The RFP document including TOR’s shall be available from the Office of the Deputy Director Sanitation, MCI, Street # 49, Sector G-6/1, Islamabad, from 19-03-2020 till 09-04- 2020 on any working day during office hours, upon payment of document fee through Pay Order or Bank Draft of PKR. 5,000/- (non-refundable) in favor of Deputy Director Sanitation. The Firm/Consortium/JV will be responsible for i) Review of legal & operational aspects regarding provision of SWM services in Islamabad with all stakeholder responsibility analysis. ii) Design an integrated smart SWM system for Islamabad addressing Technical, Institutional & Financial (capital & operational) aspects for all segments (primary, secondary , transfer station, segregation, IT monitoring & land fill site & its phasing with legal and institutional and organizational arrangement for PPP) of the system from collection to safe disposal. iii) Preparation of the Procurement Strategy & proposal for Concession /Bidding Document and duration and number of contract for client approval. iv) Administration of Bidding Process, support MCI in evaluation of Bids, agreement negotiations & award of contract. v) Technical and contract management support during Concession period The proposal (both Technical & Financial), complete in all respect, should reach on or before 3rd of April 2020 till 11 am (PST). The Technical proposal will be opened at 11.30pm (PST) on the same day in the presence of the Bidder or their authorized representatives who choose to attend the Tender Opening. A Pre-Bid meeting to discuss the TOR’s is scheduled to be held on 26th of March, 2020 at 2.30pm in Committee Room, Mayor Secretariat, Old Naval Complex, G-6 Markaz, Islamabad. The RFP includes the following additional documents: Section II - Instructions to Consultants (including Data Sheet) Section III - Technical Proposal - Standard Forms Section IV - Financial Proposal - Standard Forms Annexures (ToRs, Draft Contract Agreement) 5. It is mandatory for proposals to be made using the Standard Forms of the RFP. Proposals that are not in the prescribed format may be discarded. If any information required in the forms is found missing, or written elsewhere, no credit will be given in the relevant section of the evaluation 6. Sets of “Technical Proposal” (As per the details given in BDS) “Financial Proposal” ((As per the details given in BDS) ) on the prescribed forms given in the RFP, separately sealed, signed & stamped, must be delivered to the address given below by no later than as advertised along with required copies of proposals ( Technical ). The Technical Proposal will be opened on the same day as advertised in the presence of the representatives of the Consultants who may wish to attend. The Financial Proposal of only Technically Responsive Consultant will be opened. 7. The Evaluation Criteria is provided in Data Sheet (Section II). The Technically Responsive Consultant will be invited for Financial Opening after scoring at least Seventy (70%) percent marks (overall) and Fifty 50% in each category in the Technical Proposal. After the Financial Opening, the combined evaluation of the Technical and Financial proposals will be carried out by weighting and adding the quality and cost scores. The weight for quality is eighty percent (70%) and twenty percent (30%) for cost component. 8. Bid security for a sum of Rs 1000000.00 (Rupees One Million) in the shape of Call Deposit/Bank Draft in the favor of “Deputy Director Sanitation” must be furnished along with Technical Proposal. The same will be retained as performance security deposit of the successful bidder and will be returned after the completion of the consultancy project and clearance of audit process. Section II: Instruction to the Consultants [Note: Instructions to Consultants shall not be modified, except in accordance with the provisions of the Public Procurement Rules 2004. Any necessary changes, acceptable to the Page 2 of 100 Client, to address specific issues, shall be introduced only through the Data Sheet (e.g., by adding new reference paragraphs)] Definitions (a) “Agreement” means the Agreement signed by the Parties and all the attached documents. (b) “Client” means Metropolitan Corporation Islamabad. (c) “Consultant” means a firm or consortium/JV/association of firms that has been and may provide or provides the Services to the Client after award of contract and signing of the Agreement. (d) “Data Sheet” means such part of the Instructions to Consultants used to reflect specific conditions. (e) “Day” means calendar day. (f) “Government” means the Government of the Pakistan and all its associated departments, agencies, autonomous/semi-autonomous bodies, local governments, boards, universities and similar other organizations. (g) “Instructions to Consultants” means the document, which provides the Consultants with all information needed to prepare their Proposals. (h) “LOI” means the Letter of Invitation included in the RFP as Section 1 to the Consultants. (i) “Personnel” means professionals and support staff provided by the Consultant or by any Sub-Consultant and assigned to perform the Services or any part thereof; “Foreign Personnel” means such professionals and support staff who at the time of being so provided had their domicile outside Pakistan; “Local Personnel” means such professionals and support staff who at the time of being so provided had their domicile inside Pakistan. (j) “Proposal” means the Technical Proposal and the Financial Page 3 of 100 Proposal. (k) “RFP” means the Request for Proposal to by the Client to the Consultants for the selection of a Consultant to perform the Services. (l) “Services” means the work to be performed by the Consultant pursuant to the Agreement. (m) “Sub-Consultant” means any person or entity with which the Consultant would sub-let any part of the Services. (n) “Terms of Reference” (TOR) means the document included in the RFP as Annexure which explains the objectives, scope of work, activities, tasks to be performed, respective responsibilities of the Client and the Consultant, and expected results and deliverables of the assignment. 1. Introduction 1.1 The Client named in the Data Sheet will select a consulting firm/consortium/JV (the Consultant) from those listed in the Letter of Invitation, in accordance with the method of selection specified in the Data Sheet. 1.2 The Consultants are invited to submit a Technical Proposal and a Financial Proposal for consulting services required for the assignment named in the Data Sheet. The proposals should be in separate marked and sealed envelopes. The Proposal will be the basis for agreement negotiations and ultimately for a signed Agreement with the selected Consultant. 1.3 Consultants should familiarize
