It includes thirteen localities – Ħ’Attard, Ħal Balzan Birkirkara, il-Gżira, l-Iklin, Ħal Lija, l-Imsida, Tal- Pietà, San Ġwann, Tas-Sliema, San Ġiljan, Santa Venera, and Ta’ Xbiex. The Region has an area of about 25km2 and a populations of about 130,574 (2017) which constitutes 28.36 percent of the population of the country. This population occupies about 8 percent of the whole area of the Maltese Islands which means that the density is of around 6,635 persons per km2. The coat-of-arms of the Central Region was granted in 2014 (L.N. 364 of 2014). The shield has a blue field signifying the Mediterranean Sea in which there are thirteen bezants or golden disks representing the thirteen municipalities forming the Region. The blazon is Azure thirteen bezants 3, 3, 3, 3 and 1, all ensigned by a mural coronet of five eschaugettes and a sally port Or. -

DIPARTIMENT TAL -INFORMAZZJONI DEPARTMENT OF INFORMATION MALTA Press Release PR 280 9 ENG 13. 12 . 2013 HONOURS AND AWARDS 2013 NATIONAL ORDER OF MERIT COMPANION OF HONOUR PAUL XUEREB K.U.O.M. Paul Xuereb was a politician, a journalist, a well-established novelist, and a short story writer. He was born in Rabat, Malta, on 21 July 1923, the son of Adeodato Xuereb, a teacher and playwright, and Maria Dolores Busuttil. He attended elementary school at Mdina, and later had secondary school at St Aloysius College Birkirkara, and at the Flores College, Valletta. Between 1946 and 1949, he studied at City Literary Institute and at Regent Street Polytechnic, both institutes of the University of London, where he read journalism, political economy and political science. During the Second World War, he served as an anti-aircraft gunner, with the Royal Malta Artillery. Between 1944 and 1946, he worked as a clerk at the then British Imperial Dockyard. During this period, he was awarded the Africa Star, the War Medal and the Victory Medal. In 1946, he migrated to England, where he pursued further studies. In 1958, he joined the Department of Education as a visiting Master at the Lyceum. In 1959, he joined the Freedom Press as Literary Editor and Assistant Editor of the Voice of Malta. In 1962, he contested the general election and was elected as Member of Parliament. He was re- elected in the elections of 1966, 1971, 1976 and 1981. In 1971, he served as Parliamentary Secretary at the Office of the Prime Minister, and as Minister of Trade, Industry, Agriculture and Tourism. -

Picture above shows the Acting President of the Republic of Malta, Mr. Paul Xuereb, presenting the gold medal to Mr. England. The aim in establishing Aġenzija Żgħażagħ is to mainstream youth related issues and further develop youth services. It enables further investment in young people and helps them realise their potential. Aġenzija Żgħażagħ’s overall objective is to provide a coherent, cohesive and unified Government approach to addressing the needs and aspirations of young people and to realise the following benefits: • For Young people: More actions within existing policies - Greater participation, empowerment and dialogue • For Policymaking and Policy makers: Change in attitudes and work culture to include a youth perspective - Greater coherence in policymaking - Better data and information on youth issues The Mission of Aġenzija Żgħażagħ is to: • Manage and implement the National Youth Policy to promote and safeguard the interests of young people which it pursues through the following policy measures. • Youth Activity Centres at Villa Psaigon and at Marsaxlokk • The first Youth Cafes in Malta at Qawra, Msida and Cottonera • The first Youth Hubs in Malta at St.Venera, MCAST, GCHSS and Junior College • The Youth Information One Stop Shop in Santa Venera • Awareness raising, listening to young people and promoting the role of Aġenzija Żgħażagħ at locally and at European level • An interactive web portal Youth Information Malta and online support services Kellimni.Com . At European level, the agency engages on an on-going basis with the Youth Working Party, Youth Minister’s Councils, the European Commission, EU Presidencies, the Council of Europe, and other European bodies such as SALTO, ERYICA, EuroMed, EYCA and Eurodesk on youth related issues. -

y MALTA Date of Elections: 9 May 1987 Purpose of Elections Elections were held for all the seats in Parliament on the normal expiry of the members' term of office. Characteristics of Parliament The unicameral Parliament of Malta, the House of Representatives, is composed of 69 members* elected for 5 years. The Speaker of the House is elected either from within the House or from outside from among persons who are qualified for election as members. Electoral System All Maltese citizens who have attained the age of 18 years and are residing in the country, and who, during the 18 months immediately preceding their registration as electors, have been resident for a continuous period of six months, or for periods amounting in the aggregate to six months, are entitled to vote. Disqualified from voting are the insane, persons under sentence of death or serving a sentence of imprisonment exceeding 12 months and persons convicted for an offence connected with elections to the House. Electoral registers are revised and published twice a year, in April and October. Voting is not compulsory. Any person who has the qualifications for registration as a voter may be elected to Parliament. Disqualified from membership are persons owing allegiance to a foreign State and undischarged bankrupts, whereas holders of public office, members of the armed forces, certain persons party to a government contract, and officials connected with the conduct of the elections cannot, while remaining in these situations, be elected to the House. Each candidate must be nominated by four voters registered in his electoral division and deposit a sum equivalent to approximately US$ 100, which is forfeited if the number of votes obtained by him does not exceed one-tenth of the total votes polled divided by the number of members to be elected by that division. -
