MINUTES OF THE MEETING OF PARISH COUNCIL HELD ON THE 7th SEPTEMBER 2010 WHICH COMMENCED 7.15 PM PLANS WERE AVAILABLE FOR INSPECTION FROM 7 PM

PRESENT: Cllrs: Denia Turnbull (Chairman), Tim Russell (Vice Chairman), Peter Hill, Paul Chivers, Frances Neave, Jon Stuart and Richard Beeny.

In attendance: Mrs Louise Chater (Clerk to the Council), District Cllr Stephen Quigley, PCSO Rose Bainbridge, PCSO Sam Treagust and five members of the public.

134.10 PUBLIC QUESTION TIME ON MATTERS ON THE AGENDA

Mr Leach speaking on behalf of residents of Fletcher House requested the Parish Council’s support with the regard to stopping the clock chiming during the night. Mr Leach stated that he was advised by the Reverend Russell it would cost £1500.00 and he would have to pay for the work required. Mr Leach stated this was beyond his means. It was noted that the clock was not electric and was wound by hand and as such you were not able to adjust the clock’s striking pattern easily.

Mr Leach had calculated that in an eight hour period the clock chimes over 200 times, and because the clock chimes every 15 minutes it prevented you from falling asleep. If it only chimed on the hour you would have the opportunity to fall asleep before it next chimed. The residents of Fletcher House stated that you were not allowed to sound your car horn after 11pm so why should the clock be entitle to chime.

The residents of Fletcher House had donated towards the repair of the clock and were not requesting the permanent cessation of the chime but a compromise from 11pm until 7am

PCSO Sam Treagust introduced himself to the Council and public advising that he was the new PCSO for the north manhood area.

PCSO Treagust advised there had been three reported incidents in the past month involving speeding motor vehicles in North Mundham and a vehicle forced off the road. It was also noted that a knife had been found.

The next Neighbourhood Management Panel Meeting was due to be held on 20th October 2010 at North Mundham Village Hall.

PCSO Treagust contact details were 0845 6070999 ext 29354 and it was noted that PCSOs were no longer issued with a mobile phone.

137.10 MINUTES

On a proposal by Cllr Russell, it was resolved to agree and sign the minutes of the parish meeting and the parish council meeting held on the 6th July 2010; this was duly completed.

138.10 CO-OPTION OF COUNCILLOR

Following the resignation of Cllr Symes, on a proposal by Cllr Russell, it was CLERK resolved to co-opt Mrs Claire Boffee on to the Council.

139.10 MATTERS ARISING FROM THE MINUTES

126.10 Graffiti on rear of school bike shed – it was noted that Cllr Stuart had advised the school who were aware of the problem. It was resolved that the clerk report the CLERK matter to the Graffiti Hotline 08456780068

132.10 Vinnetrow verge parking overnight. The Clerk request clarification of the location of the problem. It was noted that it was the south end of Vinnetrow Road CLERK near the Walnut Tree pub.

Cllr Beeny stated he had consulted with the owner of Springdale Cottage who had expressed concern about his privacy and the proposed work would result in an unstable tree. OBJECT on the grounds of loss of privacy and the setting of a Grade II Listed Building; Springdale Cottage, would be compromised by the reduction of the density of the boundary trees following the considerable reduction of them allowed by the earlier consent in this Conservation Area (10/03440/TCA).

4. Planning Correspondence

1. Letter to Vivienne Williams, Chichester District Council District Solicitor, and standards board request – The Clerk advised that she had once again written to the District Solicitor and as yet had received no advice or acknowledgement. Cllr Quigley stated he would follow the matter up. 2. Invite to visit Madestein Glasshouses in relation to planning application in SQ on 7th August 2010 – the Clerk advised that in consultation with Cllr Russell the invitation to attend the meeting had been declined.

141.10 COUNTY COUNCILLOR’S REPORT RELEVANT TO THE PARISH Written report read by the Clerk:

The planning application for the Digester was now to be determined on either 2nd or 28th November (revisions to the background information were about to be supplied by Langmeads).

