11 RTP/10/30 TAYSIDE AND CENTRAL SCOTLAND TRANSPORT PARTNERSHIP 14 SEPTEMBER 2010 DUNDEE CITY SINGLE OUTCOME AGREEMENT DELIVERY PLAN REPORT BY DIRECTOR This report seeks the Partnership’s endorsement of the Dundee City Single Outcome Agreement Delivery Plan. 1 RECOMMENDATION 1.1 That the Partnership endorses the Dundee City Single Outcome Agreement Delivery Plan. 2 BACKGROUND 2.1 At its meeting on 23 June 2009 the Partnership endorsed Community Planning Partnership Single Outcome Agreements (SOAs) covering the four partner Council areas (Report RTP/09/20 refers). In doing so the Partnership noted that the four SOAs had been formally signed by the Chair/Deputy Chair on behalf of Tactran during May/June 2009 and agreed to receive periodic reports on progress towards supporting the delivery of SOA outcomes. 2.2 Officials have continued to work on embedding the Partnership as an active member of the four Community Planning Partnerships (CPPs). Each of the CPPs is progressing the development of its SOA and associated Delivery Plan and Tactran officials are contributing to this process through attendance at the relevant CPP management groups and/or relevant CPP thematic groups, principally those dealing with the economy and environmental issues. This continues to be a significant and growing area of work for officers. 2.3 This report deals with the Dundee City SOA Delivery Plan. Reports on other SOAs and associated Delivery Plans will be brought forward to the Partnership for formal comment and endorsement as these progress, in line with Scottish Government expectations that all public bodies commit formally to supporting the delivery of SOAs. -

Additional Support for Learning in Dundee Supporting Learning in Dundee Information for Parents and Young People Dundee City Council Education Department 1 Additional Support for Learning in Dundee Information for Parents 1. Policy in relation to provision for additional support needs Dundee City Council Education Department’s policy in relation to provision for additional support needs is currently under review to take account of the new requirements under the Education (Support for Learning) (Scotland) Act which commenced in November 2005. You can find out how children are supported in your child’s school when they have additional support needs by contacting the Head Teacher. 2. What are ‘additional support needs’? A child or young person is said to have additional support needs if he or she is unable to benefit from school or pre-school education without help which is additional to that which is normally given to children or young people of the same age. Additional support needs can arise from a variety of circumstances. These fall broadly into four categories. The learning environment might cause a child or young person to need additional support e.g. a child or young person whose first language is not English might need additional support until they become comfortable in using English. Family circumstances may give rise to additional support needs. Examples might include bereavement, divorce, any kind of family breakdown, a child or young person being looked after by the local authority, a young person becoming a parent. Disability or health needs might mean that additional support is required. For example, a child or young person who has difficulties associated with mobility, sight, hearing, communication, autistic spectrum disorder, learning difficulties, or mental health problems. -

There are many reasons for devoting proper attention to planning objectives but they can be summarised as follows: with properly drafted planning objectives, the planning organisation can be much more confident that the proposals it produces will actually deliver the desired changes. 1.2 A brief note was circulated to Steering Group members last month in which a draft set of planning objectives was proposed. At that point, the objectives had been drawn up on the basis of the workshop held in Dundee on August 30th. Since then, further information has been gleaned from the on-train surveys and focus groups conducted during September. Comments were also received from Steering Group members on the draft objectives. This note takes those various inputs into account. 1.3 The purposes of this note are to provide revised draft planning objectives and to establish the foundations of the appraisal framework which will be used to assess options later in the study. Consultation details are attached to this working paper. Planning objectives Planning objective (PO) 1 – accessibility 1.4 The strongest message from all our information-gathering was that, at present, rail does not facilitate as many desired journeys as it might. -

7 RTP/12/08 TAYSIDE AND CENTRAL SCOTLAND TRANSPORT PARTNERSHIP 13 MARCH 2012 2011/12 CAPITAL PROGRAMME MONITORING REPORT BY PROJECTS MANAGER This report updates the Partnership on progress in implementing the 2011/12 Tactran Capital Programme. The Partnership is also asked to note progress on implementing the Angus Council and Stirling Council Programmes. 1 RECOMMENDATIONS 1.1 That the Partnership:- (i) notes progress on implementing the Tactran 2011/12 Capital Programme and the projected outturn position as described in this report and Appendix A; (ii) notes progress on implementing the Angus Council and Stirling Council 2011/12 Capital Programmes as detailed in Appendices B and C. (iii) notes the Capital allocation for the Tactran Capital Programme for years 2012/13 through to 2015/16 and agrees to receive a report at its next meeting in June outlining a proposed Tactran Capital Programme. 2 BACKGROUND 2.1 At its meeting on 21 June 2011 the Partnership approved the 2011/12 Tactran Capital Programme. The Partnership also noted Angus Council’s and Stirling Council’s 2011/12 Capital Programmes and their contribution to the Tactran Delivery Plan (Report RTP/11/20 refers). 2.2 The Partnership also agreed to receive a report at a future meeting regarding project options for implementation in 2012/13 utilising the reallocation of £1.161m 2010/11 financial allocation, set aside for Perth - New Scone Connect 2 Bridge over Tay project. 2.3 At its meeting on 20 September 2011 the Partnership received an update (Report RTP/11/31 refers) on progress in implementing the Tactran, Angus Council and Stirling Council Capital programmes and gave authority for the Director to sign a letter of support for a bid for European Union funding for a multi-national project aimed at improving the efficiency of logistics in urban centres, known as Last Mile Logistics (LaMiLo).
