District Mission Statement The mission of the Candor Central School Community is to challenge students to become responsible, knowledgeable, contributing citizens within a caring environment where lifelong learning is valued and differences are accepted.

Dear School Community Member: Last June, the District graduated a great group of young students. The Class of 2019 was “small but mighty,” and we expect wonderful things from Candor’s newest group of alumni. Congratulations to the Class of 2019 and best wishes as you start your newest adventure! The 2019-2020 school year, beginning September 4th, 2019 for students, is certain to be exciting and interesting as we continue with several student-centered district initiatives. First, the Elementary and High School will continue to develop and implement a PreK-12 Social Emotional Learning curriculum focusing on the “Super Strengths” of Growth Mind Set, Mindfulness, Gratitude, Empathy, and Perseverance. Also, the District will continue a 2-year long study of the concept of what it means to be a “Whole Child” school according to the criteria presented by ASCD (The Association of Supervisors and Curriculum Developers). Additionally, the summer provided teachers with an opportunity to learn and prepare for 21st Century skills entitled “the 4 C’s”. Focusing instruction to allow students to grow and develop as effective Communicators, Collaborators, Critical Thinkers, and Creative Problem Solvers will be a primary area of attention for all staff as we prepare students for their future. In addition to the 4 C’s, it continues to be imperative that we all teach and reinforce what it means to be a positive Digital Citizen in the world today. Finally, the District continues to enhance and practice all the safety procedures required of a public facility. As you visit any District building, it is clear that student and staff safety is a priority at Candor Schools. We all live and work in a wonderful community, and we all share the responsibility of keeping school safety and security at the forefront of everything we do. Jr/Sr High School News

As our athletes begin fall practices and teachers start to prepare for the school year, it’s easy to realize that the start of the school year is just around the corner. In addition to returning students, I look forward to welcoming the incoming 7th graders to the building. We put great effort into making sure their transition into the high school building goes as smoothly as possible. I also look forward to greeting the Class of 2020 and wishing them a successful and memorable senior year. To start each year, I like to emphasize the importance of regular attendance and appropriate use of technology and social media. Both of these items play a significant role in the academic success and social/emotional well being of our students. As you read the two paragraphs below, please understand the importance of the parental role in both of these areas. One of the key factors in finding success at school is making sure students are in attendance every day possible. There is a direct correlation to poor attendance and low grades, so I would ask parents to make sure their children get to school on time every day. If you have a legitimate absence and must be tardy or absent, please be sure to bring in a note the next day of attendance. Working together to make sure students are at school and on time is key to academic success, and I appreciate your help with this. Communication through technology & social media is the “new normal.” We are more connected than ever with one another, and our children are certainly not an exception. Unfortunately, there are times when communication through social media can lead to online conflicts which carry over into school. I would estimate that 50% of the conflicts which occur in the high school building manifest themselves from online interactions outside of school hours. We will continue to build digital citizenship coursework into the high school curriculum but would ask parents to help by monitoring online interactions when your children are at home. If they appear angry or upset, it may be appropriate to have them take a technology break rather than escalating an online conflict. You will find many parent resources which may be helpful. Elementary School News

Dear Candor Families and Community, I hope the summer of 2019 has been a great one filled with wonderful memories. We have had a busy and productive summer preparing for the 2019-2020 school year. Teachers and support staff spent time participating in professional development in order to gear up for what is sure to be a great year. Kim Nichols and Matt Gelder provided three days of high-quality professional development for our teachers. During this time teachers developed many meaningful learning opportunities for their students. The professional development focused on the 4 C’s: Communication, Collaboration, Critical thinking, and Creativity. We refer to the 4C’s as Success Skills for our students. I was extremely impressed by how the teachers took full advantage of the information and time they were provided to plan for the upcoming school year. Along with the 4 C’s, we are looking forward to continuing our work with the Super Strengths this year. We made minor adjustments to the social-emotional learning kits to include digital citizenship lessons. We believe it is essential to teach children ways to use technology and social media responsibly in today’s world. A huge thank you to Sara Loomis, Karlie Both, Jessica Martone and Wendy Bruttomesso for your dedication to providing our students with these important learning opportunities! I am thrilled to introduce some new faculty members to Candor Elementary for the 2019-2020 school year. First of all, Pete Ahart will be the assistant principal in the elementary school. Pete joins us with great experience as Assistant Principal of Newfield Elementary School and is sure to be a great partner in leading the elementary building. Merrick Volpe will join our team as a K-12 Social Worker. Merrick is passionate about supporting children and their families and we are fortunate to have her joining our team. Kristen Myers will be our Elementary School Nurse. Kristen has a great deal of experience in pediatrics and will be a valued member of our team. Kerra Schermerhorn will join us as a first-grade teacher. Kerra attended the district professional development this summer and has already shown her dedication to providing great learning experiences for her students. I am also pleased to welcome Lorisa Bates back to our Candor Elementary team. We have missed Lorisa since she left Candor during the 2016-2017 school year. Jessica Martone will teach Kindergarten and Kelly O’Brien will join our AIS team for the 2019-2020 school year. I would like to extend a huge thank you to our maintenance and custodial crew. They have done an outstanding of preparing the building for the start of the school year. The facility looks great! I am thrilled to be part of the Candor community and feel extremely privileged to work with such a highly dedicated and qualified staff, wonderful students and supportive families. Meet our new Assistant Elementary Principal

