City Councilors Mayor Jerry Muench, Vice-mayor Wally Kain, Bob Janes, Daphne Miller and Mark Westall voted unanimously to buy the key and access. Purchase is contingent upon two. appraisals, not yet known, for the parcels of at least 90 percent of the price to be paid, and financing. Silver Key, north of Bowman's Beach, is best known as a nesting habitat for two bald eagles, the presence of terns and black skimmers, other shorebirds and 32 . species of plants, according to Erick Lindblad, execu- tive director of Sanibel-Captiva Conservation Foundation. . In a sense, it was a triumph particularly for Sanibel resident Tim Gardner, whose home on Clam Bayou is adjacent to Silver Key and who has spent six years in fund raising and letter-writing campaigns to block a proposed bridge to Silver Key by developers.
