    1 Raj Bhavan, Odisha Introduction MANUAL-1 Particulars of Organization, Functions & Duties [Section-4 (1) (b) (I)] Governor's Secretariat came in to being in accordance with the provisions of Section 305 of the Government of India Act, 1935. Subsequently, it was governed by the above provision read with sub-clause (a) of clause (3) of Article 202 of the Constitution of India. Governor's Secretariat, Odisha is functioning at Raj Bhavan, Bhubaneswar. The Odisha Governor's Secretariat (Recruitment) Rules, 1974 and Amendment Rules, 2012 regulate the method of recruitment and conditions of service of persons appointed to the Governor's Secretariat. The service conditions of the staff who are bona-fide Government servants of State Government are regulated by the General Rules regulating the employees of the State Government viz. Odisha Civil Services (CCA) Rules, Odisha Traveling Allowance Rules, Odisha General Provident Fund Rules and so on. Accordingly, the duties and responsibilities are performed by the employees of Governor's Secretariat in accordance with the stipulation outlined in Odisha SecretariatInstructions. Secretary to Governor, Odisha is the Appointing, Controlling and Disciplinary Authority in respect of the employees of the Governor's Secretariat, Odisha. He is assisted by Additional Secretary to Governor, Comptroller, Governor's Household, Under Secretaries, Desk Officers, Section Officers and Assistant Section Officers. All the above staff are accountable to their higher authorities and Secretary to the Governor.     RAJ BHAVAN KOHIMA Press Release Following a recent meeting of Shri R.N. Ravi, Hon’ble Governor with Shri Hardeep Singh Puri, Minister of State (IC) for Civil Aviation, Government of India, senior officials of the Airport Authority of India from Delhi came to Kohima and held a meeting with Hon’ble Governor at Kohima yesterday (14th February 2020). Discussions were held for improvement of the Dimapur Airport and its infrastructure and also further improve the air connectivity of the State. It has been decided to develop the Dimapur Airport in two phases. Phase-I will ensure required extensions of the runway to enable Airbus and other modern aircrafts to operate from Dimapur and also will cater to required security and safety needs besides increased passenger amenities. The Alliance Air which is operating Guwahati – Dimapur – Imphal thrice a week is considering to increase its services and make it daily. Indigo Air under Regional Connectivity has also assured to introduce its air service from first week of March – connecting Dimapur with Guwahati, Imphal and Dibrugarh. For further improving Regional Air Connectivity, the Civil Aviation Ministry is exploring launching of Sea-plane Services in the North East. In yesterday’s meeting, such possibility in Nagaland was also discussed and Doyang Hydel Project site was identified as a potential Sea-plane operating base. Its technical feasibility will be studied and then taken up with the Ministry of Civil Aviation, Government of India. Besides, an exercise to locate other potential sites in the State will also be carried out. (PRO Raj Bhavan).

    MANUAL- I PARTICULARS OF THE ORGANISATION, FUNCTIONS AND DUTIES:-SECTION 4(1) (b)(i) PARTICULARS OF THE ORGANISATION: Raj Bhavan at Kohima is the residence-cum-secretariat of the Governor of Nagaland. The Raj Bhavan consists of four separate buildings-main building, Banquet Hall, Dzükou House and an Annexe (Guest House). The Governor’s establishment is organised into two wings one is Secretariat and the other is Household. The Secretary to Governor is in the over-all charge of both the wings. The Governor’s Secretariat provides administrative back-up to the Governor in the exercise of his constitutional and related functions. The Governor’s Secretariat looks after all matters relating to constitutional and other related functions of Governor, general petitions and memoranda, Law & Order situation etc. It looks after issues relating to Indian Red Cross Society, Rajya Sainik Board, North East Zone Cultural Centre of which Governor is the President/Chairman. It also looks after the ceremonial functions at Raj Bhavan and Governor’s tour within and outside the state. The Comptroller is in charge of Governor’s household, which includes Raj Bhavan buildings and garden, and the day-to-day activities of the Household Establishment. There are 2(two) ADCs, one each from the Army and the Police. The ADCs supervise the security arrangements of the Governor and the Raj Bhavan. Besides there is also an Officer on Special Duty to the Governor and one Private Secretary to Governor. Issues relating to appointment & engagements of Governor are taken care of by both the ADCs and OSD to Governor.

    The strategic location of Raj Bhavan exposes the estate to the strong onslaught of the elements from three sides. Over the years, therefore, many buildings in the heritage zone have suffered extensive wear. Buildings such as Jal Bhushan, Jal Kiran and Darbar Hall had outlived their lifespan. Until now, renovation work on these buildings had been done in patches and pieces – as and when the need arose. However, of late, after taking stock of the condition of the buildings with officials of the Public Works Department and conservation architects, it was decided to strengthen and, in some cases, also reconstruct some THANK YOU buildings in the Raj Bhavan complex – albeit Shri CH. Vidyasagar Rao and Smt CH. Vinodha without disturbing the heritage elements to the extent possible.     General guidelines for the visit to the Karnataka Raj Bhavan, Bengaluru, through the On-Line Registration System General: - The Raj Bhavan, formerly known during British India as the Bangalore Residency, the Mysore State Residency, or, simply, the Residency, is the official residence of the Governor of Karnataka. It is located in the capital city of Bangalore, Karnataka. It is located next to Vidhana Soudha, situated at the highest point in Bangalore, High Grounds (3031 feet above sea level). Hon’ble the Governor has decided to throw the door opens of Raj Bhavan for a visit of general public. It is expected that the visit of Raj Bhavan will have a pleasant and memorable experience. Consequently it is decided to keep the Raj Bhavan open to the public from 17th August, 2019 to 31st August 2019. General Instructions:- 1. The Karnataka Raj Bhavan at Bengaluru will be open to the visitors from 17th Aug 2019 to 31st Aug 2019 including the public holidays between 15.30 hrs to 19.30 hrs (3.30 p.m to 7.30 p.m). The last entry to Raj Bhavan shall be @ 19.30 hrs (7.30 p.m). The Visitors are expected to leave the premises latest by 20.00 hrs (8.00 p.m) in all circumstances. Also, the entry will be based on first come first serve basis for the respective day. 2. On-Line booking is subject to final confirmation through e-mails/ SMS sent from the competent authority of the Raj Bhavan, Bengaluru. 3. It has been decided to enforce the following measures to contain the spread of COVID19 in Government Offices including those of Government bodies, public sector undertakings, sub ordinate and attached offices etc: 1. No official meeting will be held with more than 20 participants. There should be at least one metre gap between chairs. A11 participants must wear face mask/face cover. Hand sanitizer should be provided before and after the meeting. 2. No programme should be organized in Pragna Bhawan / Town Hall / Rabindra Satbarshiki Bhawan or any other public halls. 3. In order to regulate no. of visitors to government offices and residential offices, visitors will be allowed to come to government offices/ residential offices only with prior appointment. 4. A11 offices must be sanitized on daily basis. 5. Wearing of face mask/cover has been made compulsory at work and public places. Fine for not wearing mask will be rigorously implemented by Secy(SA) in Secretariat and Head of offices in their respective offices.
