ITT 14.1(a) The Tenderer shall have a minimum of 02 years of overall experience in the supply of marine equipment/machinery or related items.

ITT 14.1(c) The satisfactory completion of 04 in no supply of similar goods and related services within last 02 years.

G. Contract Award

ITT 53.1 The maximum percentage by which quantities per item may be increased is: 50%. The maximum percentage by which quantities per item may be decreased is: 50%.

ITT 55.1 The amount of Performance Security shall be 10% percent (as pay order/cross cheque) of the Contract Price. in favour of Ayon Bayon Kormokorta by pay order, Coastguard force Headquarters.

ITT 62.3 The Security Deposit shall be deducted Ten (10) percent from the the successful Tenderer’s payable invoices during Contract implementation, if awarded the Contract.

The packing, marking and documentation inside and outside the packages shall be GCC 20.2 commercial packing. GCC 21.1 The documents to be furnished by the Supplier shall be as follows: a. Supplier’s invoice showing Goods’ description, quantity, unit rates, total amounted; b. The satisfactory completion of 04 in no supply of similar goods and related services within last 02 years. c. Attested copy of valid trade license d. Attested copy of latest income tax certificate. e. Attested copy of latest VAT registration certificate f. Manufacturer authorization letter g Warranty Certificate.

Full payment will be made in local currency after satisfactory test/trial and final acceptance by Bangladesh Coast Guard.

GCC 30.1 On completion of successful installation, test and trials of the engines will be carried out by BCG in presence of the supplier’s representative(s). A test-trials certificate in this regard is to be signed by the supplier’s and BCG representative(s).

GCC 31.3 The Warranty Period shall be: 12 months

GCC 31.7 During the warranty period, if any engine remains non - operational for any action pending by the supplier, the warranty period will be extended for the same period. The warranty covers all parts and labour (including service engineer’s cost) throughout the warranty period.

GCC 33.1 The amount of Liquidated Damages is 0.5 percent of the contract value of the undelivered Goods or any part thereof delivered after expiry of the Delivery and Completion Schedule

or extended Delivery and Completion Schedule, as applicable, per week of delay. Guide to application of GCC Sub Clause 33.1 above [ Liquidated damages is equivalent to an amount to be determined in accordance with the following formulae T = VxPx n Where; T = Total amount of Liquidated Damages V= Contract Value of undelivered Goods or any part thereof, delivered after expiry of the Delivery and Completion Schedule or extended Delivery and Completion Schedule, as applicable P = Percent-rate at which the Liquidated Damages shall be imposed per day of delay n = No of days delayed for delivery of the undelivered Goods or any part thereof, after expiry of the Delivery and Completion Schedule or extended Delivery and Completion Schedule, as applicable.

The maximum amount of Liquidated Damages for the undelivered Goods or any part thereof is 10 percent of the final Contract Price of the whole of the Goods and related services.

30. Engine Battery. Engine starting battery is to be provided. Battery details (Brand, Model, and Country of origin) with capacity are to be mentioned separately.

31. Safety Arrangement.

a. Emergency cutoff switch. b. Over head protection & over heat temperature alarm. c. Start in neutral position. d. Warning horn. e. Anti corrosive anodes f. The firing arrangement of the engine is to be such that it does not fall dawn easily when the boat attains the desired speed. g. Transom monitoring kit for engine placement to be supplied. h. Arrangement for hoisting and lowering to be provided and hoisting gear to be supplied.

32. Installation of Engines. The offered engines will be used onboard Defender, Dolphin and SRB class boats of Bangladesh Coast Guard as replacement of the existing engines. The installation of new engines should not have any adverse effect on the stability and speed of the boat and 01(one) in Number Vessel Tracking System Installed for each boat. All materials required for mounting/installation are to be supplied separately.

33. Manuals. Two (02) set of following manuals and catalogues for all category engines in English are to be provided separately:

a. Operation Manual. b. Maintenance and Workshop Manual. c. Parts Identification List. d. If any software is needed to diagnose the problem and to rectify is to be provided with training.

