Confirmation of Minutes of the 27th Working Committee on "Infrastructure and Promotion of Non-Motorized Transport" Meeting held on 09.10.2015. Minutes of the 27th CUMTA Working Committee on "Infrastructure and Promotion of Non- Motorized Transport" meeting has been confirmed. The points discussed during the 28th meeting held on 13.10.2015 and the following decisions are arrived at:

1. Reclaiming of footpaths on all roads in the city and preventing further Encroachments in these reclaimed pavement areas. 1.1 . 1.2 Phase-I: Out of the completed 26 footpath the 2 roads along with the footpath will be taken up for maintained by CREDAI. The list of completed 26 foot path has been shared to CREDAI to decide additional roads to be taken up for maintenance. In the pedestrian friendly footpath only walking without any disdurbance should be ensured No Parking Signages to be installed. The zonal official should ensure that encroachment in any form such as parking of vehicle and foodstall should be avoided and assistance of the local Police can be availed. Encroachment of shop vendors and vehicles parked in footpaths both in Bus Route Roads & interior roads action to be taken. Trade Licence to be cancelled. RDC (S) and Zonal Officer to take action.

1.3 Phase II In the second phase out of 20 footpaths all works are in progress and the The traffic police has asked for the schedule of work of all these 20 footpaths and the same has been handed over to them. Out of 20 footpaths 16 footpath problems are resoved and 4 footpath works to be takenup. Priciple Secretary/Commissioner has instructed that while forming new footpath Debris to be cleared immediately , work area to be kept clean. TANGEDCO and BSNL have given their advice for shifting their utilities in NSC Bose road for Rs 6.54 lakhs and 96 lakhs respectively. Accordingly the matter was placed in the council and it has got approved vide resolution number 533/2015 dated 30- 9-2015. COC will take necessary action to remit the amount to service departments immediately. At present the footpath work at NSC Bose road is in progress on both northern and southern sides. Power Point presentation was made on the footpath work carried out NSC Bose road. A study was conducted for the connectivity of footpath in and around area. Accordingly urban architects were engaged and the survey drawings were obtained for 8 footpaths and the necessary estimates were prepared and placed before the council on 30-09-2015 for administrative sanction. The above estimates were placed in the Corporation Council and has got approved vide resolution number 567/2015 dated 30-9-2015. Now BRR department has called for short tenders and tender is due on 23-10-2015. As soon as the tender is finalized, action will be taken to commence the work. 20 Foot Path works - issue in the four roads to be sorted with the help of police. (Action : BRR/COC)

1.4 Phase – III 48 footpath works- In the last CUMTA meeting, it was decided to take up the arterial roads in Chennai city for the construction of 48 footpaths. It was felt by DC works that there are other important arterial roads which could be taken up under the 48 footpath scheme by removing some of the insignificant roads in the already selected list of 48 footpaths. Accordingly the important roads were selected and given to Urban Architects for survey. Share the list with the concerned architect..The status of 48 footpaths is as follows. 2. Highways Roads 2.1 FOOT PATH DESIGN AND CONSTRUCTION: Footpath standardization works taken up in Inner ring roads for the year 2015-16. Provision made for wider footpath. Instructed Highways Department to design wider footpath as more and more people walk in the footpath. (From Kathipara to ) Highways Departments to remove all encroachments in the Highways road with the help of Police Officials. As per the Law, Act, various announcements from the High Court, design the footpath, disabled friendly footpath to be provided and wheel chair to be able to the enter the Metro Railway stations. Provide uniformity of lighting in the roads.