Hello Candor Families,

I am Pete Ahart, your new Elementary Assistant Principal. I am very excited to begin the new school year here at Candor Elementary! For those of you who don’t know me, I have been a life-long Candor resident, graduating from Candor Schools myself. Previously, I was a fifth grade teacher and then an Assistant Principal in the Newfield School District. My wife Brittany and I have two children, Payton and Easton, my daughter Payton will be attending first grade this year here at Candor Elementary and my son Easton is not yet in school. I have a passion for interacting, engaging, teaching and learning from the students on a daily basis. I am so blessed to have the opportunity to do this in my hometown! In the short amount of time I have been here, through this summer’s professional development opportunities and in conversation with teachers, I can already see the passion, determination and dedication that our teachers have for educating our students. Candor is very lucky to have such a talented group of teachers and support staff for our students to learn from! It is that time of year again, time for fall sports to get underway! Practices are in full swing for fall sports. All sixteen teams are working hard to get ready for the season. This is the time when those grueling summer workouts, extra reps in the weight room and summer league games all pay off! Our maintenance and facilities crew have done a phenomenal job wrapping up, putting the finishing touches on the fields and gymnasiums to get them game-ready! We are very excited to have two new members on staff with us, both of which you will be seeing around throughout the year at contests and practices. Jessy Williams is our new strength and conditioning coach. Jessy will be working with each team as needed, as well as be able to provide students who do not play a sport with an opportunity to train in the weight room under his direction. Aaron Litman is our new athletic trainer. Aaron will be working in partnership with Colby Westervelt, our current athletic trainer, to provide additional services to the student-athletes. We are very fortunate to have these two on our staff and are excited to welcome them both to the athletic department. Up to the minute schedules can be found at: www.schedulegalaxy.com. Student Services News

Welcome back to the 2019-2020 school year! We hope everyone had an enjoyable summer! We have worked hard this summer to make sure that opening day is a smooth transition. Just a reminder about the drop/add procedure for the fall: There will be no changes to students’ schedules during the first week of school. Students will, however, be able to come to the Guidance Office on Monday, September 9th and fill out a drop/add form. We are hoping this will give students more time to adjust and settle in, and unnecessary course changes will be minimized. Last spring, during course selection, we were careful to take into account required courses and elective courses allowing the students to choose and prioritize their elective choices. If a student does not receive an elective course, it is most likely due to the fact that it did not fit into the schedule. If there are any concerns or desired changes to a schedule, students are welcome to fill out a request for course change form in the Guidance Office starting on September 9th. Please encourage your child to follow his/her original schedule until he/she is notified of a change. This is imperative to keep the opening of school running efficiently.

Students are notified of the change by getting called to the Guidance Office to receive a copy of their new schedule. There are often a significant number of schedule changes that need to be done, and patience is greatly appreciated! The counselor assignments are:

Great tips to students from the College Board www.collegeboard.com

As early as your freshman year, you should begin thinking about the following:

1. Create a high school plan * Make sure you know what high school courses are required by colleges and that you´re taking the right classes starting this year. * Get to know the levels of courses offered by your school.

2. Take challenging classes * You should take at least five solid academic classes every semester. These usually include classes in English (language arts), Math, Science, Social Studies, Foreign Languages and the arts. Try to take advantage of honors and other higher-level courses to challenge yourself. 3. Learn about the SAT Subject Tests * Although most students take SAT Subject Tests beginning in their junior year, there are some tests that you should take as soon as possible after taking the subjects — courses, for example: World History, Biology E/M, Chemistry and Physics.

