RHOSSILI COMMUNITY COUNCIL Minutes of the meeting held on Tuesday 10 January 2012 and approved on 14 February 2012 1. Attendance : Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ) (Vice Chair), Steve Campbell Kelly (SCK), Nicola Rees (NR), Roger Button (RB), David Cann (DC), Sally Thomas (ST), Caroline Johnson (CJ) (Clerk); Shane Logan (National Trust), residents June & Dudley Thomas, Linda Bartlett. 2. Apologies : None 3. Declaration of interests: CJ has a personal interest in Planning Application 2011/1638; SW took the minute. SW has an interest in 2011/1709. 4. Minutes of the last meeting : Approved, with minor amendment to item 13. 5. Matters arising : - RB reported that the Sunday bus service has stopped because budget ran out; it will recommence in April. Explorer will not run again. - Good feedback on the newsletter, a few gaps on distribution have now been corrected. - Edgar Evans Centenary in 2012 – is planning anything? Jubilee Beacon July 2012 – SCK and SW will look into it before next meeting. Clerk to add Celebration Events to next agenda. - NR attended meeting 19 December re burning of the Commons. PC Phil Davies is now the only Gower constable (his mobile 07805 301600). FarmWatch has been set up again; they want to develop statistics for crime. Anyone (individuals and businesses) can join FarmWatch – contact NR. Clerk to post information on the noticeboards. 6. National Trust: SL reported that the shop is being refreshed; it has done well and is 8% ahead of last year. Bathrooms at the Rectory are being refurbished. A planning application has been submitted for 24 ground array solar panels at Coastguard Cottages. No action on road signs towards the Shop/Coastguard yet. SL agreed to advise RCC and Commoners when NT permission is given for events in/around the village. 7. Footpaths : Bottom trestle on the stile on Pilton Green path is broken; Clerk to report. 8. Highways: Sign near Rhossili Car Park of bends for 300 yards is broken. Double bend sign at Margam Corner, Horses and the Waymark and Arrow to Scurlage, all need attention. Pitton Cross sign is leaning. Clerk to report. Resident Pauline Bevan reported that the bus goes past the Middleton bus shelter without stopping. Clerk to ask for a bus stop to be placed on the green by Middleton Hall. 9. Village Hall: ST volunteered and was approved to provide the second representation from RCC to RVH committee, at request of SW. 10. Defibrillator: RVH and NT defibrillator installations are in progress. AMJ had received a letter from Church of concerning the placing of defibrillators at rural churches, e.g. St Mary’s. As defibrillators have already been purchased and placed at VH and NT, church siting will not be required. RVH has invoiced RCC for £650, payment acceptable in stages, in consideration of funds being reserved for upcoming elections. SCK offered to sponsor £150 from The Gallery so that RCC only pays £500 – agreed. 11. Atlantic Array Offshore Wind Farm: Reply to RCC received from RWE. Next major action should be at next public consultation. 12. One Voice Wales: RCC is registered with OV and pays annual fee. Clerk to obtain sign-on details from previous Clerk. - Notification of December/January issue of CCW\'s External Funding Newsletter - Notice of OV Meeting – Area Committee 15 Dec 2011 and Minutes of meeting 13 Oct 2011. 13. Planning: - Notification from Welsh Government that it has received an application ref. MM006/11 for a marine licence to extract 27 million tonnes over 15 years of marine aggregate from Western Outer Bristol Chanel Area 486 located to the south of Carmarthen Bay and South West of the Gower Peninsula. This is 10km SW of Worm’s Head. Documentation is available to view, and a public notice will be placed. Representations required by 10 Feb 2012. Also see the note from Gordon Howe. SW to prepare the RCC response, based on work done for a previous application in the same area. Clerk to meet with SW when additional materials are available from Marine Consents Unit. May need to call extraordinary RCC meeting to agree the reponse. - Notification from CCS that Application 2011/0755 Foxgloves, removal of agricultural occupancy, has been withdrawn. - 2011/1638 Hampstead, single storey side/rear extension with integral garage. Respond by 12 Jan. No comment. - 2011/1709 Village Hall, installation of solar panels to south-facing roof. Respond by 12 Jan. No comment. 14. Finance: Latest statement presented. There is additional tax to pay to HMRC for Clerk. End of Year accounts have been sent. Mazars bill for £60 was presented and approved for payment. Clerk submitted expenses for £59.99. 3Q Precept received. SW to check if elections are due in 2012. 15. Correspondence: Miscellaneous requests for financial contributions, to support charities, marketing and sales literature – held on file, available on request. - SLCC newsletter includes information about the Localism Act in Wales, £80m Community First Fund, Olympic Street Game plans for 2012, and updates for Clerks (worth reading!). - Invitation to The Future Outlook for Adult Social Care Services 20th March 2012, Central London. - Request for more RCC archive material esp. Minutes to go to West Glamorgan Archive Service so that it can be included in surveys. - Notification from National Assembly for Wales of consultation on Local Gov ernment Bylaws (Wales) Bill until 2 Feb 2012. - Notification of publication of the Final Annual Report for 2012/13 of the Independent Remuneration Panel for Wales. - Report from Office of Adjudicators was sent to SW. - Stop Waste in our Landscape – request for presentation to RCC – agreed. Clerk to check if they are empowered to act on RCC feedback and if so, to invite them to present including Q&A. - Macmillan Cancer Support requesting financial donation. - Clerks & Council Direct Suppliers Guide and Yearbook 2012 16.
