Melanie Carina Schmoll, PhD Israel in summer 2021 – the end of the pandemic seems to be near. Israel opens up, almost all mask requirements are cancelled, international travel groups are welcome and even the individual guests are allowed to travel to the Holy Land with almost no restrictions. It seems Israel is back in pre-pandemic times. But it is not the same country anymore. Some fundamental changes have happened over the last few weeks. When, in March 2021, the Israelis had to vote again for the Israeli Parliament, the Knesset, it was for the fourth time within two and a half years. The outcome was almost the same as the three times before. Benjamin Nethanyahu, Israel´s long-time prime minister, won most of the seats with his Likud party. As the State of Israel is a parlamentary democracy the executive branch or the government draws its authority from the Parliament (the legislative branch) and needs its confidence. Therefore, the prime minister is not decided directly by the voters but depends instead on a process of bargaining among the various fractions elected to parliament.     OSW Commentary CENTRE FOR EASTERN STUDIES NUMBER 341 23.06.2020 www.osw.waw.pl Ultraorthodox Jews in Israel – epidemic as a measure of challenges Marek Matusiak In Israel as in other countries, when the COVID-19 epidemic surfaced it exacerbated the existing divi- sions and tensions in society. A group that came under severe attack from the public was the Jewish Ultraorthodox population (the Haredi). This was due to disregard on the part of certain ultraorthodox groups of the restrictions imposed in response to the epidemic and an exceptionally high infection rate in that community – as much as 70% of cases recorded from February until May this year affected members of that community.1 This non-conformity with the regulations by some Haredi (in fact a distinct minority) resonated broadly because it was an element of a decades-long heated dispute over the state’s approach towards the group and its place in Israeli society. Over the years, the issue has repeatedly caused severe shockwaves (including collapse of government coalitions). The stance adopted by the Haredi during the initial phase of the epidemic provided critics of the Haredi with new arguments that they are de facto a law unto themselves, and as a result are becoming increasingly socially and politically problematic. While COVID-19 cannot be expected to significantly change the subjects under debate, the arguments used in the debate, or the balance of power, it will make the dispute even more complex than before the epidemic and lead to greater polarisation. This will further complicate Israel’s efforts to meet challenges posed by the rapid increase in the community’s population.

    PROJECT DEMOCRACY – FIGHTING FOR THE GROUND RULES CHAPTER 3: GOVERNMENT INSTITUTIONS The danger to democracy in Israel is multi-faceted. Particularly worrisome, two of the central arenas from which these threats arise are the very ones charged with safeguarding democracy: The Knesset (Israeli parliament) and the government. Over the past two years, senior officials have voiced harsh and unprecedented statements directed against human rights organizations, political groups, and minorities, and have made various attempts to narrow their operations. At the same time, a long list of new legislative proposals have been introduced in the Knesset, some of which have been enacted, which clearly harm Israeli democracy and undermine the rights, the status, and the opinions of those who are not part of the current political majority or whom the majority wishes to shy away from. It is important to emphasize that these legislative initiatives are not only private proposals introduced by individual MKs, but bills that have, in some cases, received the support of the government and in other cases have even been introduced by the government itself. Additionally, recent years have seen the continued erosion of checks and balances between branches of government, a basic democratic principle that is vital for the survival of any democracy . There have been serious defects in the legislative process, and legislation has been introduced that would strengthen the powers of the government and weaken those of the opposition, which represents Israel's minority voices. Another dangerous phenomenon is the continued undermining of the status of the judiciary branch. This manifests itself in the government's refusal to comply with court rulings made against it, and in legislative attempts to weaken the power of the Supreme Court.

In alphabetischer Schrift war auf Hebrä- isch der Name Jerubbaal auf die Scherbe eines etwa 1 Liter fassen- den Tongefäßes für Öl, Medizin oder Parfum mit Tinte geschrieben worden. Der Name konnte klar entziffert werden, doch weitere Buchstaben der etwas längeren Inschrift blieben nicht erhalten. Auf diesem Gelände wurde die Tonscherbe entdeckt Beleg für biblische Richterzeit Inschriften aus dieser Periode sind extrem selten. Der Name Jerubbaal tauchte bei diesem Fund das erste Mal auf einer Ton- scherbe auf. Unbekannt bleibt jedoch, ob das Gefäß jenem in der Bibel erwähnten Richter gehörte oder einer anderen Person mit diesem Namen.     Antisemitism: A Persistent Threat to Human Rights A Six-Month Review of Antisemitism’s Global Impact following the UN’s ‘Historic’ Report April 2020 Summary In October 2019, Dr. Ahmed Shaheed, the United Nations Special Rapporteur on Freedom of Religion or Belief, expressed alarm about a significant increase, since 2017, in reports of hostility, discrimination and violence motivated by antisemitism around the world.1 This report surveys antisemitic incidents that have occurred in the six months since Dr. Shaheed presented his report on the subject of antisemitism to the UN General Assembly. Alarmingly, antisemitic expression and violence appear to have persisted – and even increased – in a number of countries around the world between October and April 2020, notwithstanding efforts by governments and other stakeholders to implement Dr. Shaheed’s recommendations. The cases and trends highlighted in this report reveal that antisemitism remains a phenomenon that impairs the security and the human rights of many Jewish individuals, including the right to manifest their religion, and that it also threatens the rights of members of other minority communities and democratic societies as a whole. Since the emergence of the COVID-19 pandemic in early 2020, in many countries, conspiracy theories claiming that Jews or Israel engineered or are deliberately spreading the virus, as well as age-old antisemitic tropes associating Jews with disease, have been spread in traditional media and online. Occasionally, Jewish people, communities, and institutions have been subjected to antisemitic harassment and threats of violence; in a few cases, antisemitic rhetoric seems to have played an important role in motivating attempted violent attacks against sites and individuals, Jewish and non-Jewish alike.
