PUBLIC SPORTS POLICY: THE IMPACT OF THE ATHLETE … Vol. 4 Issue 1: 5 - 19 PUBLIC SPORTS POLICY: THE IMPACT OF THE ATHLETE SCHOLARSHIP PROGRAM ON BRAZILIAN MEN’S ARTISTIC GYMNASTICS Mauricio Santos Oliveira1 & Marco Antonio Coelho Bortoleto2 1Physical Education and Sports School, University of São Paulo, Brazil 2Physical Education Faculty, State University of Campinas, Brazil Original research article Abstract The Brazilian government established the Athlete Scholarship Program, by Law no10.891/2004, aiming to contribute for athletes’ economical support, development and permanence in sports and to renew the Brazilian representation in national and international competitive events. This study intends to present the program and to discuss its impact on Brazilian Men’s Artistic Gymnastics (MAG) according to the opinion of Brazilian experts. A bibliographic review has been used as methodological procedure, followed by a field survey consisting of semi-structured interviews applied to Brazilian representatives, coaches, judges and world-class gymnasts. The results revealed the important role of the Athlete Scholarship Program on the gymnasts support, however other actions are necessary to solve structural and financial problems that still affect this sport in Brazil. We suggest some changes in the program in order to increase the number of scholarships offered, to minimize the bureaucracy application and to make clearer the enrollment rules, the accountability and the selection process.     Olympic Culture in Soviet Uzbekistan 1951-1991: International Prestige and Local Heroes Sevket Akyildiz Introduction Uzbekistan was officially established in 1924 by the victorious Bolsheviks as part of a larger union-wide „Soviet people‟ building project. To legitimate and consolidate Moscow‟s rule the southern, largely Muslim, Asian territories (including Uzbekistan) were reorganized under the national delimitation processes of the 1920s and 1930s. Establishing the Soviet republics from the territory formerly known as Turkestan was based upon language, economics, history, culture and ethnicity. Soviet identity building was a dual process fostering state-civic institutions and identity and local national (ethnic) republic identity and interests. The creation of the national republics was part of the Soviet policy of multiculturalism best described a mixed-salad model (and is similar to the British multicultural society model). (Soviet ethnographers termed ethnicity as nationality.) Uzbekistan is situated within Central Asia, a region that the Russians term “Middle Asia and Kazakhstan” – some Western authors also term it “Inner Asia”. Uzbekistan stretches south-east from the Aral Sea towards the Pamir Mountains, and shares borders with Afghanistan (137km), Kazakhstan (2,203km), Kyrgyzstan (1,099km), Tajikistan (1,161km), and Turkmenistan (1,161km). The climate is continental, with hot summers and cold winters. The Uzbeks are a Turkic-speaking people largely Turkic (and Mongol) by descent - and predominately Sunni (Hanafi) Muslim by religious practice. Between 1917 and 1985 the population of Uzbekistan rose from approximately 5 million to 18 million people. However, Uzbekistan was a Soviet multicultural society, and during the Soviet period it contained more than 1.5 million Russian settlers and also included Karakalpaks, Kazakhs, Tajik, Tatars, and several of Stalin‟s deported peoples.

A sua concepção iniciou-se no século XIX na Alemanha, precisamente, em 1811. Nesse período, o professor alemão Johann Friedrich Ludwig Jahn, considerado o “pai da ginástica”, criou o pri- meiro campo de ginástica ao ar livre na floresta de Hasenheide nos arredores de Berlim. Ali nasceu a GA atual que, com seus aparelhos sofisticados, teve muita influência dos métodos e aparelhos que foram improvisados em árvores e utilizados por Jahn para fins militares na escola ginástica alemã. No Brasil, a chegada da ginástica ocorreu em 1824, com a colonização alemã no Rio Grande do Sul. Mas, apenas em 1951 a GA foi oficializada no país, quando aconteceu tam- bém o primeiro Campeonato Brasileiro de Ginástica (PUBLIO, 2002). Atualmente, a GA do Brasil vem obtendo resultados internacionais expressivos, o que contribuiu para a popularização da modalidade no país. O primeiro resultado de grande re- percussão foi a medalha de prata da ginasta Daniele Hypólito na prova de solo no mundial da Bélgica, em 2001. E, em 2003, impulsionada pelo duplo twist carpado e ao som da músi- ca “Brasileirinho”, a atleta Daiane dos Santos lograria o primeiro título mundial do Brasil no Campeonato Mundial de Anaheim, nos Estados Unidos. Na categoria masculina, o ano de 2005 marcaria a história com a conquista da pri- meira medalha em mundiais. Nessa oportunidade Diego Hypólito subiu no lugar mais alto do pódio no solo.

Research was conducted on a sample of 32 jumps. Sixteen jumps at apparatus (vault) finals competition were performed at the Olympic Games 2000. in Sydney, Australia. Other sixteen jumps were performed also in the vault finals, but at the Olympic Games 2016. in Rio, Brazil. Analyses of the vaults were done by video. Variables which are used was divid- ed in two parts: type of the jumps (2, 3, 4, 5) and rotation (180°, 360°, 540°, 720°, 900°). Type of jumps was: 2=Handsprings, 3=Tsukahara, 4=Yurchenko, 5= Half-turn entry. Differences between the Olympic Games in type of jumps and rotations were calculated by T-test for in- dependent samples and Mann-Whitney U Test for independent sample. Results of Mann- Whitney U Test have shown that at the level of statistical significance of p<,05 that there were differences between the Olympic Games in variable rotation. It seems that today´s vault is performed with much more rotation around longitudinal (LA) axis of the body, and around transversal it seems that they are the same despite the new vault table.