The County Council's Chief Executive had been placed on extended leave as of the 1st September by the Leader of the Council. Although members had been asked not to make any public comment given that the story was front page news in the local government press (and no doubt the lead story in the Observer on Thursday) I think it was only fair that I should point out that there had been no suggestion of any impropriety by the Chief Executive. I'm not privy to why this action had been taken but if the correct procedures had not been followed to address whatever the issues were this would be an extremely expensive mistake that the Council taxpayers would had to fund.

142.10 DISTRICT COUNCILLOR’S REPORT RELEVANT TO THE PARISH

1. Chichester District Council Executive Board had resolved that in future glass would be collected via the burgundy bins with all other recycling. The recycling bins at public locations would be removed in due course. 2. The spending review would take place in October; there would be significant cuts; in addition to the savings previously made all services were currently being reviewed, and it was expected that the big cuts would be in the earlier years of the parliament before the next general election. Parish Councils may be invited to provide replacement funding for services by precepting the local residents, for example, the youth club funding may be at risk. 3. LDF – there was an expectation that guidance would be provided in October from central government.

This was duly completed. c) Bus Shelter – The Clerk advised the meeting that Finch Glass and Glazing had been instructed to replace one pane of glass in the bus shelter adjacent to the school. The work had been completed and inspected. d) Dog Waste Bin – Saltham Lane – The Clerk advised the meeting that she had carried out a site visit on 13 August 2010 and had been able to locate only one fresh dog faeces at the time of visit. The Clerk provided the Council with a plan which showed the location of the current dog bin in relation to Pond Place and Saltham Lane. It was noted that Saltham Lane beyond the Junction with Brookside was a private road and as such the Council were unable to install a dog bin beyond the junction of Brookside, so the first available location to install the bin would be approximately 48.5 metres from the current dog bin. As such the Council considered this an inappropriate CLERK location for a dog bin - the clerk to write to Mr Lawrence and advise him of the decision. e) Annual Return for year ended 31 March 2010 – Section 3 external auditor’s certificate and opinion: The auditor had requested that the Annual Return be fully and accurately completed before submission for audit: Comparative in Section 1, Box 8 should be £92,106 to agree to the prior year audited Annual Return. Incorrect figures in Section 1, boxes 1 and 6 were due to inappropriate treatment of prior year unpresented cheque written back – box 1 should be £92,106 and Box 6 should be reduced by the amount of the cheque written back to £28,095. The Clerk noted the auditor’s comments. f) Notice of conclusion of the audit and right to inspect the Annual Return year ended 31st March 2010 - the Clerk advised that the notice of the conclusion of audit had been advertised and the period for inspection had now closed. g) Financial check up –Cllr Russell reported that an inspection had taken place on 7th September 2010. Written report attached.

8 h) Closure of Bank of Ireland Reserve Account and Opening of Co-operative Account - The Clerk advised that the reserve account held with the Bank of Ireland had been closed and the funds transferred to the Co-operative Bank. It was noted that the Clerk had not received the paying in books or cheque books for this account and these had been requested as a matter of urgency. i) Local Referendums to veto excessive council tax increases – consultation closing date 10th September 2010 – the Parish Council resolved to make no comment on this matter.

144.10 AFFORDABLE HOUSING

Formation of community working group – The Clerk advised that three members of Parish Council were required, one of which would be required to be Chair of the group. It was resolved that Cllrs Turnbull, Neave and Russell sit on the working party. It was noted that the Clerk would service the meetings and District Cllr Quigley stated he would be interested in being a member of the working group. It was resolved to invite members of the public to join the working party via the Parish CLERK News, the Parish Council Website and the Parish Notice Boards. The Clerk to update Sam Irving of Chichester District Council of the decision.

145.10 EMERGENCY PLANNING – WINTER SERVICE GUIDANCE ON PREPARING A LOCAL WINTER MANAGEMENT PLAN.

Cllr Russell stated that the plan advised West Sussex County Council priorities with regard to the clearance of snow. It was noted that the B2166 was salted to the A27 along with Vinnetrow Road. The snow plough clears the B2166 but not Vinnetrow Road.

It was noted that West Sussex County Council were prepared to deliver 1.5 ton bags of salt, but the Parish Council would be required to install salt bins for the storage of the salt and would be required to transfer the salt to the bin and distribute it the need arose.