Section 136.3 of the Regulations of Commissioner of Education requires each student enrolled in the public school to have a satisfactory health exam conducted by the student’s physician upon entrance in school at any grade level and for each student entering Pre-K, Kindergarten, grades 1, 3, 5, 7, 9 and 11. Such exam shall be acceptable if it is administered not more than 12 months prior to the commencement of the school year in which the exam is required. April 2015 Candor Elementary's sixth year of Camp Candor was a HUGE success! Camp Candor For two weeks this summer, 90 "happy campers" participated in small group mini-courses focused on science, cooking, art, sports, music, 2019 drama and team building. In addition, camp activities included a visit from the Tioga County Dairy Princess and ice cream making, pottery, arts and crafts activities, performances by camper groups, STEM challenges, and musical trivia. The camp was provided at no cost to district students who have finished 2nd-6th grade. It was awesome to see students learning, laughing, playing, and working together! Funding for Camp Candor was provided by the Candor Central School District. The Tioga County Summer Meals Program, sponsored by the Spencer-Van Etten School District, provided breakfast and lunch to campers at no charge, and snacks were donated by Price Chopper, Aldi and Wegmans. The Iron Kettle donated gifts for student volunteers and Home Central donated supplies for a mural. Many thanks go out to camp teachers and staff: Ashley Green, Jamie Garrett, Joy Joyce, Jonna Duffy, Ashley Applegarth, Laura Preston, Lauren Rocker, Kathleen Rimbey, Brittney Noble, Luci Taylor, and Nurse Jill Parillo. Thank you to the student volunteers, administrators, custodians, and building staff who also helped our camp run smoothly. Finally, thank you to parents, grandparents, and family friends who dropped off and picked up students promptly. Your children are wonderful, and it was a pleasure to spend two weeks with them. SNAP/TANF/FDPIR Households: Households that currently include children who receive the Supplemental Nutrition Assistance Program (SNAP) but who are not found during the Direct Certification Matching Process (DCMP), or households that currently receive Temporary Assistance to Needy Families (TANF), or the Food Distribution Program on Indian Reservations (FDPIR) must complete an application listing the child's name, a valid SNAP, TANF, or FDPIR case number and the signature of an adult household member. Eligibility for free meal benefits based on participation in SNAP, TANF or FDPIR is extended to all children in the household. When known to the School Food Authority, households will be notified of their children’s eligibility for free meals based on their participation in the SNAP, TANF or the FDPIR programs. No application is necessary if the household was notified by the SFA their children have been directly certified. If the household is not sure if their children have been directly certified, the household should contact the school. Other Source Categorical Eligibility: When known to the School Food Authority, households will be notified of any child’s eligibility for free meals based on the individual child’s designation as Other Source Categorically Eligible, as defined by law. Children are determined Other Source Categorically Eligible if they are Homeless, Migrant, Runaway, A foster child, or Enrolled in Head Start or an eligible pre-kindergarten program. If children or households receive benefits under Assistance Programs or Other Source Categorically Eligible Programs and are not listed on the notice of eligibility and are not notified by the School Food Authority of their free meal benefits, the parent or guardian should contact the school or should submit an income application.

Other Households: Households with income the same or below the amounts listed above for family size may be eligible for and are urged to apply for free and/or reduced price meals (or free milk). They may do so by completing the application sent home with the letter to parents. One application for all children in the household should be submitted. Additional copies are available at the principal's office in each school. Applications may be submitted any time during the school year to Brian Lanphere, Cafeteria Manager. Households notified of their children’s eligibility must contact the School Food Authority if they choose to decline the free meal benefits. Households may apply for benefits at any time throughout the school year. Children of parents or guardians who become unemployed or experience a financial hardship mid-year may become eligible for free and reduced price meals or free milk at any point during the school year. For up to 30 operating days into the new school year (or until a new eligibility determination is made, whichever comes first) an individual child’s free or reduced price eligibility status from the previous year will continue within the same SFA. When the carryover period ends, unless the household is notified that their children are directly certified or the household submits an application that is approved, the children’s meals must be claimed at the paid rate. Though encouraged to do so, the SFA is not required to send a reminder or a notice of expired eligibility. The information provided on the application will be confidential and will be used for determining eligibility. The names and eligibility status of participants may also be used for the allocation of funds to federal education programs such as Title I and National Assessment of Educational Progress (NAEP), State health or State education programs, provided the State agency or local education agency administers the programs, and for federal, State or local means-tested nutrition programs with eligibility standards comparable to the NSLP. Eligibility information may also be released to programs authorized under the National School Lunch Act (NSLA) or the Child Nutrition Act (CNA). The release of information to any program or entity not specifically authorized by the NSLA will require a written consent statement from the parent or guardian. The School Food Authority does, however, have the right to verify at any time during the school year the information on the application. If a parent does not give the school this information, the child/children will no longer be able to receive free or reduced price meals (free milk). Foster children are eligible for free meal benefits. A separate application for a foster child is no longer necessary. Foster children may be listed on the application as a member of the family where they reside. Applications must include the foster child's name and personal use income. Under the provisions of the policy, the designated official will review applications and determine eligibility. If a parent is dissatisfied with the ruling of the designated official, he/she may make a request either orally or in writing for a hearing to appeal the decision. Mr. Jeffrey Kisloski, Superintendent of Schools, whose address is P.O. Box 145, Candor, NY 13743, has been designated as the Hearing Official. Hearing procedures are outlined in the policy. However, prior to initiating the hearing procedure, the parent or School Food Authority may request a conference to provide an opportunity for the parent and official to discuss the situation, present information, and obtain an explanation of the data submitted in the application or the decisions rendered. The request for a conference shall not in any way prejudice or diminish the right to a fair hearing.

