Executive Summary Jalna district is approximately situated at the center part of Maharashtra state of Republic of India and in northern direction of Marathwada region. Specifically district lies between 19° 01' N to 21° 03' N Latitudes and 75° 4' E to 76° 4' E Longitude. Jalna district erstwhile a part of Aurangabad district was formed on 1st May 1981 by carving out Jalna, Bhokardan, Jafrabad, Ambad tahsils of Aurangabad district and Partur tahsil of Parbhani district. The boundaries of Jalna district are adjacent to Parbhani & Buldana on east, Aurangabad on west, Jalgaon on north and Beed on south. Most of the district is covered by Deccan traps. Trap rocks are generally barren of any economically useful and important minerals. But being hard, dense and durable they are extensively used as building stones, road metal, and railway ballast and as an aggregate for concrete mixtures. Deccan trap covered 90% of the total area of the district and 10% area is covered by alluvium. All the talukas are covered by Deccan trap. The trap is classified in, the following categories.1) Weathered basalt of all types, 2) Fractured & Jointed basalt, 3) Vesicular geologic basalt, 4) Compact massive basalt. In basalt ground water occurs in joints, fractured & other zone of weakens, which serve as loci for the accumulation of groundwater. Percolation of ground water is controlled by the density of joint, fractured, vascular in the Deccan trap. According to the Census 2011, Jalna district have 19,59,046 as a total population & density of population is 254 persons / Sq Km while in 2001 census it was 209 persons / Sq Km. The district has a population of 1959046 as per 2011 census .The male population is 10, 11,473 & female population is 9,47,573. Male female ratio in district is found 1000 / 937. The literacy is 71.52% where as it was 64.52% in 2001 census. Literacy decade rate growth is 25 %, Male literacy is 81.53 % and for female, it is 60.95%. Density of population is 254 persons / Sq Km. In 2001, it was 209 persons / Sq Km. In Jalna, rainy season starts from the month of June to September and October to February-Winter Season and March to May Summer Season. The average rainfall of district is 734 mm and the minimum temperature is 5.6°C while maximum temperature is 45.9°C. Jalna district is spread over an area of 7.72 lakh ha. The total population of the district is 19.59 lakh, out of which, 65 % population is dependent on agriculture. Agriculture plays an important role in the district economy. The total number of farmers in the district is 4.01 lakhs, of which, 35% and 60 % are marginal farmers and small farmers, respectively. Major crops cultivated in this AES are sugarcane and cotton as cash crops, Bajara, Jowar and Wheat from cereals, Tur, Gram and Mung from pulses and Ground nut and Soyabean from oilseeds. Wheat, Ground nut and Sunflower are irrigated by canal irrigation. In vegetables Onion, Cabbage and Chilly are grown on large scale. Horticulture area under fruit is very less. Few orchards of Mosambi and Mango are observed. Nowadays Watermelon is also taken. The scientific development of stone quarry leads to use of basalt rock for developmental project viz. infrastructure & building / housing construction activities. During stone quarrying, it is necessary to strike a balance between the development and ecology. The impact on the environment during stone quarrying is being minimized by implementing a well-planned mitigation measures as suggested in Environment Management Plan. The stone quarry owner is well experienced in operation of stone quarry and about implementation of various environmental measures. The stone quarry under consideration will be further developed scientifically by opencast mining method. The operation at quarry is manual and semi mechanized type. The mining operations will be carried out on a single shift basis. Drilling and blasting operations will be carried out scientifically through experienced & licensed contractors. The various aspects of the Pre-Feasibility Report as per MoEF Guidelines vide O.M. J-11013 /41/2006-IA.II (I) dtd. 30-12-2010 is given in the subsequent sections. 2. Introduction of the Project/Background Information (i) Identification of Project and Project Proponent Stone quarry of (Owner & Lessee) Shri. Ramprasad Sitaram Kakade exists on Pvt. Land (Area – 1.00 ha). The stone quarry is located near Kandari(Partur) village of Taluka – Ghansawangi, Dist- Jalna (M.S). The copy of the Mining Order, NOC from Grampanchayat, 7/12 documents etc. are enclosed as Enclosure - 2. The project proponent Shri. Ramprasad Sitaram Kakade is in the business of stone quarrying since last several years. The project proponent has office At- Kandari(Partur)Tah- Ghansawangi, Dist. - Jalna. The project proponent has wide experience in the field of stone quarrying & crushing. He is operating the stone quarry with all precautionary measures and taking measures for environmental conservation. The stone material is being supplied for infrastructure development, construction activities etc. (ii) Brief description of nature of the project The stone quarry is basically a very small scale project in which quarrying of minor mineral stone is being carried out. The stone quarries exist in clusters as it depends on availability of stone in the particular area. The murum and stone is being excavated out from the rocky land/area during day time. The stone quarry under consideration exists on Pvt. Land at Survey No.-165 (Part), Village –Kandari(Partur), Taluka – Ghansawangi , Dist. - Jalna (M.S) and its production rate is low. As per EIA Notification 2006 the stone quarrying falls under Schedule in serial No. 1(a) (i) Mining of Minerals. Based on lease area and general conditions mentioned in the schedule of EIA Notification, the project is categorized as Category B 2. (iii) Need for the project and its importance to the country and or region The Stone (Rubble, Murum, Metal etc) is the basic material required for infrastructure development and construction activities. The rapid development of the country is directly related to stone quarrying. Though the capacity of each stone quarry is very small, there local existence (shortest distance from developmental activity) is very important in view of low transportation cost and comparatively smaller investment in environmental conservation. The existence of stone quarry at each village and taluka level plays important role in getting the regular employment to the locals also. In the Jalna District many developmental activities are going on. There is huge demand to stone material and its regular supply can keep the prices in control. The occurrence of Deccan trap is proved a beneficial factor. The stone quarry under consideration is need of the region. (iv) Demand Supply Gap Building construction & developmental activities in Jalna District are good. Jalna city is under development. The small towns are rapidly developing at all taluka headquarters. The village level building construction activities are also on significant level. These towns and villages are going to develop simultaneously with enhanced pace in future and hence, the demand of the stone materials for building construction in Jalna District is increasing. Road network of the District is quite good. Jalna is well connected by road and rail. The nearest airport is in Aurangabad (52 km) which serves as a common airport for Nanded, Parbhani and Jalna. There is state highway connecting Parbhani, Aurangabad, Beed, and Dhule and Jalgaon. The railway station is also available at Jalna. An excellent network of 491 kms of state highway, 30 km of National Highway connects the interior parts of the District with the major marketing centers and District headquarters. Besides the above, good network of major District roads; village roads and other roads exist in the District. Jalna MIDC has developed the Jalna Industrial Area, with the objective to attract industrialists and local entrepreneurs to set up industries and invest in the region. The industrial development will also attract foreign direct investments in the region. MIDC has provided the best possible infrastructure to facilitate industrial development and assistance is provided for their growth. In these MIDC areas, regular constructions of industries and road development continue and have regular demand of stone materials. Some irrigation dams are under construction in the District and they also require stone materials. In general, there is good demand of stone material in the district, which also shows increasing trend day by day due to developmental activities. The supply of stone material is solely depends on the existing stone quarries and crushers of the District. The capacity of stone quarries of the District is lower than the demand and there is a supply-demand gap in the District. The proposed quarry area is the major source of supply of this stone material and hence the stone quarry under consideration will prove to be helpful in fulfilling the demand on regular basis, provided the quarry operation is continued. (v) Imports vs. Indigenous Production The stone materials cannot be imported, as it is abundantly available indigenously in the District.