It was noted that local farmers were contracted to clear the roads and this currently included Tim Clarke.

Cllr Russell stated that he would contact the officer at West Sussex County Council to TR discuss the matter further and would provide a written report by email.

146.10 FOUL WATER DRAINAGE IN THE PARISH

The Clerk advised that she had ordered a sewer drainage plan for the parish.

147.10 LAY-BY ADJACENT TO WHEATLANDS

The Clerk advised that the Parish Council had resolved to not close the lay-by at its meeting on 4th February 2009, due to the amount of lorry movements within the parish which supports the parish economy. A vote had been held and it was recorded that six Councillors wished to see the lay-by remain open; there were eight councillors present at the meeting and one absent.

Concern had since been expressed with regard to lorries parking in Vinnetrow Road; this may be as a result of the closure of the lay-by adjacent to the Walnut Tree pub. It was noted that the lay-by adjacent to Wheatlands was used for the purpose it was designed for.

The adjacent resident had requested the closure of the lay-by and had stated they would be prepared to finance the project up to the sum of £10,000.00. Following

9 discussions with the utility providers it was noted that a lay-by had to remain to ensure safe access to inspect and maintain their equipment. It was agreed that the Clerk write and advise the resident of this and that the Parish Council had no funding available for the project before obtaining quotes for the work. It was agreed that the Clerk advise the resident of the previous vote with regard to the non-closure of the CLERK lay-by and state that a resolution would be required to rescind the decision, but until the vote took place was unable to advise of the possible outcome.

It was agreed that the clerk contact West Sussex County Council with regard to the CLERK placement of scalpings in the lay-by to reduce the effect of flooding.

148.10 PARISH ACTION PLAN and COMMUNITY ENGAGEMENT STRATEGY

1. Strategy for the Future – review of section 4 Travel and Transport – postponed to the next meeting. 2. Community Engagement Strategy – Review of Parish Council Website – The Chairman reminded all councillors to provide the Clerk with a brief resume to be placed on the website in time for the next meeting. The Clerk advised that she had emailed Access –by – Design to obtain a quote.

149.10 CHICHESTER CANAL – ABANDONDED – Strategy for the Future - Section 2 - Enhancing the natural and rural environment

The Chairman stated she would research the matter further.

150.10 PLAYING FIELD COMMITTEE

1. Playing field lease – Cllr Chivers advised that the lease had been forwarded to the Charity Commission for approval. 2. Land adjacent to the school – Cllr Chivers stated he would contact the school with regard to this matter. 3. Fundraising report – Cllr Neave reported that grant applications had been submitted and responses awaited. It was noted that a raffle would be launched on 1st October 2010, the first prize was currently a hot air balloon ride and other prizes were currently being investigated. The fund raising committee had organised the Mundham Dining Experience to take place in the small hall. Several interest free loans had been offered.

It was noted that the current shortfall was £60,000.00. Cllr Beeny stated that the Trustees were fully aware of the implications of signing the contract without sufficient funds in place. Cllr Hill asked if the trustees were able to raise a loan for the outstanding balance. Cllr Beeny stated that the committee would be able to pay back the loans currently offered from the revenue it was able to raise. 4. Children’s Play Area – it was noted that the work was carried out following the complaint and the complainant had been advised. 5. Dog Control Order – confirmation that a plan of the playing field had been submitted to Chichester District Council – Cllr Chivers advised the matter was progressing.

151.10 VILLAGE HALL MANAGEMENT COMMITTEE

Cllr Neave advised that the boiler’s flue had recently failed its annual inspection. A quote had been received from Connaught and Cllr Neave stated that she would be seeking a second opinion on the condition of the flue and two further quotes if the work was required.

The annual contract with Connaught to be reviewed when the budget was reviewed.

152.10 YOUTH CLUB REPORT

Cllr Stuart advised that Hunston Parish Council had agreed to make an ongoing funding donation but as yet had not agreed an amount. It was noted that the youth club had completed its second year of operation and the accounts were being prepared and an Annual General Meeting organised.

In light of the impending budget cuts by West Sussex County Council Cllr Russell requested a breakdown of the cost of the youth worker to enable the Parish Council to review this matter when discussing the budget.

