Report 7 November 2019 1 Executive Summary This report presents 12 cases of land clearing based on alerts data from DETER (System for Monitoring Deforestation on Real Time) and PRODES (Program for Deforestation Calculation) observed between 27 August 2019 and 26 September 2019, in the Brazilian Amazon and Cerrado biomes. Land clearing alerts considered in this report were visually confirmed. Eight of the selected cases are in the Amazon biome, and four are in the Cerrado biome. Fazenda Rio Preto I e II Amazon (Canabrava do Norte, Mato Grosso) biome NASA detected fires inside the farms Fazenda Rio Preto I e II on September 8, 2019 that spread into adjacent Indigenous Reserve IT Maraiwatsede five days later (1), destroying roughly 1,000 hectares of native vegetation inside the reserve. Total native vegetation clearance within Fazenda Rio Preto I e II reached 9,570 ha between August 4 and September 21, 2019. The farms are not declared in the Rural Environmental Registry (CAR) (2), and as such will not be screened by companies who rely on the CAR as a source for their monitoring systems. Cattle from Fazendo Rio Preto were transferred to JBS’s slaughterhouse in Confrea, Mato Grosso in 2019 via Fazenda Tres Cores (3). Cattle is also moved between the Fazenda Rio Preto farms and other farms under the same ownership, for instance to Fazenda California Confinamento that directly supplied to Minerva (Palmeiras De Goias - GO and José Bonifácio - SP) in 2018 and 2019 and Mataboi Alimentos Ltda (Araguari - MG) in 2018. The Fazenda Rio Preto farms are a known supplier of JBJ Agropecuária Ltda (3), a beef company established by the eldest brother of the family that owns JBS (4). JBJ farms are an important local JBS supplier. The owner of the Rio Preto farms is allegedly linked to numerous environmental and social crimes. For instance, in 2004, 18 workers were rescued from slave labor conditions in Fazenda Rio Preto (5). In 2009, the Federal Police accused the owner of being involved in land grabbing (grigalem) in Araguaia region, including within the Natural Reserve Maraiwatsede (6). In addition, he was accused by federal prosecutors in Operação Pluma of contracting lawyers to illegally grab land (7). Fazenda Rio Dourado Amazon (Cumaru do Norte, Pará) biome Fazenda Rio Dourado has had 399 hectares under embargo since February 2018 for the destruction of flora (1). Nevertheless, the farm continued to indirectly supply cattle to a JBS plant in Redenção (Pará) in 2019 through the nearby (almost bordering) farm Fazenda Morada do Boi (2). The owner of both cattle farms controls over 20 companies. Among them are Temape, a controlling company of fuel storage centers in the port of Suape. In addition, he is the owner of two major sugar cane mills: Usina Serra Grande, in São José da Lage (Alagoas), and Usina Trapiche, in Sirinhaém (Pernambuco). The latter company has been repeatedly involved in human rights violations against fishermen communities. In 2009, the community accused Usina Trapiche’s workers for disposal of materials used to wash sugarcane into the Sirinhaém River, leading to an environmental fine of BRL 1 million (3).     OS PROJETOS DE ASSENTAMENTOS NO SUDESTE PARAENSE COMO CICLO DE OCUPAÇÃO Alfredo Kingo Oyama Homma1 Rui de Amorim Carvalho2 Sandra Maria Neiva Sampaio,3 Benedito Nelson Rodrigues da Silva4 Luiz Guilherme Teixeira Silva5 RESUMO No Sudeste Paraense convivem 292 projetos de assentamentos do Incra, com mais de 45 mil famílias (março 2001) abrangendo uma superfície de quase 3,5 milhões de hectares, constituída de pequenos produtores, posseiros, integrantes do MST, que vieram na busca de bens sociais e da exclusão social de outras regiões do País. A superfície envolvida nesses assentamentos é equivalente ao tamanho de Taiwan ou superior a soma dos Estados de Alagoas e Distrito Federal, mostra a dimensão de áreas que serão totalmente desmatadas. A incorporação de lotes de assentados desistentes pelos novos assentados externos, constitui outra característica dos Projetos de Assentamentos. Entre metade a ¾ dos assentados originais ou de novos ocupantes conseguem a sua estabilidade mediante processo de acomodação. O ciclo dos cultivos anuais vai depender da área de floresta disponível que, quando esgotados, encerra-se a Primeira Sustentabilidade para uma grande categoria de produtores. Para este conjunto de produtores resta a alternativa de vender o lote para outros produtores interessados na expansão das pastagens e procurar novas áreas. O conjunto representando pelos plantadores de cultivos perenes e àqueles interessados na pecuária, inicia-se a Segunda Sustentabilidade, com possibilidade de permanência, dependendo do manejo do rebanho e das pastagens, pelos próximos dez anos. A venda dos lotes não significa o fracasso do assentado, mas que consegue uma capitalização, repetindo a crítica comum dos grandes especuladores de terra na Amazônia no passado, em escala reduzida.

O GOVERNADOR DO ESTADO DO PARÁ, usando das atribuições que lhe são conferidas pelo art. 135, incisos III, VII e X, da Constituição Estadual e pelos arts. 54 e 55 da Lei Complementar nº 53, de 7 de fevereiro de 2006, e Considerando o prioritário propósito de atender, com efetividade, eficiência e maior eficácia, aos anseios de defesa e segurança da população, na capital e nas diversas regiões do Estado, inclusive no arquipélago do Marajó; Considerando que a reestruturação da Polícia Militar do Pará, decorrente da edição da Lei Complementar nº 53, de 7 de fevereiro de 2006, deu nova organização às Unidades Operacionais dos Comandos Operacionais Intermediários no Estado, com maior ocupação espacial e presença da polícia ostensiva preventiva, especialmente nas áreas mais conflitivas, longínquas e de difícil acesso; Considerando a necessidade de se ampliar a capilaridade operacional da PMPA com ações espraiadas pelos 143 Municípios, na pronta resposta do Estado e no real combate à violência e a criminalidade, garantindo o bem-estar e resgatando a sensação de segurança do cidadão paraense, D E C R E T A: Art.

E-mail: [email protected]; [email protected]; [email protected]; [email protected]; [email protected]; [email protected] ABSTRACT: The Cerrado (Brazilian savanna) is the second largest Brazilian biome (204 million hectares) and due to its location in the Brazilian Central Plateau it plays an important role in terms of water production and distribution throughout the country. Eight of the twelve Brazilian hydrographic regions receive water from this Biome. It contributes to more than 90% of the discharge of the São Francisco River, 50% of the Paraná River, and 70% of the Tocantins River. Therefore, the Cerrado is a strategic region for the national hydropower sector, being responsible for more than 50% of the Brazilian hydroelectricity production. Furthermore, it has an outstanding relevance in the national agricultural scenery. Despite of the relatively abundance of water in most of the region, water conflicts are beginning to arise in some areas. The objective of this paper is to discuss the economical and ecological relevance of the water resources of the Cerrado. Key-words: Brazilian savanna; water management; water conflicts. INTRODUCTION The Cerrado is the second largest Brazilian biome in extension, with about 204 million hectares, occupying 24% of the national territory approximately. Its largest portion is located within the Brazilian Central Plateau which consists of higher altitude areas in the central part of the country.