Manageing Director / CMRL has pointed out that in the Highways roads near CMRL stations footpath level is very high from the ground level so height of 15cm shall be maintained . (Action: Highways Dept.,)

2.2 Luminosity of street lighting LED street light fittings have been provided on bridge in place of sodium vapour lamp fittings. The average lux level is now 30 lux. Similarly LED street light fittings have been provided on Muthusamy bridge, bridge where the present average lux level is 30 lux. Some of the other roads – (1) Fore shore estate to Malar Hospital junction, (2) LB road, (3) high road, (4) Cathipara junction roads, (5) Mount Ponnamallee road etc have also been provided with LED street light fittings in place of sodium vapour lamp fittings and the present average lux level is now 30 lux. The lighting level of sodium vapour lamp fittings varies as per the voltage and gives lesser light output with lower voltage. Whereas the LED street lights give uniform lighting in the entire operating voltage range. All major BR roads will be provided with LED street light fittings in phased manner.LED light to be provided near metro railway stations. S.E. Electrical to Co-ordinate with Managing Director C.M.R.L. S.E. Electrical to show samples the next meeting. All Bus Route Roads Cycle Track should be provided separately. Luz corner heritage footpath light is to be design such that it fulfill the lighting requirements and ask street light consultants to design like via duct and light around pillor type. The sample should be shown in next meeting. (Action: Electrical Dept/COC)

3. Cycle Sharing M/s JLL has been appointed as Consultant for preparation of feasibility, financial plan and Transaction advisory services for cycle sharing system . The Consultant has collected the existing data from CoC. Reconnaissance survey was completed for T Nagar zone and analysis is in process. Consultants M/s JLL will submit Inception report on 15.10. 2015.

Parking Policy M/s JLL has been appointed as Consultant for preparation of feasibility, financial plan and Transaction advisory services for Parking Management Systems .Consultants collected the existing data from CoC. Reconnaissance survey was completed for T Nagar zone and analysis is in process. Consultants M/s JLL will submit Inception report on 15.10. 2015. (Action: Spl Projects/COC)

5. Redesigning streets to give priority to pedestrians – Pilot Projects 5.1 Pedestrian Plaza at The consultant has submitted the Revised Draft Traffic Impact Assessment Report on 01.09.2015 after incorporating suggestions noted during walk through site meeting and on consultative focused stakeholder meeting headed by Deputy Commissioner (Works) along with Corporation of Chennai officials, ITDP, City Connect & Consultants M/s JLL held on 12.08.2015. The revised traffic impact assessment report was submitted to World bank for appraisal. The world bank team have assessed the traffic impact assessment report on 13. 10.2015 and directed the Consultant to include additional details in the report and submit the revised traffic impact assessment report . (Action: Spl Projects/COC) 5.2 Heritage walk way around Temple Tank Tender was approved by council. Design has been finalized, survey work for setting of footpath alignment is in progress. Traffic police permission is awaited. On 08.10.2015, corporation Engineers met Additional Commissioner Traffic and discussed. Additional Commissioner Traffic has to inspect the site and decide on the issuing of permission. Construction of Cable duct work has been commenced on 8.10.2015. (Action: Spl Projects/COC) 6. Junction improvement In the last meeting held at JCP traffic chamber on 1-10-2015 in the presence of ACP planning traffic, EE BRR North, EE Central and ITDP officials, It was decided as follows. TTK Road Junction Improvement: The TTK road junction improvement drawing is accepted by the traffic police officials and the time schedule given by the Corporation of Chennai in stage wise was analyzed by JCP (South) traffic, and was agreed for implementation. EE central has agreed to commence the work from 15th October 2015. Pantheon Road Junction Improvement: In the last meeting held at JCP traffic chamber on 1-10-15 in the presence of EE BRR and ITDP officials, it was decided as follows. JCP (South) traffic has requested to make some changes in the Peanut design shape given for the Pantheon road junction improvement and also he has requested some more measurement details in the Peanut shape duly providing 3 lane Traffic. Also JCP (South) traffic insisted some of the portions in the Peanut side to be trimmed to make more way for traffic movement. The design has been revised five time as per the direction of traffic police and Rework of BOQ work is in progress.

7. Issues with MTC 9.1 Additional Bus Depots The MTC in consultation with the ITDP had worked out the additional requirement for new buses as 1500 Nos. And the consequent additional Depots required as 12 Nos. 12 Depots have been identified and the progress of work is given in the Table below.

