Objectives The objectives of the PR campaign around the Cultural Spring were to: • Raise the profile of The Cultural Spring locally, regionally and nationally • Increase the number of people attending Cultural Spring events through publicity generated • Brief local and regional news outlets/journalists to win media buy-in of the project’s aims • Work with the Cultural Spring team to create an agreed narrative that would help shape PR output • Help shift attitudes towards the arts in our communities – the arts is not just for ‘them’ • Positive PR could also help attract higher-profile artists and possibly help longevity through legacy funders • Tackle any negative publicity should it arise (it hasn’t to date!) • Raise the profile of the individuals and groups we’re working with. Listening communities and globalising trends in the ownership and production of local radio 1 GUY STARKEY University of Sunderland [email protected] Abstract: This paper considers the trend in the United Kingdom and elsewhere in the world for locally- owned, locally-originated and locally-accountable commercial radio stations to fall into the hands of national and even international media groups that disadvantage the communities from which they seek to profit, by removing from them a means of cultural expression. In essence, localness in local radio is an endangered species, even though it is a relatively recent phenomenon. Lighter- touch regulation also means increasing automation, so live presentation is under threat, too. By tracing the early development of local radio through ideologically-charged debates around public-service broadcasting and the fitness of the private sector to exploit scarce resources, to present-day digital environments in which traditional rationales for regulation on ownership and content have become increasingly challenged, the paper also speculates on future developments in local radio. The paper situates developments in the radio industry within wider contexts in the rapidly-evolving, post-McLuhan mediatised world of the twenty-first century. It draws on research carried out between July 2009 and January 2011for the new book, Local Radio, Going Global, published in December 2011 by Palgrave Macmillan. The group are developing a central information point that will hold a record of volunteering opportunities. Also in development is a toolkit that will provide advice to managers in the recruitment, training and management of all volunteers. The toolkit will adhere to an equal opportunities policy in line with the Equality Act 2010, which provides for not discriminating due to age or caring responsibilities (in addition to other listed groups). Unfortunately the city’s Volunteer Centre closed in March 2016. However, Voluntary and Community Action Sunderland (VCAS) has now become an accredited volunteer centre and has been consulting with organisations in the city to develop its model. According to the Annual Residents’ Survey 2012, 17.5% of people aged 65+ regularly participate in formal volunteering; however, 52% have never volunteered.

It is owned by GCap Media, the company formed by the merger of GWR and the Capital Radio Group. Most of its output is play-listed pop music with hourly news bulletins and a half-hour news round-up at 5.30 on weekday evenings. There is a nightly football phone-in The Three Legends presented by three former stars of the region’s top clubs, Newcastle United, Sunderland and Middlesbrough. The station’s six newsroom staff are based in Gateshead, just over the famous Tyne bridge from Newcastle. As well as Century’s output, they are responsible for recorded bulletins on a series of digital stations, including Smooth, the Arrow and X-FM. This digital bulletin and a headlines sequence are also aired on DNN – the rolling news service on the digital multiplex. The recorded bulletins for the digital stations have to be timed to the second. The Century bulletins are more flexible in duration ranging from three minutes to a minimum of six minutes at 6 a.m. and 1 p.m. The newsroom can also break into programmes for a newsflash if a big story breaks. The station has a news booth for recording the digital bulletin, and a separate news production studio, both adjoining the newsroom. Bulletins are read in the main studio, with the presenter driving the desk and playing in cuts (pieces of audio) and beds (music stings and pieces to play under the newsreader’s voice).

    Cabinet 21 November 2002 Independent Local Radio Report of Patrick Conway, Director of Cultural Services Purpose of the Report 1 To share with Cabinet Members information relating to commercial radio services in County Durham. Background 2 The Radio Authority, recently confirmed that it intends to advertise for applicants to run an independent local radio service in the Durham area. Subject to any changes introduced by the Government’s Communications Act, it is expected the licence will be advertised next year. 3 There are already local stations for Sunderland (Sun FM), and Darlington (Alpha Radio). These complement the broader commercial radio services, Metro, Magic, TFM, Century and Galaxy, all of which cover much larger areas. 4 The Radio Authority has yet to indicate the transmitter power available, and therefore the range of the service. However, it is expected that in addition to Durham City, the station would cover a large part of County Durham, including Derwentside, Wear Valley, Chester-le-Street and part of the Sedgefield district, with a strong FM stereo signal. 5 Durham is unique among British cities, having once had its own local radio station, which was them removed. BBC Radio Durham closed in the early 1970’s, when the BBC chose to move investment and effort to Cumbria. Developments 6 In anticipation of an announcement by the Radio Authority, a putative bidder, Durham FM, is preparing an application. Backed by Radio Investments Ltd. (RIL), a well established company in commercial radio, work is well progressed in respect of research and planning. 7 RIL, one of the founding investors in London’s Capital Radio, has expanded its operation, and now has 22 stations from Falkirk to the Isle of Wight.
