Whether described in class terms as the ‘forward march of labour’ or ideologically as the rise of socialism, the narrative is broadly the same. The old certainties had to give way in the face of modern mass societies. This poses no problem for anarcho-communism. It can be accommodated comfortably on the libertarian wing of collectivism. But what of individualism? It seems out of place, a curiosity; the last gasp of a liberal England that was about to die. Perhaps that explains its comparative neglect. Yet seen as part of the radical milieu of the time, it seems neither anomalous nor a fringe movement. It stood firmly in the tradition of a left libertarian radicalism that was a serious competitor of the collectivist left. There were two main groupings of individualists in late Victorian Britain. -

Contextualizing the “Marketplace of Ideas” in Libraries Nailisa Tanner and Grant Andersen ABSTRACT: “The marketplace of ideas” is frequently invoked in debates concerning the merits of free, unrestricted speech; as social and information centres of their communities, libraries are often implicated in these debates. If we suppose that libraries are supporters of civic debate, what does it mean to take the “free market of ideas” as the principle by which the free speech debate is organized? This paper contextualizes the tendency to imagine the public sphere as a free market in ideas within jurisprudence and the neoliberal arts of government, consulting democratic theory to question which frameworks libraries might draw from to reimagine their contribution to the public sphere. Introduction: Free Speech and the “Marketplace of Ideas” in Library Spaces In June 2017, the Toronto Public Library (TPL) gained widespread attention and criticism for permitting a memorial service for Barbara Kulaszka, a lawyer who had represented neo- Nazis and Holocaust Deniers, to be held in one of its rooms.1 In the wake of the controversy, Vickery Bowles, City Librarian for the TPL, was awarded the Ontario Library Association’s Les Fowlie Intellectual Freedom Award at the beginning of 2018.2 Shortly afterwards, Bowles announced the launch of the event series On Civil Society, the largest system-wide series the TPL had ever hosted.3 The purpose of the series was to provoke thought and spark public debate about divisive social and political issues. -

Education for Liberal Democracy: Fred Clarke and Educational Reconstruction in England 1936-1952 Hsiao-Yuh Ku Institute of Education, University of London Thesis for the degree of PhD 2012 Abstract This thesis explores the connection between the democratic ideas of Fred Clarke (1880-1952), an English educationist, and his contribution to educational reconstruction in England in the 1940s. By drawing on biographical method and documentary research, this thesis demonstrates that Clarke's democratic ideas reflected the ideals of liberal democracy and ways in which his ideas informed his positions on various issues of the educational reform and his actions or activities towards them, which constituted his substantial contribution to the reform. Three general themes in this thesis support the main argument. First, Clarke's ideas about the distinction between community and the State, his conception of equality, and his emphasis on free personality and moral qualities of all citizens found their roots in the ideals of liberal democracy, especially those of developmental democracy. Second, Clarke's ideas of democracy underlay his positions on educational issues such as the reorganization of the central authority; the public schools; the administrative system, selection and organization of secondary education; further education; teacher education and the teaching profession; and adult education. Third, Clarke contributed himself to the reform primarily through arousing and guiding public opinion by means of his speeches, writings, cooperative actions, engagement in professional organizations, and the publication of the first report of the Central Advisory Council, School and Life (1947), which were also in accordance with his ideas of democracy. Clarke also exerted his influence on cultural elites through discussion groups and on policy-makers and key figures through memoranda, private meetings and correspondence. -

THE NEOLIBERAL THEORY OF SOCIETY Simon Clarke The ideological foundations of neo-liberalism Neoliberalism presents itself as a doctrine based on the inexorable truths of modern economics. However, despite its scientific trappings, modern economics is not a scientific discipline but the rigorous elaboration of a very specific social theory, which has become so deeply embedded in western thought as to have established itself as no more than common sense, despite the fact that its fundamental assumptions are patently absurd. The foundations of modern economics, and of the ideology of neoliberalism, go back to Adam Smith and his great work, The Wealth of Nations. Over the past two centuries Smith’s arguments have been formalised and developed with greater analytical rigour, but the fundamental assumptions underpinning neoliberalism remain those proposed by Adam Smith. Adam Smith wrote The Wealth of Nations as a critique of the corrupt and self-aggrandising mercantilist state, which drew its revenues from taxing trade and licensing monopolies, which it sought to protect by maintaining an expensive military apparatus and waging costly wars. The theories which supported the state conceived of exchange as a ‘zero-sum game’, in which one party’s gain was the other party’s loss, so the maximum benefit from exchange was to be extracted by force and fraud. The fundamental idea of Smith’s critique was that the ‘wealth of the nation’ derived not from the accumulation of wealth by the state, at the expense of its citizens and foreign powers, but from the development of the division of labour. The division of labour developed as a result of the initiative and enterprise of private individuals and would develop the more rapidly the more such individuals were free to apply their enterprise and initiative and to reap the corresponding rewards. -

