Information Technology 314-316 Grant wise details of estimates and actual recoveries which have APPENDIX - 317 been adjusted in the accounts in reduction of expenditure. iii INTRODUCTORY This compilation containing the Appropriation Accounts of the Government of Manipur for the year 2018-2019 presents the accounts of sums expended in the year ended 31 March 2019, compared with the sums specified in the Schedules appended to the Appropriation Acts passed under Articles 204 and 205 of the Constitution of India. In these Accounts : ‘O’ stands for original grant or appropriation ‘S’ stands for supplementary grant or appropriation ‘R’ stands for re-appropriation, withdrawals or surrenders sanctioned by a competent authority. Charged appropriation and expenditure are shown in italics. The following norms which have been approved by the Public Accounts Committee of Manipur Legislature have been adopted for comments on the Appropriation Accounts. SAVINGS (i) Comments are to be made for overall saving exceeding ` 5 lakh of the total provision (Original plus Supplementary). (ii) Comments are to be made in individual sub-heads for saving exceeding ` 5 lakh in all the Grants. Charged Appropriation: Comments are to be made in all sub-heads where the variation is more than ` 5 lakh. EXCESS (i) General comments would be made for regularization of excess over the provision in all cases where there is overall excess (any amount). (ii) Comments are to be made in individual sub-heads for excess exceeding ` 2.5 lakh in all the Grants. BAHAR-UD-DIN SHAH Under the Supervision of Prof. (Mrs.) Abha Lakshmi Singh DEPARTMENT OF GEOGRAPHY ALIGARH MUSLIM UNIVERSITY ALIGARH (INDIA) 2003 ,ov Azad f/,;: 1 As the pressure of population increased, the hunters-cum-cultivators of the Neolithic period started clearing of more patches in forests to bring them under cultivation. At the depletion of fertility, Ihe cultivators used to migrate to new tracts to bum and cleaf forests for sowing of crops. This type of cultivation is termed as 'slash and bum agriculture'.or'shifting cultivation' or 'bush fallow agriculture' or 'swidden agriculture' or ""jhum cultivation'. Jhum cultivation otherwise called 'Pamlou' in Manipur may be defined as an agricultural system which is characterized by rotation of fields rather than crops, by short period of cropping altemating with long fallow periods and clearing by means of slash and burn. It occupies a distinct place in the tribal economy and contributes a vital part of the socio-economic network of tribal life in Manipur and particularly in Ukhml district. This practise of raising agricultural crops does not involve cultivation of land using agricultural implements or draught animals or any mechanical power. The inputs are human labour and seeds. Crops raised for a few seasons and area are abandoned once in 2 or 3 years which are affected by serious erosion. The farmers called J/jwm/a5, then shift over to other lands and resort to similar practise ( but the villages do not shift).

    P R E F A C E The ‘Economic Survey, Manipur, 2016-17’ presents a broad analysis of the latest economic situation of the state based on performance appraisal data collected from various sources. It is the 21st issue of the series. The salient feature of the State’s economy is briefly discussed in Part-I and supporting statistical tables are presented in Part-II. Some of the chapters/tables have been modified in the present issue on the basis of the data-base made available by the different Agencies/Departments. The district level data presented herein relates to the 9 (Nine) Districts which existed before the creation of the new 7 (Seven) Districts in December, 2016. Certain information are depicted in the form of charts. It is hoped that with the active co-operation of different Organisations/Departments, the Directorate will be able to make improvements in the quality and contents of the publication in its future issues. The co-operation and help extended spontaneously by different Departments of the Government, local bodies and private institutions are gratefully acknowledged. I also appreciate all the officers and staff of the Economic Analysis (EA) and Coordination and Publications (CoP) Units of the Directorate for their untiring efforts put in for preparation of the current issue of the publication. The co- operation extended by the Printing Unit of the Directorate in printing and binding of the publication is also gratefully acknowledged.
