The data in this supplement, like the original volume and the first supplement, was gathered from a variety of sources but focuses primarily on Elections BC’s Statements of Votes and Reports of the Chief Electoral Officer, the Journals of the Legislative Assembly and the Statutes of British Columbia. This supplement lists the results of general elections, by-elections, referenda, recall petitions and initiative petitions from 2002 to 2013. We hope this supplement is as useful to readers as the original volume and first supplement proved to be. Keith Archer, PhD Peter GourlAy Chief Electoral Officer Director British Columbia Legislative Library of British Columbia INTRODUCTION This volume is a second supplement to the Electoral History of British Columbia, 1871—1986, continuing the historical record to the end of 2013. It contains details of the initiative petition and recall petitions that followed the 2001 General Election and all electoral activity up to and including the events of 2013: the 40th Provincial General Election, the Westside-Kelowna By-election and the initiative petition, An Initiative to Amend the Police Act. The period of 2002—2013 saw a number of firsts for the electoral process in British Columbia: the first referendum conducted entirely by mail-in ballot (2002); the establishment of Canada’s first online voter registration system (2004); the first general election in which prisoners serving a sentence longer than two years were entitled to vote (2005); and the first successful initiative petition (2010). Legislative developments have led to a number of changes to this supplement from the previous volumes. Multi-member electoral districts were discontinued following the 1986 General Election, and the ability of a candidate to run in more than one electoral district was eliminated in 1939. As such, those items have been removed from Part Four: Electoral Highlights and Women Members of this supplement. Legislative change has also meant that terminology used in this volume has been modernized throughout. For example, “polling day” is now “General Voting Day,” and “Returning Officer” is now “District Electoral Officer.” While the structure of this supplement is largely consistent with previous volumes, formatting and placement of certain information within the document has been altered to improve readability and usability. For example, the number of registered voters in an electoral district has been moved from the list of District Electoral Officers in Part Two to the Results by Electoral District in Part One. PART ONE Notes The results summaries of general elections, by-elections and referenda in Part One are immediately followed by the results by electoral district. The surnames of elected candidates appear in capital letters. Where party names have been abbreviated for space throughout the supplement, the full names can be found in the table of registered political parties on page 1. In previous volumes, “Member sworn in” was referred to as “Date Member took seat” in by-election results tables. Results PART ONE Registered Political Parties This list of registered political parties includes all political parties that were registered during the period covered by this supplement. Where a political party changed its name during this period, or changed its name as it appears on the ballot, this change is referenced.