Only complete applications can be approved. This includes complete and accurate information regarding: the SNAP, TANF, or FDPIR case number; the names of all household members; on an income application, the last four digits of the social security number of the person who signs the form or an indication that the adult does not have one, and the amount and source of income received by each household member. In addition, the parent or guardian must sign the application form, certifying the information is true and correct. Beginning July 1, 2019 in New York State, children approved eligible for reduced price meals will receive complete reimbursable breakfast and lunch meals at no charge.

The primary purpose of directory information is to allow the Candor Central School District to include this type of information from your child’s education records in certain school publications. • A playbill showing your student’s role in a drama production

• The annual yearbook

• Honor roll and other recognition lists

• Graduation programs

• Sports activity sheets, such as for wrestling, showing weight and height of team members.

• Share work samples and other artifacts with TST BOCES School Improvement Services, as part of the District's effort to improve instruction for all students.

Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside without a parent’s prior written consent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. In addition, the New York State Education Law § 2-1 and two federal laws require school districts receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) to provide military recruiters, upon request, with student names, addresses and telephone listings – unless parents have advised the school district that they do not want their student’s information disclosed without their prior written consent.

If you do not want Candor Central School District to disclose some or all directory information from your child’s education records without your prior written consent, you must notify the district in writing within 30 days after the publication of this notice. The right to exercise a limited control over other people’s access to the student’s educational record; 4. The right to designate a representative who will inspect, review, or copy such records; 5. The right to request of, and receive from, the district a reasonable explanation of 6. Information contained in the education records of the student; 7. The right to seek to correct the student’s education record, at a hearing, if necessary; 8. The right to report violations of the FERPA to the Department of Health, Education and Welfare; and 9. The right to be informed about FERPA rights.

All rights and protections given parent(s) or guardian(s) under the FERPA transfer to the student when he/she reaches age 18 or enrolls in a post-secondary school. The student then becomes an “eligible student”.

RELEASE OF DIRECTORY INFORMATION During the course of the school year, Candor Central School District releases student information such as names, addresses, telephone numbers, date and place of birth, major field of study, participation in officially recognized activities and sports, photographs, and the name of the school previously attended by the student. This information, by law, can be released by the district without prior consent of the parents and appears in such things as programs for athletic events or concerts, the honor roll, the yearbook, etc. Parents or legal guardians must notify the Superintendent in writing by January 2, 2020 if some or all of this information is not to be released without prior consent. Technology Ed News

The Winners Circle Project, founded by Mawejje Kayiira and funded by Chris Dyson and the Dyson Foundation, have graciously chosen Candor High School to be the recipient of a Five Kit Car. This is the inaugural year for the Winners Circle Project that Mawejje has been instrumental in bringing together. With the help of beneficiaries, Mawejje has seen his dream come to fruition. The Dyson Family is well known within the racing community and Chris Dyson, the current Trans Am Series Championship leader, has been instrumental in support of outreach programs that would give opportunities for students to have access to unconventional career paths.

The car will be built by students in the Technology Education Department as part of Principles of Technology, an Applied Physics class. Students will be engaged in leadership, assembly, fabrication, team building, video recording, and documentation of the entire build from the ground up. The car should arrive in late August as a stack of boxes and will need to be fit and finished into a fully operational race machine. Students from both Candor and Spencer-Van Etten will be working during class and after school to finish the car in time for the June 2020 testing deadline. The finished build will be tested at a local track by a professional driver. “This has been a dream of mine, that with the help of many others, has quickly become a reality,” Kayiira says. “It was a labor of love that was undoubtedly difficult at times, but well worth the effort” he adds.

Starting in May, Mawejje and instructor Stephen Lindridge have been working with the Candor School District and others to hash out all the details related to the acquisition of the car kit as well as space, tools, and supplies for the finished build.
