E d i t o r i a l Every Student Is Different WE often reference Western boxing because, although not a “martial art” per se, boxing is a marvelous martial sport that illustrates nicely some extremely important concepts and principles that are integral to good combat training, and to preparation through combat training for self-defense. Boxing teaches the use of one single key “natural weapon”: the clenched fist. Boxing teaches one single key “stance” and very logical, simple, basic movement in that stance, which is readily applicable to fluid, fast, real offensive and defensive “fighting” against a skilled opponent. Boxing employs but four basic techniques of punching: The left jab, the straight right, the hook, and the uppercut. Boxing teaches that you win by knocking your opponent out (or otherwise rendering him unable or unwilling to continue the ring battle). “Defensive” actions are taught and used in boxing, but no one who boxes or who trains boxers emphasizes that the heart and soul of boxing is blocking, parrying, and avoiding getting hit. -

Harvey Santana Committee: Regulatory Reform Complete to 4-29-15 BRIEF SUMMARY: House Bills 4220 and 4286 each relate to the regulation of amateur mixed martial arts (MMA). House Bill 4220 would amend the Michigan Unarmed Combat Regulatory Act (MUCRA) by adding regulations relating to amateur mixed martial arts, while House Bill 4286 would amend the Code of Criminal Procedure to include a new Class E felony for knowingly allowing a professional to participate as a contestant in an amateur mixed martial arts contest. The bills are tie-barred, meaning that unless both are enacted, neither can go into effect. Each of the bills would take effect 90 days after its enactment into law. A more detailed summary follows below. FISCAL IMPACT: House Bill 4220 (H-2) would have a fiscal impact on the Department of Licensing and Regulatory Affairs (LARA) to the extent that it would require LARA to license and otherwise regulate amateur mixed martial arts (MMA) contestants, promoters, participants, and events. There is substantial uncertainty concerning the number of amateur MMA contestants and events that would require licensure and regulation under the bill given that the state has not previously regulated this activity, the inherent difficulty in comparing regulatory regimes among states, and the lack of a single statewide association representing amateur MMA.
