors and their workers. The objectives of the visits were to identify the impacts due to construction works being implemented, review the implementation of Environmental Management, and oversee the monitoring of the recommended mitigation measures described in the EMMP, extent of compliances of environmental and social safeguards and to find out any glaring discrepancies in environmental and social safeguards by the contractors and supervisory staff. 7. Environmental Specialist (ES) of PMC has conducted monitoring of environment and safety safeguards compliances of the project sites of FERRP (Table 1) during the months of July-December, 2017. 8. Communication and Works Department (C&W) is the Executing Agency whereas overall planning, monitoring and implementation of reconstruction activities are the complete responsibility of Project Implementation Unit (PIU). In addition to this, Project Management Consultants (PMC) is responsible for the execution of EMMP and PIU is responsible for EMMP compliance monitoring.     1 2 3 DEVELOPMENT SCENARIO General Azad Jammu and Kashmir lies between longitude 730 - 750 and latitude of 33o - 36o and comprises of an area of 5134 Square Miles (13297 Square Kilometers). The topography of the area is mainly hilly and mountainous with valleys and stretches of plains. Azad Kashmir is bestowed with natural beauty having thick forests, fast flowing rivers and winding streams, main rivers are Jehlum, Neelum and Poonch. The climate is sub-tropical highland type with an average yearly rainfall of 1300 mm. The elevation from sea level ranges from 360 meters in the south to 6325 meters in the north. The snow line in winter is around 1200 meters above sea level while in summer, it rises to 3300 meters. According to the 1998 population census the state of Azad Jammu & Kashmir had a population of 2.973 million, which is estimated to have grown to 3.868 million in 2009. Almost 100% population comprises of Muslims. The Rural: urban population ratio is 88:12. The population density is 291 persons per Sq. Km. Literacy rate which was 55% in 1998 census has now raised to 64%. Approximately the infant mortality rate is 56 per 1000 live births, whereas the immunization rate for the children under 5 years of age is more than 95%. The majority of the rural population depends on forestry, livestock, agriculture and non- formal employment to eke out its subsistence. Average per capita income has been estimated to be 1042 US$*. Unemployment ranges from 6.0 to 6.5%. In line with the National trends, indicators of social sector particularly health and population have not shown much proficiency.