John Bellamy Foster ess than two decades into the twenty-first century, it is evident that capitalism has L failed as a social system. The world is mired in economic stagnation, financialisation, and the most extreme inequality in human history, accompanied by mass unemployment and underemployment, precariousness, poverty, hunger, wasted output and lives, and what at this point can only be called a planetary ecological “death spiral.”1 The digital revolution, the greatest technological advance of our time, has rapidly mutated from a promise of free communication and liberated production into new means of surveillance, control, and displacement of the working population. The institutions of liberal democracy are at the point of collapse, while fascism, the rear guard of the capitalist system, is again on the march, along with patriarchy, racism, imperialism, and war. To say that capitalism is a failed system is not, of course, to suggest that its breakdown and disintegration is imminent.2 It does, however, mean that it has passed from being a historically necessary and creative system at its inception to being a historically unnecessary and destructive one in the present century. Ruggie In this essay we revisit the principles of “embedded liberalism” and argue for their relevance to the contemporary global economy. The most essential principle is the need for markets to enjoy social legitimacy, because their politi- cal sustainability ultimately depends on it. From this principle we analyze three current sets of practices and institutions in which ongoing crises of legitimacy demonstrate the need for a renewal of embedded liberalism and a revitalization of global governance. They are: the activities of transnational corporations, particularly with regard to core standards in labor and human rights; the orga- nization of the international financial architecture; and the formal rules and informal norms of international organizations. Learning the Lessons of Embedded Liberalism The post-1945 world economy embodied a social bargain. In the aftermath of the political and economic chaos of 1920s, the Great Depression of the 1930s, and the Second World War—all of which together shattered the world order within the span of a single generation—policymakers sought to reorganize and rebuild the world economy by restoring open markets, promising to mitigate their adverse social consequences and thereby preempting societal demands, from both left and right, to replace markets altogether. The failure to strike such a compromise earlier had undermined international cooperation in trade and macroeconomic policy during the 1920s and 1930s, just as it had caused the collapse of the first era of globalization, circa 1870 to 1914. Influential scholars and policymakers began to make sense of how that first era of globalization had lost its way. -

On Demarcation Problem Between Neoliberalism and Libertarianism
IVR in Beijing Libertarian Workshop 200909 On Demarcation problem between neoliberalism and libertarianism Hashimoto Tsutomu (Hokkaido University, Japan) [email protected] This paper is to be presented at the workshop of Libertarianism, coordinated by Prof. Morimura Susumu. Summary I shall argue that there is a problem of how to make a significant demarcation between libertarianism and economic liberalism (i.e. neoliberalism). The division between the two is sometimes ambiguous but I shall point out that the following criterion is the most important: “order-disoriented thinking” versus “order-oriented thinking.” To understand this criterion, I shall present two types of dichotomies. One is “firm (medium level)” versus “state (macro level)”, and the other is “economic value” versus “ethical value.” When we use these two dichotomies, we find that there are four types of problem areas. The difference of libertarianism and neoliberalism depends on the issue of “economic value problem in macro level.” While libertarians are against the government intervention for maintaining market order or market value of big companies’ business, neoliberalists support those interventions. For neoliberalists, in order to save poor people, it is necessary to save rich people more than others: by way of saving their bank accounts, they try to avoid bankruptcy of major banks and therefore a collapse of market order. However, libertarianism and neoliberalism share several ideological values. I shall argue what they share as well. 1. Four ethical examinations on economy Here are four major questions on economic ethics: A. Civil society is a direct expression of hegemony, which Gramsci famously theorised as a pattern of established power relations among social groups in a given historical political situation. In Gramsci’s view, hegemony is not simply a matter of domination because it also requires "direction", that is, headship or leadership. With Gramsci, hegemony stretches beyond the pure "economic-corporative" level, being supplemented by a veritable "ethical- political" layer. In this context, the civil society features simultaneously an object of conquest, a battlefield among different social and political groups, and the outcome of a given configuration of forces in a given historic context. Civil society is also intimately linked to the production, circulation and consumption of discourses and myths; its constitution, in other words, is ideological. Gramsci took ideology seriously arguing that, to become operative, critical ideas must make their way into in people’s everyday existence.