34. Factory Acceptance Trial (FAT) and Pre-Shipment Inspection (PSI).

a. A team of 3 (three) BCG representatives will visit the factory of outboard engine for 4 (four) working days (excluding travel time) to observe the FAT and to carry out PSI of the outboard engines.

b. The bidder will inform BCG about the date and schedule of the FAT and PSI at least 8 (eight) weeks prior to the commencement of FAT and PSI.

c. All costs related to PSI and FAT including airfare, Food, accommodation office and allied logistics for the team will be borne by the supplier.Local transportation (air/sea/road/rail) for the team within the manufacturer/ supplier's country, reception and arrangement for entry into the country/concerned area for supervision and inspection are to be arranged by the supplier.

d. Cost of FAT and PSI is to be mentioned seperately. If FAT and PSI can not be conducted by BCG due to Force majeure or any other reasons, this cost will be deducted from the final bill.

35. Catalogues/Brochures. Original Catalogues/Brochures of the offered item for each type engines are to be submitted with the quotation separately.

36. Validity of Offer. 120 days from the tender opening date.

37. Packing. Commercial packing.

38. Terms of Payment. Full payment will be made in local currency after satisfactory test/trial and final acceptance by Bangladesh Coast Guard.

39. Shipment.

a. The supplier will arrange transportation of the engines drives and associated equipment and fittings by sea/air to port/ Dhaka airport, Bangladesh.

b. All items are to be delivered in sea worthy/ air worthy packing/ container to ensure safe transportation by sea/ air.

c. All packages are to have packing notes showing their contents in detail and all packages shall be marked with the name and address of the consignee and gross weight.

40. Port of Shipment. Any port of manufacturing country (Relevant document is to be submitted during delivery of the items).

41. Delivery.

a. The engines and all other required items are to be delivered within 22 weeks from the date of signing the contract to the following consignee:

b. Place of delivery. The supplier will arrange transportation of all supplied items from Chittagong port/Dhaka airport to CGHQ, Agargaon Admin Area, Sher-E-Bangla Nagor, Dhaka-1207 at the cost and risk (cost of insurance) of the supplier, where initial inspection will be done by CI & QC; then the supplier will arrange transportation of all supplied items to the sites of installation (Coast Guard Zone Chattogram, and Mongla) at the cost and risk of the supplier, where the final test trial will be carried out.

42. Installation. Supplier will install the engines and all other associated accessories onboard Defender, Dolphin an SRB Class Boats of Coast Guard Zone Chattogram, Bhola and Mongla under the supervision of the BCG without any major modification of the boat or any other system. Any minor modification (if required) is to be done at the cost of the supplier. However, such modification will not hamper the re-installation (if required) of the inbuilt original engines.

43. Test and Trials. On completion of successful installation, test and trials of the engines will be carried out by BCG in presence of the supplier’s representative(s). A test-trials certificate in this regard is to be signed by the supplier’s and BCG representative(s).

44. Acceptance. Acceptance certificate will be issued by the Coast Guard authority on completion of successful test/trial.

45. Warranty. Warranty for trouble free operation is to be given by the principal/ manufacturer for all the supplied items for a period of at least 12 (Twelve) months from the date of acceptance by the buyer. During the warranty period, if any engine remains non - operational for any action pending by the supplier, the warranty period will be extended for the same period. The warranty covers all parts and labour (including service engineer’s cost) throughout the warranty period.

46. Guarantee. The manufacturer will guarantee to supply the spare parts for at least 05 years at reasonable price. Yearly increase of price of spares should not be more than 5% of the price list for spares provided with the quotation.

47. Boat Visit. Interested bidders may visit the Defender, Dolphin and SRB Class Boats of Coast Guard Zone Chattogram, and Mongla.

48. Compliance Statement. A compliance statement fulfilling the entire requirement mentioned above to be meticulously prepared by supplier and submitted for proper evaluation of offer. Any deviation from the specification is also to be mentioned in the offer. Mentioning of “Yes/ No/ Complied” will not be enough. An incomplete compliance statement may attribute to cancellation of the offer.

49. Condition for Acceptance of Quotation. Quotation may not be considered if detailed information/ specifications, original maker's books and catalogue about the same model of the offered item, accessories, scope of supply etc are not provided.