153.10 ITEMS FOR REPORTING AND INCLUSION ON FUTURE AGENDAS

1. Opening of Allotment Register – The Clerk reported that she had received a verbal request from Mr Marshall to open an Allotment Register. The Clerk advised the Parish Council that Mr Marshall currently resided at Lakeside and was not a registered elector of this Parish. The Clerk advised the Council of the requirements of the SMALL HOLDINGS AND ALLOTMENTS ACT 1908 23 Duty of certain councils to provide allotments 23(2) On representation in writing to the council of any parish, by six registered parliamentary electors or person who are liable to pay an amount in respect of council tax residents in the parish, that the circumstances of the parish are such that it is the duty of the council to take proceedings under this Part of the Act therein, the council shall take such representation into consideration. 2. Natures Way Foods – Invitation to open afternoon 1st October 2010 2pm – ALL 4.30 please advise the Clerk if you wish to attend. 3. Manhood Peninsula Forum – The Clerk reported that sea defence work was due to take place in in December and January which would involve 2200 lorry movements on the B2145, the delivery of shingle would take place for 5 ½ days per week. It was noted that the shingle would be coming from Shoreham and Southampton.

A presentation was given on the effects of the budget cuts and it was noted that the District Council would be providing every household with a leaflet advising how much each service cost on a weekly basis. The County Council and the District Council would provide a further update at the December Community Forum and the District Council would contact each Parish Council in October. The Parish Council would need to give consideration when preparing the budget to services the Parish Council would not be prepared to loose, for example, the Community Warden or Youth Leader.

The Local Development Framework - the District Council were expecting an announcement from Central Government in October and hope to be in the position to move this matter forward following the announcement. The District Council consider it vitally important that the Council had a plan in place before the economy improves and builders were in the position to start new projects. CLERK 4. 1. Quality Status – The Clerk advised the Parish Council that the Panel had met on 20th August 2010 and had awarded Quality Status to the Parish Council. The Panel wished to draw attention to the matters below and these would need to be reviewed before resubmission in four years : a. Planning consultation seems a little weak and a review of the Council’s approach was recommended. b. Code of Conduct did not indicate if the Declaration of Interest is Personal or Prejudicial. c. There was some concern over the limited availability of free newsletters

The presentation of certificate - it was agreed to request the presentation of the certificate during Local Democracy Week. 2. Local Democracy Week 11th -17th October 2010 – in conjunction with North Mundham Primary School – A meeting had been held with the Headmistress of North Mundham Primary School who had agreed to participate in local democracy week, several ideas were discussed which the headmistress would discuss with her year 5 and 6 teachers and come back to the Parish Council, with the way forward. It was agreed that the Clerk order the Pupil Power Pack and forward this to the Headmistress. It was agreed that a Parish Councillor and the Clerk attend a School Council meeting during the week. In view of the Elections due to take place in May 2011, the Parish Council should give consideration to holding a prospective councillors session. Consideration should also be given to organising an event for the older population of the parish. It was agreed that the Clerk and Cllr Turnbull meet CLERK/DT to move this matter forward. 3. Lay by at Runcton – tree survey – response from Mark Warwick – The Clerk read the email sent by Mark Warwick (copy attached). 4. Church clock chiming during the night – letter received from a resident of Fletcher House. The Clerk advised that she had spoken to Reverend Russell with regard to the matter; he stated that the Parochial Church Council had investigated the possibility of turning off the clock chimes at night but it was not clear if this was possible and was financially prohibitive. Reverend Russell had advised the Clerk that the clock had been in its current location and chiming for the past 120 years. He also advised that the local resident had been told to keep a diary for a month by Chichester District Council’s Environmental Health Department and the correspondence he had carried out with the resident had been copied to the Church’s solicitor.

Cllr Beeny advised that he was a member of the Parochial Church Council and he would advise the PCC that the matter was affecting more than one resident of the parish and would request that the PCC give the matter further consideration.

Cllr Chivers asked the residents if the sound was damped would that be acceptable, and the residents stated that they would prefer the clock to be switched off at night but would consider a compromise following a trial period.
