9. RELEVANT HISTORY:
9.1 Alterations and additions to form granny annexe and tripple garage (existing buildings to be demolished) (24653) granted on 22 November 1983

10. ASSESSMENT 10.1 Hangersley House is a large detached dwelling in extensive grounds in a location where there are predominantly larger properties in spacious plots. A variety of outbuildings are located in a courtyard to the front of the house.
10.2 By way of background, one relatively large outbuilding was permitted on appeal for 'ancillary' uses. Part of this outbuilding was a garage, but the appeal decision did not condition that this had to remain as a garage, and as such the applicant intends to use it as a gym.
10.3 This application seeks consent to install some french doors on an inward-facing elevation of the building, to allow more light and ventilation into the part of the outbuilding used as a gym.
10.4 As these doors are inward-facing, they can only be seen within the curtilage of the dwelling, and as such do not have any impact upon the character of the Conservation Area or neighbouring amenity. The design of the doors matches others on the building and they are in keeping with the nature of this ancillary domestic structure.
10.5 Previously the habitable floorspace at the property (dwelling and outbuildings) has been expanded beyond the 30% upper limit. Although the alterations could facilitate wider ancillary uses, the building could still only be used for ancillary residential purposes and the two previous appeal decisions (ref's 78536 and 82103) did not uphold concerns relating to the increased residential use of the outbuildings.
10.6 Given the very minor nature of this proposal, there are not likely to be any other planning implications, and therefore the proposal is recommended for approval.
11. RECOMMENDATION
Grant Subject to Conditions

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
