Westheimer Road between Bagby Street and S. Shepherd Drive is a unique Houston street in the Montrose neighborhood. It represents an evolution of use and building types over a period of 100 years. Historically, the street was primarily residential and many of the one‐story bungalow houses remain and many are now in commercial use. Other residential forms on the street include two‐story wood frame and brick single family and multi‐family residential buildings. The multi‐family buildings on the street tend to be duplexes or quadruplexes. Larger scale multifamily apartments and/or condo units were not introduced until the 1980s, 1990s or 2000s and are concentrated to the far eastern and western ends of the study corridor.
The scale and random development character are important aspects of the corridor to consider; collectively the variety of development is an important part of the character of the street.

The street also has remnants of early twentieth century street signage such as the blue tile curb markers and the concrete pylons with the street names.
Streetscape Existing built environment includes pedestrian sidewalks, street trees in some areas, and buildings that abut the sidewalk (property line) and those that are set back with street front parking lots. See Appendix B.
Windshield Survey and Inventory SWCA conducted a windshield survey of the corridor between Bagby and S. Shepherd. The results of the windshield survey were placed in an inventory table. Those buildings that were noted as historic‐age and had minimal changes over time were recommended as City of Houston Landmarks. Additionally, there is a concentration of historic‐age properties in the 1500‐1900 block of Westheimer. This area was identified as needing further study for a potential City of Houston Historic District. A detailed historic resource survey to City of Houston standards is recommended for this area. The inventory table includes the detailed identification of historic‐age and recommended landmarks and districts. See Appendix C and Inventory table below.

Potential Texas Historic Markers
The following are recommended for further study for an Official Texas Historical Marker (OTHM). This type of marker is cultural and/or historical in nature and is not attached to any building. These types of markers are educational in nature and give a historic overview of a particular place or neighborhood, or commemorate an event or significant person (see Appendix D). Some potential OTHMs recommended for Westheimer include:
Westheimer Road – The “Curve” is a visible and physical remnant of when Westheimer was two streets (Westheimer and Hathaway) that were merged together Westheimer Street Festival The Montrose in the 1970s Houston Gay Pride Parade Early clubs and bars in the neighborhood such as Mary’s and Numbers
Recommendations
The following are recommended
Conduct an in depth historic resource survey of the 1500‐1900 blocks to the standards of the City of Houston Historic Preservation Office to determine if a local Historic District exists Conduct in depth survey of potential individual City of Houston Landmark buildings Research potential for a Recorded Texas Historic Landmark (RTHL) subject marker for the o Montrose area and its significant impact on gay rights in Houston and Texas o Development of Montrose neighborhood o Numbers night club o Houston Gay Pride Parade o Westheimer Street Festival Manage the protection of the unique built environment so that new development retains the existing haphazard and dynamic composition o Investigate the protection of the unique building setbacks along the Corridor for new development and redevelopment o Investigate the requirements to allow zero lot line development and its impact on small resources o Establish guidelines to minimize potential/impact of full block redevelopment (i.e., strip centers with parking in front) o Consider height restrictions for new development; this will provide a buffer for adjacent neighborhood parking: encourage/require rear parking, reduce parking requirements; replace strip center with angled parking o Implement program to reset blue tile street names and concrete street identification pylons o Enhance pedestrian realm o Manage Corridor guidelines through Montrose Management District or area TIRZ Establish Cultural District as part of the Texas Commission on the Arts program