S.E. BRR has informed that for the proposed pedestrian subway near terminus a portion of Vadapalani terminus is required for temporary traffic diversion regarding this a permission from MTC is required. (Action : MTC) 8. Bus Shelters To assess the advertisement potential in the construction of new Bus shelter, the Revenue Department has entrusted the work to M/s Jones Lang Lasalle propertie consultance Pvt. Ltd.,Draft feasibility report submitted by the consultant was approved on 24.07.2015 and final feasibility report was submitted last week and report is to be reviewed. Further, BRR informed that for 400 bus shelters, tenders were called in 8 packages and tender is under process. Uniform design to be provided the bus shelters. Bus details, bus service details and heritage of that area to be mentioned in the bus shelters. The revenue potential to be checked while designing bus shelters such that it reduces the cost of construction of bus shelters. It was suggested that the bus stand at Ezilagam in Kamarajar Salai shall be shifted towards University. To provide uniform Bus shelters through out the Chennai city. (Action : BRR /CoC) 9. Backdrop to Bus Shelters: Since no consultant has evinced interest in preparing bus shelter back drop design even after four occasions, BRR department Engineers have designed the back drop, taking in to consideration one third space for commercial exploitation, one third space for Government achievements and one third space showing the location map with salient features. The bus shelters should contain details like importance of places like heritage buildings, colleges etc. and also bus numbers coming bus routs. In places where two or more bus shelters are located, they should be of uniform size. (Action : BRR /CoC) 10. Bus Bays A complete survey was carried out by the steering committee headed by EE BRR throughout the Chennai city to find out the anomalies in the existing bus bays. In response to that COC and ITDP have decided to analyze 5 bus bays in Chennai city for further detailed investigation .The list is as follows. After completing the survey a workshop will be conducted with all BRR Engineers to arrive at a clear solution for construction of bus bays. Redesigned Bus Bays provision is in final design stage for Bus stop under the guidance of DC (Works)

(Action : BRR /CoC) 11. Station area development plan around Metro Rail corridor: The CMRL has proposed street improvement plans in and around all the 8 elevated Metro Rail Stations. Principal Secretary / Commissioner has instructed the Zonal officers regarding the study of feasibility for providing a wide footpath, pedestrian friendly roads etc. and to give a report to SE(BRR). The Principal Secretary / Commissioner has instructed RDC (Centre) and RDC (South) to take necessary action to construct disabled friendly footpath in the approach roads to the CMRL. LED Street lights to be provided to the approach roads to the CMRL by Electical Departmen. station is faraway from the bus stop, hence bus stop to be relocated near the alandur station. Further it was requested to relocate the footpath near CMRL station and while relocating the bus stand should be 75m away from the junction. CMRL has requested to provide sign board near the stations for which CMRL has provided the location of the sign board to BRR departments. Managing Director (CMRL) requested COC to take up footpath works in on priority basis and near CMRL stations bus stand to be re located at 7 locations. MD CMRL requsted to provide details of designs of footpath, Zebra crossing to CMRL official. (Action: RDC (Centre) and RDC(South), Electrical Dept Zone - 8, 10, 12 & 13, BRR ) 12. Multi Modal Integration plans around MRTS and Sub-urban Stations: The CMDA has taken up the study under 4 packages for the 4 rail corridors (each corridor, one package) by engaging 4 consultants. CMDA has proposed to review Draft final report on 13.10.2015 and 14.10.2015. (Action: CMDA) 13. Pedestrian Zebra Crossing In the previous meeting a presentation was made of modern Zebra crossing. It was decided to try a few designs in Chennai and based on the feedback, the modern Zebra crossing was tried at three locations in Bus Route Road. Further, BRR department is going ahead with reflective paint marking in 194 BRR roads. (Action: BRR /COC) 16. Namma Chennai Namake was held on 11.10.2015 at Elloit’s beach road in Besant Nagar . The event was flagged off by Hon’ble Mayor and 4000 have participated in the event. ITDP has made a powerpoint presentation on Namma Chennai Namakke. (Action : RDC( South)

The meeting concluded with the decision to hold the next Committee Meeting on 12.11.2015 at 11.00 a.m. in the Commissioner’s conference hall, Corporation of Chennai.
